PRIMARY FUNCTION:
The Project Programmer will assist the Project Director through documentation and Proposal Writing. This position requires strong demonstrated experiences in the areas of finance, budgeting, financial reporting, compliance with implementing agencies requirements, financial management, and relating program needs and achievements to financial budgets, expenditures, and reports.
The primary role of the PP is to ensure preparation of budgets and budget narratives for grant proposals, track expenditures for externally funded projects, and ensure quality and timely reporting of external funded projects. This includes orientation team on grants management, its timely flow of information in meeting reporting deadlines; and providing required support to the on project proposals. The PP will review grants and grant agreements and develop suitable systems for proposal writing, reporting, and closure of the same.
SPECIFIC REQUIREMENTS:
• Work with the Project programmer and Head of Programs, to prepare budgets and budget narratives for grant proposals. Work with the program team on specific financial requirements to meet program needs.
• For any new Grant, in coordination with the Head of Programs, designated Program Manager(s), conduct an initial review/orientation of the Grant Agreement and facilitate financial components.
• Track the grant / cost share information and share the analysis with Project Director.
• Follow the Grant closure guidance in working with Project Director and relevant SOs/Departments and ensure timely closure of all externally funded projects.
• Guide State Offices in financial components of the Grant closure process well in advance.
• Coordinate with State Offices and donors on budget management. Make sure expenditures match activities and budgets in the grant agreement and obtain approvals for differences as needed.
• Monitor and maintain updated information to track donor-by-donor expenditures, timelines and closure dates.
• Monitor and maintain updated information to track the donor-by-donor revenue and outstanding invoice balances..
• Prepare reports for the Region and HQ that (i) update on grants management; (ii) budget/liquidation status; (iii) reporting expenditure progress to management;
• Reporting Requirements/Outcomes:
SKILLS & QUALIFICATIONS:
• Post Graduate in English / Professional degree in Social Work, Rural Development, Journalism and Development studies, MSW
• Minimum of 1 year’s professional experience in budget preparation, donor reporting, grants management, etc. in the development sector.
• Knowledge of Indian Laws/Acts, FCRA regulations, requirements that affect grant program administration.
• Strong communication skills, including interpersonal skills, as well as strong written and oral English, to fulfill the diverse technical requirements.
• Excellent command in Microsoft Office.
• Ability to work independently and under pressure.
• Proven decision making skills.
