About VHS: The Voluntary Health Services (VHS) Chennai supported by Centers for Disease Control and Prevention (CDC) on “Accelerating Sustainability of Public Health Systems in India to Prevent, Detect, and Respond to Infectious Disease Outbreaks and Other Public Health Emergencies” (named as VHS-CDC Project NIRANTAR). The Project NIRANTAR will primarily focus on strengthening: a) Workforce Development capacity (WFD); b) Emergency Management and Response Capacity (EMR).
The project is currently looking for a Consultant - Emergency Management PHEOC, to fulfil the following responsibilities.
Responsibilities
- Provide ongoing strategic technical assistance for development/ update of guidelines, SOPs and tools in the context of existing public health threats as per requirements.
- Receive, compile, evaluate and analyse all emergency/outbreak information and provide updated status reports to management and field operations.
- Participate in the planning cum review meetings, develop and submit monthly plans/reports, quarterly plans/reports, annual reports, and other reports/abstracts as per requirements.
- They will provide the necessary support to the operations and planning team and also build the capacity as and when required for the following:
- Developing and communicating operational information
- Developing and documenting objectives, strategies, and incident action plans
- Maintaining incident documentation
- Tracking resources assigned to the incident.
- Identifying the technical expertise (Subject Matter Experts) that is needed during the response.
- Developing plans for demobilization
- Provide comprehensive technical support for efficient planning, coordinating, contributing and conducting the training for PHEOC staff and other frontline health workers by adapting standardized training curriculums, training materials and other tools supported with systematic follow-up.
- Responsible for planning, development and implementation of five-tiered Public Health Emergency and Disaster management- Professional Development Programme (PHEDM-PDP), including PHEM fellowship modelled on CDC HQ fellowship program.
- Responsible for planning, development and implementation of RRT and RCCE Training Curriculum
- Responsible for rolling out the training in the identified states which will be decided in discussion with key stakeholders.
- Any other work assigned by the reporting officer.

Essential Qualifications:
Desirable Experience:
- This position requires experience working in public health emergency management. Including experience in public health emergency preparedness, planning, & response, community engagement in public health emergency and capacity building related to public health emergencies would be desirable.
- Experience in preparing plans, policies, SOPs, documents, publications etc.
Age limit:
The maximum age limit is 62 years for the above position.
