Position: State Program Officer

Location: Telangana and Maharashtra (Mumbai). Duty station will be specified in the offer and requires regular travel within the assigned state/geography.

An international non-governmental organization seeking highly motivated State Program Officer

The State Program Officer will coordinate and support day-to-day state implementation of activities, including workplan tracking, stakeholder follow-up, meeting/field-visit coordination, documentation, data and reporting support, capacity-building logistics, partner coordination and transition records. The role will enable State Leads and Technical Advisors to deliver timely, well-documented technical assistance through government systems rather than parallel implementation structures.

Roles and Responsibilities
Programme Coordination & Workplan Tracking
• Maintain detailed state workplans, calendars, action trackers and deliverable status for HIV projects related activities; flag delays, dependencies and required follow-up to the State Lead.
• Coordinate routine communication and scheduling with SACS, district/facility teams, national Advisors, Technical Advisors, MERL/Communications/Operations teams and approved partners.
• Track implementation of technical-assistance priorities, including decentralized/integrated services, digital/data activities, private-sector engagement, combination prevention, capacity strengthening and transition milestones.
• Maintain meeting decisions and action logs and follow up responsible persons through closure, ensuring project records reflect current implementation status.

Field Visits, Reviews, Workshops & Capacity-Building Support
• Plan and coordinate logistics and documentation for joint site visits, state/district reviews, technical working groups, consultations, workshops and trainings.
• Prepare agendas, participant lists, materials, approvals, attendance records, minutes and post-event action trackers in coordination with technical leads.
• Support scheduling and follow-up for AAM/PHC/CHC/ART/ICTC and other service-platform assessments or mentoring visits, including private-sector engagement activities as applicable.
• Coordinate logistical and documentation requirements for MAS, Fast Track City, treatment-outcomes workshops, innovation pilots or other approved accelerator activities in the assigned geography.

Data, Documentation, Reporting & Knowledge Support
• Compile approved aggregate programme data, action trackers and dashboard inputs for state reviews, district/facility performance discussions and project reporting; coordinate resolution of missing/inconsistent information.
• Support preparation and filing of monthly/quarterly progress updates, presentations, meeting records, technical-assistance logs, learning notes and relevant documentation.
• Assist Technical Advisors/MERL teams with preparation of district profiles, scorecards and SOCH-derived management summaries using only authorised data and access pathways.
• Maintain organised digital and physical project files, version control and evidence folders to support donor/government reporting, audits, transition and close-out readiness.

Stakeholder, Partner & Referral-System Coordination
• Maintain updated contact/stakeholder lists and coordinate follow-up with SACS, facilities, private providers, laboratories, pharmacies, professional associations, CBOs and other approved partners.
• Support scheduling, documentation and follow-up for private-provider enrolment/reporting, CME/quality events, referral-network strengthening and approved HIVST/PrEP/PEP activities.
• Support maintenance of approved referral directories/repositories and track operational issues requiring technical escalation or partner action.

Operations, Compliance, Transition & Close-Out Support
• Coordinate programme logistics, travel/activity documentation and routine administrative inputs in line with the organization/project procedures, working with Operations/Finance/Procurement colleagues as required.
• Support timely preparation of requests, supporting documents, vendor/venue coordination and activity records for approved meetings, trainings and field activities.
• Track government ownership and handover milestones, including transfer/archiving of tools, materials, files and agreed responsibilities into appropriate local systems.

Qualifications and Experience
Education Required:
• Graduate degree in Public Health, Social Sciences, Health Management, Life Sciences, Development Studies, Management or a related field.

Preferred:
• Postgraduate qualification in Public Health, Health Management or a related discipline.

Experience
• Minimum 5 years of relevant experience in health or development programme coordination, documentation, stakeholder engagement, reporting support or project operations.
• Experience working with HIV programmes or India's National AIDS Control Programme (NACP) will be preferred.

Skills and Competencies
Technical Knowledge & Skills
• Working understanding of HIV/NACP programme structures, SACS/district/facility coordination and the HIV prevention-care-treatment cascade; willingness to rapidly learn relevant technical terminology and guidelines.
• Strong workplan, calendar, action-tracker, meeting and field-visit coordination skills, with disciplined follow-up on responsibilities and deadlines.
• Ability to compile, clean and present approved programme data/trackers for state reviews and reporting, while maintaining data confidentiality and following project/government data-governance requirements.
• Experience organising workshops, trainings, consultations and stakeholder meetings, including agendas, materials, attendance, minutes, logistics and post-event action follow-up.
• Good documentation and communication skills for progress updates, meeting notes, case/learning documentation, partner correspondence and file management.
• Ability to coordinate across government, technical teams, private-sector/CBO partners, operations, MERL and communications functions

Reporting Line
The State Program Officer will report to the State Lead and will work closely with assigned Advisors at the India Country Office as well as national technical, MERL and operations teams.
