Appointment of Senior Consultant – National Urban Health Mission in Ministry of Health and Family Welfare
Background: The National Urban Health Mission (NUHM) is a key initiative of the Ministry of Health & Family Welfare aimed at strengthening urban health systems and ensuring equitable access to quality healthcare for urban populations, with particular emphasis on the urban poor and vulnerable groups. To support the effective implementation of NUHM at the central level, the Senior Consultant will provide technical, managerial, and analytical support and work closely with States/UTs and urban local bodies.

Period of Contract: One Year
(The appointment is subject to a probation period of three months, with possible extension based on performance and other relevant conditions)
Location: New Delhi
(Job requires visits to all parts of the country)
Remuneration Range: Rs.90,000/- to Rs.1,50,000/-
Fee offered within the band will be commensurate with qualification and experience.
Age Limit: Maximum 50 years as on the last date of submission of application
Qualification and Experience:
Eligibility :
• Post-graduation or higher qualification in Public health, Community health, Preventive & Social Medicine or Administration.
• At least 5 years of post-qualification work experience in Health Systems Research or in Planning and implementation of service delivery.
• Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents.
• Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Working knowledge of Hindi also desirable.
• Demonstrated ability to work in a multi-disciplinary team environment.
• Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines for assignments.
Key Responsibilities:
The Senior Consultant will be responsible for providing technical and managerial support to the NUHM program. The key responsibilities include:
Technical Assistance and Programme Support:
· Provide expert advice on the planning, implementation, and monitoring of NUHM activities.
· Exploring private sector involvement in urban areas including not for profit & charitable institutions.
· Support the states in designing and planning projects in urban primary healthcare involving the private sector under NUHM.
· Assist the states in finalizing bid documents for procurement and contract management including contract design, monitoring framework and development of key performance indicators.
· Support analysis of existing strengths and gaps in NUHM implementation and collaborate with MoHFW and states/ULBs to refine or redesign implementation strategies for addressing identified gaps.
· Provide technical inputs on the Urban Health components of the State Programme Implementation Plans (PIPs).
· Liaising with government officials, development partners, and other organizations to ensure effective coordination and achievement of program goals of NUHM.
Monitoring, Review, and Field Support:
· Conduct periodic monitoring visits to states to review program progress, prepare visit reports, and follow up on recommendations.
· Undertake supportive supervision and concurrent monitoring initiatives, including regular field visits to identify challenges and to suggest strategies to overcome these challenges.
Capacity Building and Coordination :
· Support capacity-building activities for NUHM personnel at national, state, and city levels.
· Develop a structured Capacity-Building Framework to strengthen the implementation of NUHM interventions.
· Developing guidelines, training modules, and other documents to support program implementation at the state and city levels.
Documentation, and Knowledge Management:
· Utilize MS Word, Excel, and PowerPoint to create official documents, manage data, and develop presentations for various stakeholders.
· Maintain regular communication with state-level nodal officers to get updates on program implementation.
Data Analysis and Reporting :
· Analyzing complex data sets from health facilities and program implementation areas to identify trends, challenges, and opportunities.
· Preparing high-quality, evidence-based reports, policy briefs, and presentations for the Ministry of Health and other stakeholders.
· Developing and managing databases and monitoring frameworks using MS Excel and other relevant tools.
Other Conditions:
Reporting: The consultant would report to the Director/Dy. Secretary/Dy. Commissioner concerned in NUHM.
Termination of Contract: In case of resignation/removal, one month’s notice is to be served by the Consultant/MoHFW.

Written test Condition: If the recruitment process includes a written test, a minimum qualifying mark will be 70%. However, If the number of qualifying candidates is high, a ratio of 1:5 will be adopted for 1 vacancy top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
