Position: Senior Advisor
Location: New Delhi (with travel across India as per project priorities)
About the Organisation
An international non-governmental organization seeking highly motivated Senior Advisor based at New Delhi.
The Senior Advisor will provide national-level strategic and technical leadership to HIV project activities. The role will lead technical assistance and systems-strengthening approaches with NACO, SACS and other partners; translate priorities into scalable government-owned models; strengthen programme performance, integration, digital/data use, private-sector engagement and transition; and provide overall technical oversight and coordination support to assigned states and technical teams.

Roles and Responsibilities
Strategic Leadership & Systems Strengthening
• Lead development and adaptation of evidence-driven national strategies and technical assistance, reflecting the shift from direct service delivery toward systems strengthening and government ownership.
• Provide technical leadership across assigned portfolios aligned with the five selected priorities: private-sector engagement; differentiated service delivery and retention; integrated health systems; combination prevention; and the digital ecosystem.
• Support NACO/SACS to identify system bottlenecks, define corrective actions, institutionalise effective tools and embed transition milestones in government structures and routine review mechanisms.
• Provide national technical guidance to relevant activities and harmonise cross-project technical approaches, tools and learning where appropriate without creating parallel systems.
Government, Stakeholder Engagement & Representation
• Liaise with NACO, SACS, NHM/NTEP and other government stakeholders to align project support with national guidelines, NACP priorities and state needs.
• Represent in national/state technical working groups, reviews, workshops, consultations and partner coordination forums.
• Build collaboration with private practitioners, hospitals, laboratories, pharmacies, corporates, professional associations, CBOs and development partners for referral, quality, reporting and integrated care.
• Provide technical support to accelerator initiatives such as Mobilisation for AIDS Suraksha (MAS), regional treatment outcomes workshops and selected Fast Track City activities, in coordination with NACO and partners.
Programme Innovation, Integration & Implementation Support
• Guide demonstration and scale-up of decentralized/client-centred models, including HIV screening and ART refill services at selected AAMs, feasible PHC/CHC platforms, MMD and flexible/community-supported refill approaches.
• Lead technical integration of HIV with NCD, MNCH, cervical cancer screening/referral, TB/AHD and other public-health services, including appropriate use of e-Sanjeevani for virtual consultations.
• Support expansion/adaptation of combination prevention approaches, including HIVST, PrEP and PEP, through appropriate community and private-sector channels.
• Guide private-sector enrolment/reporting through SOCH, professional-platform engagement for CME/standards of care, and development/use of referral tools or repositories.
• Support innovation identification, piloting, evidence generation and scale-up decisions, including T-Hub collaboration and programme-approved digital/AI-enabled solutions.
• Provide technical inputs: implementation activities, ensuring alignment with government standards, quality requirements and agreed workplan deliverables.
Digital Data, MERL, Learning & Reporting
• Work with MERL teams to strengthen SOCH as a decision-support system through cascade line-lists, monthly management summaries, district HIV epidemic profiles and routine performance reviews.
• Support early-warning indicators/alerts, responsible exploration of predictive analytics, and appropriate interoperability with NIKSHAY, MNCH, NCD and ABHA-linked digital platforms.
• Use programme data to identify gaps, prioritise technical assistance, monitor corrective actions and support high-quality government/donor reporting.
• Lead/support documentation of learning briefs, technical notes, implementation tools, innovation evidence, transition documentation and close-out readiness products.
Team Coordination, Capacity Building & Sustainability
• Provide overall technical oversight, coaching and coordination support to assigned State Leads, Technical Advisors and programme teams; coordinate closely with MERL and Communications functions.
• Design/guide capacity-strengthening approaches for government and project teams, including programme-approved AI/virtual tools for standardised continuous learning where feasible.
• Strengthen government focal-point capacity, sustainability and handover arrangements; support transfer of tools, documentation, data responsibilities and other agreed programme functions to appropriate local entities.
• Support structured transition/close-out readiness, including final technical documentation and handover planning if required by project direction.
Qualifications and Experience
Education Required:
Required: Master’s degree in Public Health, Medicine/Allied Health Sciences, Epidemiology, Health Systems, Social Sciences, Health Management or another relevant field.
Preferred:
• Clinical qualification and/or MPH or advanced technical degree relevant to the assigned portfolio.
Experience
• Minimum 12 years of directly relevant experience in HIV/public health programmes, technical assistance, health systems strengthening, policy implementation or related areas.
• Demonstrated experience working with government programs, donors, development partners and multi-stakeholder environments.
• Proven experience in strategic leadership, technical assistance, programme implementation and institutional capacity strengthening.
Skills and Competencies
Technical Knowledge & Skills
In-depth knowledge of India’s NACP, HIV prevention, care and treatment standards, treatment cascade accountability and differentiated service delivery/retention approaches.
• Strong understanding of government technical assistance, institutional capacity strengthening, programme integration and transition to government ownership.
• Knowledge of integrated/decentralized HIV service models, including ART refills/MMD through feasible PHC/CHC/AAM platforms and HIV-NCD-MNCH/TB linkages.
• Ability to use programme data and digital systems such as SOCH for cascade line-lists, management summaries, district profiles, early-warning indicators and action planning; familiarity with data governance and interoperability is desirable.
• Experience with private-sector engagement, provider networks, quality/reporting systems and combination prevention approaches including HIVST, PrEP and PEP.
• Strong stakeholder engagement skills for NACO, SACS, NHM/NTEP, professional associations, CBOs, private providers, donors and implementing partners.
• Demonstrated capacity to develop technical guidance, SOPs, training materials, policy/technical briefs, learning products and donor/government reports.
• Ability to work across HIV project workplans, harmonizing tools, timelines, reporting and technical approaches while respecting project-specific requirements.
