IT DIVISION
National Health Systems Resource Centre (NHSRC) is a technical support institution under the National Health Mission (NHM), Ministry of Health & Family Welfare. NHSRC works closely with the MoHFW and the States for Health Systems strengthening and supporting the implementation of other interventions under the NHM. Work at the NHSRC is organized around Eight divisions, namely – Community Processes & Comprehensive Primary Health Care, Information Technology, Healthcare Financing, Healthcare Technology, Human Resources, Knowledge Management, Public Health Administration and Quality & Patient Safety.
IT Division at the National Health Systems Resource Centre (NHSRC) is a vital component of the organization, supporting the Ministry of Health and Family Welfare (MoHFW) and the National Health Mission (NHM) in their mission to enhance public health across India. With a steadfast commitment to advancing healthcare through technology, the IT Division plays a pivotal role in promoting efficient and effective information management systems and provide Policy support.
At the heart of its mandate is policy & state coordination, as the IT Division collaborates closely with various state health departments and stakeholders to ensure seamless integration and support for critical portals. the IT Division at NHSRC, drives transformative change in the realm of public health IT for MoHFW. Through state coordination and support, along with the seamless integration of key portals such as National NCD Portal, AB-AAM, SaQsham, SASHAKT, Mobile Medical Unit Portal- PM JANMANN, NHInP and saturation campaign initiatives like Ayushman Arogya Shivir (AAM & CHC) , Ayushman Bhav, VBSY, SNSPA the division is at the forefront of harnessing technology to strengthen healthcare systems and promote the well-being of all citizens.
By providing technical expertise and facilitating coordination, the IT Division empowers states to leverage these portals effectively, enabling data-driven decision-making and efficient healthcare delivery through safe and secure systems.
The IT Division also prioritizes public health needs, aligning its efforts with the MoHFW's vision of comprehensive healthcare for all. Through innovative solutions and the adoption of emerging technologies, the division works towards strengthening public health systems at the national and state levels. This involves leveraging digital platforms, data analytics, and interoperable systems to support public health programs, improve monitoring and evaluation, and enhance information exchange.
Furthermore, the IT Division plays a crucial role in designing, implementing & integrating information systems that enable efficient data collection, analysis, and reporting. By harnessing the power of technology, the division facilitates evidence-based decision-making and empowers healthcare providers, policymakers, and researchers with accurate and timely information. The Position reports to the Advisor for IT and Integrated Planning and is on a Contractual basis.
Roles & Responsibilities:
As a Lead Consultant within the IT Division of NHSRC, you serve as a critical pillar for digital and technological advancement. You will play a pivotal role in shaping, driving, and delivering strategic digital products and technology solutions nationwide. This senior leadership position is directly accountable for product lifecycles, project implementations, and the technical transformation of the national Community Health platform. You will lead and mentor a high-performing division consisting of Consultants, Senior Consultants, and Delivery Leads, ensuring that local project delivery aligns cleanly with broader organizational objectives.
Key Responsibilities & Functional Duties:
• Technology Leadership: Enable the IT Division and the Ministry of Health and Family Welfare (MoHFW) in utilizing advanced technology. Establish robust monitoring, tracking, and review ecosystems to maximize public health program efficiency.
• Project & Delivery Management: Define project scopes, timelines, milestones, budgets, and success metrics. Own delivery frameworks and maintain delivery velocity using Agile, Lean, or traditional project methodologies.
• Operational Governance & Compliance: Formulate standard operating procedures (SOPs), service level agreements (SLAs), and internal divisional policies. Maintain security standards and address mitigation pathways.
• Incident Management & Coordination: Centralize command during business-critical system incidents. Direct cross-functional teams including engineering, infrastructure, security, QA, support, and business divisions for rapid resolution.
• Data Analysis & Strategic Reporting: Evaluate large-scale field-visit data, Health Management Information Systems (HMIS) metrics, and quarterly progress reports to isolate bottlenecks and recommend data-driven workflows.
• Stakeholder Alignment & Partnership: Cultivate long-term engagement with global product owners, government agencies, and non-governmental entities to align organizational work plans, budgets, and Monitoring & Evaluation (M&E) systems.
• State Program Assessment: Systematically review Annual Program Implementation Plans (PIPs) submitted by individual States and Union Territories, returning precise structural feedback to maximize budgetary efficiency.
• Capacity Building & Knowledge Management: Design interactive, technology-centric training frameworks to cultivate state-level talent. Document operational best practices and field innovations to facilitate nationwide horizontal scaling.
Role Requirements:
Essential Qualifications & Experience:
• Proven track record delivering technical workflows within Agile and iterative environments.
• Excellent stakeholder management experience working alongside senior ministry leadership, PMO leads, and external technical suppliers.
• Proficiency in formal project planning applications including MS Project, Jira, or equivalent frameworks.
• Excellent written and verbal presentation skills with mastery over MS Word, Excel, and PowerPoint architectures.
• Demonstrated experience building, structuralizing, and mentoring Communities of Practice focused on delivery excellence.
Desirable Competencies:
• Experience managing distributed or remote development teams within highly collaborative, cross-functional projects.
• Balanced project delivery background across infrastructure-heavy frameworks and product-led software initiatives.
• High adaptability with a proven ability to prioritize tasks dynamic, rapidly evolving conditions.
Qualification & Experience:
Only full-time regular bachelor’s degrees (minimum 3 years) and full-time regular Postgraduate qualifications (minimum 2 years), wherever applicable, shall be considered. Diploma, Certificate, Executive programmes, and qualifications obtained through distance, online, part-time, correspondence mode, etc shall not be considered. Only post-qualification experience shall be counted.
For achieving above-mentioned deliverables, the applicant is expected to possess following qualifications & experience –
Essential Qualification – (Regular/Full-time Qualifications only)
• B.E. (Computer Science/ IT) /B.TECH (Computer Science/ IT)/BCA/ B.Sc. (IT) along with M.Tech ( Computer Science / IT ) / MCA /MSc (Computer Science ) /MBA or equivalent
Experience:
Essential:
• Overall 10+ years of work experience managing delivery of enterprise-scale IT programs, Stakeholder Management, Operations management, User experience optimization and executive reporting.
• Strong understanding of Technology solutions, User experience strategies, IT service management processes and tools.
• Proven leadership experience in a senior management role, with the ability to lead cross-functional teams and drive operational excellence.
• Strong analytical skills, with the ability to interpret data, trends, and forecasts to make informed decisions and recommendations.
• Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
Desirable :
• Experience in public health / community health at national level
• Experience in working with large scale government projects
• PMP, PRINCE2, Six Sigma, Scrum Master, ITIL etc.
• Design thinking and user experience management
• Familiarity with ITSM and support tools such as Jira.
Written Test Condition: If the recruitment process includes a written test, a minimum qualifying mark will be 70%. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
Age Limit: 55 years & below. (As on last date of receiving applications)
Work Location: New Delhi; Opportunity to gain hands-on experience of public health canvas of states and districts.
Travel to states and districts will be involved.
Remuneration Range: Between Rs. 1,30,000/- to Rs. 1,70,000/-
*Fee offered within the band will be commensurate with qualification and experience.
Other Benefits: In addition to the remuneration mentioned above, Consultants of NHSRC are entitled to Free Accidental insurance, Subsidized Medical insurance, Mobile bills reimbursement, Laptop reimbursement (As per NHSRC Policy), 30 days Consolidated leave, fully paid Maternity leave (For Female Consultants) as per Government of India policy, performance linked increments, TA/ DA and per diem for on-duty visits.
Duration of Contract: Contract till 31st March 2028 with further extensions of similar duration (subject to satisfactory performance) Candidates selected in this interview could be considered for other vacant positions at NHSRC requiring similar skill sets and at an appropriate level.
