The position holder shall be responsible to adhere & work within the ambit of Plan India’s Safeguarding Children & young People & Gender Equality Policies.

1. About the Intervention
Legal Literacy - Legal Empowerment for Dignity and Entitlements aims to strengthen the ability of adolescents and young people, particularly girls and young women aged 14 - 24 years, to understand and exercise their legal rights, recognise and prevent gender-based violence (GBV), and confidently access appropriate protection, legal and government services.
The intervention combines structured legal literacy, gender-transformative engagement, community awareness, Legal Literacy Mitras (LLMs), engagement of men and boys, referrals to protection and legal services, and awareness and access to government entitlements.
The initiative will focus on key laws relating to child marriage, sexual violence, domestic violence, dowry and sexual harassment at the workplace, while strengthening participants' agency, confidence, gender-equitable attitudes and help-seeking intentions.
The Assistant Project Lead will provide overall programme leadership and technical oversight, ensuring quality implementation, capacity building of the project team, institutional convergence, monitoring of outcomes and effective documentation and learning.
2. Key Responsibilities
A. Programme Leadership & Implementation
• Support the Project Lead in providing overall leadership to the Legal Literacy & Entitlements initiative.
• Lead day-to-day planning, coordination and implementation of programme activities across project locations.
• Translate the project strategy and annual work plan into detailed implementation plans, targets and activity schedules.
• Supervise and provide technical guidance to field teams responsible for legal literacy, community outreach, LLM engagement and entitlement-related activities.
• Monitor progress against targets, identify implementation bottlenecks and initiate timely corrective measures.
• Ensure quality, consistency and timely delivery of all programme components.
B. Technical Leadership - Legal Literacy & GBV Prevention
• Provide technical oversight to ensure that legal literacy sessions deliver accurate, relevant and updated information on laws, rights, remedies and protection mechanisms.
• Lead the review and adaptation of session plans, IEC materials, FAQs and other legal literacy resources.
• Ensure effective coverage of relevant legislation, including:
- Protection of Children from Sexual Offences (POCSO) Act, 2012
- Protection of Women from Domestic Violence Act, 2005
- Prohibition of Child Marriage Act, 2006
- Dowry Prohibition Act, 1961
- Sexual Harassment of Women at Workplace Act, 2013
• Ensure sessions address gender, GBV, consent, respectful relationships, discrimination, positive social norms and safe help-seeking.
• Support the use of participatory methodologies such as case studies, discussions, role plays and scenario-based learning.
• Establish systems for technical review and clarification of complex legal queries to minimise the risk of inaccurate information being communicated.
C. Capacity Building & Quality Assurance
• Lead capacity-building initiatives for project staff on gender, GBV laws, child protection, safeguarding, referral pathways, legal literacy and gender-transformative facilitation.
• Develop annual and periodic training plans based on identified capacity gaps.
• Conduct field visits and session observations to assess quality and provide structured technical feedback.
• Mentor facilitators to improve their confidence in handling participant questions and sensitive discussions.
• Facilitate access to legal experts and relevant institutions for technical orientation and refresher sessions.
• Promote continuous learning and sharing of good practices within the team.
D. Legal Literacy Mitras & Community Protection
• Lead the identification, training, mentoring and engagement of Legal Literacy Mitras.
• Develop systems to enable LLMs to promote legal awareness and facilitate appropriate referrals within communities.
• Strengthen community-based protection mechanisms and linkages between community actors and formal protection services.
• Monitor the effectiveness and reach of LLM interventions
E. Government Entitlements & Service Access
• Lead the programme's work on awareness and access to relevant government schemes, entitlements, social protection services and essential documentation.
• Map relevant government schemes and periodically update programme teams on eligibility, application processes and changes.
• Develop linkages with concerned government departments and service providers.
• Monitor entitlement-related outreach, referrals and successful linkages.
• Identify systemic and practical barriers preventing eligible families and young people from accessing services and support appropriate solutions.
F. Institutional Partnerships & Convergence
• Establish and strengthen relationships with DLSA, Police, Child Welfare Committees, One Stop Centres and other legal, protection and government institutions.
• Coordinate expert-led legal literacy sessions and technical engagements with relevant agencies.
• Strengthen referral pathways and institutional mechanisms for legal aid and protection services.
• Represent the initiative in relevant stakeholder meetings, coordination platforms and convergence forums.
• Identify opportunities for institutionalisation and scale-up of legal literacy and entitlement interventions.
G. Engagement of Men and Boys
• Provide strategic and technical guidance for engagement of boys, young men, men and male caregivers.
• Promote discussions on positive masculinities, gender equality, respectful relationships and shared responsibility for prevention of GBV.
• Ensure gender-transformative principles are integrated into activities engaging male participants.
H. Monitoring, Assessment & Evidence
• Lead monitoring of programme performance against output and outcome indicators.
• Support design and implementation of baseline and endline KAP assessments measuring legal knowledge, gender attitudes, agency, confidence and help-seeking intentions.
• Analyse programme data to identify trends, gaps and areas for improvement.
• Ensure quality and timely MIS and beneficiary data management.
• Use evidence to inform programme adaptations and management decisions.
I. Reporting, Documentation & Learning
• Lead preparation of periodic programme reports, management updates and presentations.
• Document innovations, good practices, challenges, lessons learned and programme adaptations.
Support development of case studies and impact stories in accordance with consent and safeguarding requirements.
• Facilitate periodic learning and reflection sessions with the project team and stakeholders.
• Contribute to donor reporting, proposal development and programme review processes as required.
J. Gender, Inclusion & Safeguarding
• Ensure integration of gender-transformative and inclusion principles across all intervention components.
• Ensure programme implementation complies with Plan India's safeguarding, gender equality and other organisational policies.
• Strengthen staff understanding and application of safeguarding protocols, particularly when disclosures of violence or protection concerns arise during sessions.
• Ensure confidentiality, professional boundaries and dignity of participants are maintained.
K. Budget & Resource Management
• Support the Project Lead in programme budgeting, expenditure tracking and resource planning.
• Monitor utilisation of programme resources against approved plans.
• Ensure activities comply with organisational financial, procurement and administrative procedures.
• Support efficient planning of trainings, campaigns, stakeholder engagements and field activities.
3. Education & Experience
• Master's degree preferred, or Bachelor's degree in Law, Social Work, Sociology, Development Studies, Rural Development, Community Development, Public Policy or a related discipline.
• 4-5 years of relevant experience in legal literacy, GBV prevention, gender, child protection, entitlements, community development or rights-based programming.
• Demonstrated experience in programme/team coordination and technical supervision.
• Experience in working with government departments, DLSA, Police, CWC, One Stop Centres or other legal/protection institutions is desirable.
• Experience in capacity building, facilitation, programme monitoring, KAP assessments and documentation.
• Strong understanding of gender-transformative programming and safeguarding.
