With deep technical expertise and strong on-the-ground execution, Jhpiego helps design, test, and scale practical solutions and innovations that fit real-world systems across 11 thematic domains (Maternal and Newborn Health, Reproductive Health, Nutrition, Immunization, Comprehensive Primary Health Care, Human Resources for Health, TB and Infectious Diseases, Global Health Security, Common Cancer, Non-Communicable Diseases, Digital Health).

About the Program
The Cancer, NCD and Mental Health portfolio aims to strengthen India's response to the growing burden of non-communicable diseases by supporting governments to design, implement and scale sustainable models of prevention, early detection, diagnosis, treatment and survivorship.

The portfolio currently supports programs across common cancers (breast, cervical, oral and lung cancers), chronic NCDs, mental health, comprehensive primary healthcare, digital health, implementation research, market shaping and health systems strengthening. The program works closely with national and state governments, development partners, academia, professional bodies and the private sector to develop scalable models that contribute towards India's National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD).

About the Position
The Associate Director provides strategic, technical and operational leadership for Jhpiego India's Cancer, control portfolio. The position is responsible for shaping the overall program strategy, developing new business opportunities, ensuring high-quality implementation across multiple states, strengthening partnerships with governments and donors, managing large multidisciplinary teams, and driving innovation and evidence generation.

The position will play a critical role in positioning Jhpiego as a national leader in comprehensive Cancer control and NCD programming by integrating service delivery innovations, digital technologies, implementation science, health financing approaches and public-private partnerships.

Roles and Responsibilities:

Strategic and Technical Leadership :
• Provide strategic vision and technical leadership for Jhpiego's Cancer and NCD portfolio across India.
• Develop long-term strategic plans aligned with national priorities and global commitments on cancer care continuum and NCD control.
• Provide strategic guidance on implementation of WHO and Government of India guidelines for cancer screening and NCD management.
• Lead the design of innovative service delivery models across prevention, screening, diagnosis, treatment, survivorship and palliative care.
• Support development of national and state operational guidelines, SOPs, training packages and quality standards.
• Promote integration of digital health, AI-enabled diagnostics, telemedicine and innovative technologies into program implementation.
• Identify emerging opportunities and position Jhpiego as a preferred technical partner for governments and development agencies.
• Provide strategic oversight for integration of common cancers into Comprehensive Primary Health Care platform.

Program Management, Budgets, and Donor Compliance:
• Manages program work plans, budgets, and donor deliverables, ensuring compliance with philanthropic and institutional requirements.
• Oversees risk management and ensures timely, high-quality delivery against agreed milestones.
• Provide oversight of multiple national and state-level projects within the Cancer and NCD portfolio.
• Ensure timely achievement of project deliverables, quality standards, donor compliance and contractual obligations.
• Lead annual work planning, budgeting, forecasting and financial monitoring.
• Oversee program risk management and ensure effective mitigation strategies.
• Monitor portfolio performance through data-driven decision making and adaptive management.

Government and Partnership Engagement:
• Build and strengthen strategic partnerships with the Ministry of Health and Family Welfare, National Health Mission and State Governments
• Engage with national technical institutions, professional societies, academic organizations and regulatory bodies.
• Representing Jhpiego in national technical working groups, policy forums and advisory committees.
• Strengthening collaborations with private healthcare providers, diagnostic companies, pharmaceutical, diagnostic partners and civil society organizations.
• Develop strategic partnerships with multilateral agencies, bilateral donors and philanthropic organizations.

Team Leadership, Capacity Development, and Evidence Generation:
• Lead and mentor multidisciplinary technical and program teams across multiple states.
• Support recruitment, performance management and professional development.
• Stewards the evidence-generation agenda, including analytical notes, research engagement, and the use of evidence to inform program direction.

Knowledge, Skills and Competencies:
• Strong technical knowledge of cancer prevention, screening, diagnosis, treatment pathways and survivorship.
• Comprehensive understanding of India's NP-NCD programme and Ayushman Bharat initiatives.
• Strong knowledge of breast, cervical, oral and lung cancers, knowledge of integration opportunities within primary healthcare and understanding of digital health ecosystems and AI-enabled healthcare innovations.
• Proven ability to manage program strategy, work plans, budgets, donor deliverables, and compliance.
• Demonstrated stakeholder and partnership management across government, professional societies, accreditation bodies, and international or regional partners.
• Strong analytical ability, including the interpretation and use of routine and survey health data (such as SRS, NFHS, and HMIS) for program decision-making.
• Excellent written and verbal communication, with the ability to represent the program at national and regional forums.
• Team leadership, people management, and capacity-development skills.

Education & Experience:
• MBBS/BDS with postgraduation in Public Health, Health Administration, Epidemiology, Health Policy or related discipline with significant experience in Cancer / NCD programming.
• Minimum 12–15 years of progressively responsible experience in public health program management.

Preferred:
• Experience in cancer programming and NCDs, health systems strengthening or comprehensive primary healthcare and strong understanding of India's public health landscape
• Demonstrated strategic leadership with the ability to influence national policy and program direction.
• Experience in digital health and AI-enabled health technologies.
• Experience in business development and resource mobilization.
• Proven ability to build high-performing teams and strategic partnerships.
• Excellent interpersonal and relationship management skills.
• Commitment to innovation, equity and improving health outcomes at scale.

Core Experience (Essential):
• Demonstrated experience in designing and operationalizing sustainable program models with proven track record in scaling programs
• Strong experience in program strategy, annual operating plans, budgeting, financial forecasting, and donor compliance, with an ability to balance impact and financial sustainability.
• Demonstrated ability to build and manage multi-stakeholder partnerships across government agencies, private providers, professional associations, accreditation bodies, and donors.
