RAF Global, in the Western Region of the country, presently implements a wide array of long-term and comprehensive projects in five districts of the intervention states, across the sectors of livelihood, public health, nutrition, water and sanitation, education, along with expanding the scale and scope of good governance.

THE POSITION
RAF Global is currently seeking to recruit a Programme Manager for its Western Region Office based in Ahmedabad. The Programme Manager will be responsible for providing support and guidance to the field team to ensure smooth implementation of the programme, including day-to-day focus and improvement of the programme portfolio of RAF Global’s Western Region.
To be a successful candidate, the candidate should be a visionary and dynamic team leader with strong interpersonal and communication skills as well as cultural awareness and sensitivity. The candidate must have substantial experience in managing multi-level projects in the field as well as have managerial experience, preferably within NGO or INGOs.
JOB RESPONSIBILITIES, DUTIES AND TASKS
Core Responsibilities & Duties:
1. Consistently contribute towards effective management as well as development of programme portfolio by providing high-level technical and strategic support around various aspects of the Programme delivery.
- Develop annual plans after assessment and analysis of sector-specific needs in consultation with the Regional Head
- Provide handholding support to area-based teams on implementation of various projects within the broader programme portfolio.
- Regularly visit fields to objectively monitor and evaluate project/programme activities, not only to track progress, but also derive learning insights to feed into the ongoing project/programme for enhanced impact and quality.
- Develop baseline, midline and endline tools to assess project/programme impact in consultation with the national M&E team.
- Undertake robust and progressive research on a wide range of programme issues in order to derive learning insight for concurrent improvement of programme impact and quality.
2. Provide intellectual and technical insight along with implementation support towards developing new programmes within the laid mandate and global programme framework of RAF Global
- Design and successfully roll out the skill-building programme at the regional level.
- Successful implementation of the Social Enterprise Fund with effective rules and regulations to promote sustainable livelihoods by supporting beneficiaries in establishing and strengthening micro-enterprises.
- Guide the area teams in the process of designing and implementing a climate-smart agriculture project.
- Guide the area teams in the process of designing and implementing the Health and Nutrition Programme.
- Drive innovations and create best practices within the portfolio and further popularise the same by adopting appropriate public communication tools and methodology, including social media.
3. Extend support towards resource mobilisation and establish effective donor communications at the regional level;
- Map and explore donors/funding opportunities for future project/institutional partnership.
- Develop and nurture linkages with CSR agencies for striking objective and meaningful partnerships for RAF Global
- Draft projects and proactively maintain an active pipeline of new projects/ideas after seeking insight from field-based programme team.
- Maintain an active MIS of all the projects and cater to specific project agreement requirements in terms of monitoring grant utilisation, along with regular donor reporting.
- Maintain pro-active dialogue with stakeholders and apprise them of the developments, including emerging trends and insights from the field, along with best practices.
4. Undertake pro-active networking and liaison with Government, Civil Society, Media and Academia to advance the mandate of RAF Global in the Western region.
- Map thematic CSO networks and regional blocs, and further pro-actively network with them in order to advance the project/institutional mandate of RAF Global in the Western region.
- Promote and represent RAF Global across GO/CSO/NGO networks to advance the programme mandate of RAF Global in the Western region.
- Promote and nurture partnerships with academia for undertaking futuristic research to derive learning insights, and further aid intellectual discourse around common areas of institutional interest.
- Maintain pro-active linkages with the district authorities and key line departments and constantly look out for deriving synergies and partnerships in coordination with the Regional Head to advance the mandate of RAF Global
5. Building capacities of area-level staff on programme management and technical aspects for effective programme delivery.
6. Documentation of progress report, institutional update, success stories & case studies from the programme areas as required.
7. Prepare timely reports for donors and the institution at large.
8. Document, analyse and disseminate popular practices emerging out of programme delivery
ESSENTIAL CRITERIA FOR THE ROLE
- Master’s degree or equivalent in development-related disciplines, economics, or public policy or other social science fields is required.
- 8 to 10 years of progressive and substantial experience at programme management level
- Thorough knowledge and understanding of programme management, development cooperation, and donor landscape.
LANGUAGE REQUIREMENTS
- Excellent written and verbal communication skills in English.
- Working knowledge of Hindi / regional languages will be an asset.
