About us: 
Jan Sahas was founded in the year 2000 to ensure dignity for India’s most socially excluded communities. Since then, we have made significant contributions to support communities and shift systems to address forced labour, sexual violence (e.g., designed and piloted a nationally recognized model for survivor support centre), and manual scavenging (e.g., helped bring about landmark legislation to prohibit the practice and compensate victims). 
 
Since 2012, we have been implementing our flagship Dignity First Initiative (formerly known as the Prevention of Violence Against Women and Children - PVAWC program). Our mission is ambitious: to eliminate sexual violence and uphold dignity. To date, this initiative has:
  • Provided comprehensive support to over 23,000 survivors of violence.
  • Offered mental health care to over 10,000 individuals.
  • Driven significant community transformation by challenging harmful social norms and increasing help-seeking behavior across 50 districts, with partnerships in 25 districts across eight states.
About the position 
The State Lead will provide strategic and operational leadership for the Dignity First Initiative (DFI) inthe state, overseeing the implementation and strengthening of both Survivor Support Programme (SSP) and Adolescent Empowerment Programme (AEP) interventions. The role requires leading the state portfolio with responsibility for programme quality, government engagement, team leadership, organisational processes, partnerships, and ensuring alignment with DFI’s larger vision of strengthening systems for gender justice and violence prevention.
 
The State Lead will work closely with the National DFI Leadership Team to translate strategic priorities into effective state-level execution, strengthen institutional partnerships, and build sustainable models of impact.
 
Key Responsibilities  
 
State Programme Leadership & Strategy Execution
  • Lead the overall DFI portfolio in the state, ensuring effective implementation of SSP and AEP interventions across districts.
  • Translate organisational and programme strategies into state-level action plans with clear priorities, timelines, and measurable outcomes.
  • Ensure programme quality, consistency, and alignment with DFI frameworks, approaches, and standards.
  • Drive integration between survivor support, prevention, adolescent engagement, and community-based interventions.
  • Identify opportunities for innovation, learning, and strengthening programme approaches based on field realities.
Team Leadership, Management & Capacity Building
  • Provide leadership, mentoring, and direction to state-level programme teams including district and field teams.
  • Build a culture of ownership, accountability, learning, collaboration, and continuous improvement.
  • Strengthen team capacities through regular mentoring, coaching, review mechanisms, and structured feedback processes.
  • Ensure effective planning, monitoring, and execution of programme activities across locations.
  • Support talent development and succession planning within the state team.
Government Engagement & Systems Strengthening
  • Build and sustain strategic relationships with relevant government departments and institutions including Police, Women & Child Development, Education, Health, Legal Services Authorities, District Administration, and other relevant stakeholders.
  • Strengthen government convergence models to improve survivor response, prevention mechanisms, and institutional adoption of DFI approaches.
  • Represent Jan Sahas/DFI in relevant state-level forums, consultations, and coordination platforms.
  • Facilitate policy and programme alignment by bringing field evidence and learnings into government systems.
  • Develop partnerships that enable long-term institutionalisation and scale.
Partnership Development & External Engagement
  • Build inroads with like-minded organisations, civil society actors, networks, academic institutions, and ecosystem partners working on gender justice, child protection, safety, and empowerment.
  • Identify opportunities for collaboration, knowledge exchange, and collective action.
  • Strengthen Jan Sahas’ positioning and credibility within the state ecosystem.
Organisational Systems & Process Strengthening
  • Establish, strengthen, and institutionalise organisational processes at the state level in
  • alignment with organisational standards.
  • Ensure effective implementation of systems related to: programme planning, monitoring and review, documentation, reporting, compliance, team processes.
  • Work closely with national teams to ensure smooth adoption of organisational priorities and improvements.
  • Identify operational gaps and drive corrective actions.
Monitoring, Learning & Performance Management
  • Ensure effective tracking of programme progress, outcomes, and quality indicators.
  • Use data and field insights to guide decision-making and programme improvements. • Collaborate with MEL teams to strengthen learning, evidence generation, and documentation of state-level impact.
  • Capture innovations, challenges, and good practices for replication.
Coordination with National Leadership
  • Serve as the key state-level anchor between state teams and National DFI Leadership.
  • Provide strategic inputs on programme direction, risks, opportunities, and resource requirements.
  • Support organisational priorities and contribute to cross-state learning.
Key Competencies Required
  • Strong understanding of gender justice, violence prevention, survivor support, adolescent empowerment, and community-based programming.
  • Demonstrated experience in managing large multi-location programmes.
  • Strong government relationship management and convergence-building skills.
  • Ability to translate strategy into operational plans and measurable results.
  • Strong people leadership, mentoring, and team-building abilities.
  • Experience in institutional partnerships and ecosystem engagement.
  • Strong understanding of NGO systems, processes, compliance, and programme management.
  • Ability to work collaboratively with diverse stakeholders.
Experience & Qualification
  • 10-12+ years of relevant experience in development sector programmes, preferably in gender, women’s rights, child protection, violence prevention, or social justice.
  • Experience of managing state-level portfolios and multidisciplinary teams.
  • Experience engaging with government departments and public systems is essential.
  • Postgraduate qualification in Social Sciences, Development Studies, Gender Studies, Public Policy, or related fields preferred.
