2. ORGANISATIONAL BACKGROUND:

(2) Enhanced economic opportunities and social protection to reduce inequality, with a focus on the marginalized
(3) Climate-smart solutions, sustainable ecosystems and resilient development for reduced vulnerability

PROJECT BACKGROUND:
The Sustainable Development Goals (SDGs) provide a comprehensive framework to address global challenges and promote a sustainable future. Endorsed by 193 nations, including India, the 2030 Agenda for Sustainable Development has been effective since January 1, 2016. In India, the Government has adopted a ‘whole-of-government’ approach to ensure the successful localization and implementation of these goals, with NITI Aayog serving as the nodal agency responsible for coordinating efforts at the national level. To support the implementation of SDGs, India’s model of localization is actualized through the establishment of SDG Coordination Centres (SDGCCs) in collaboration with subnational governments and UNDP India. Haryana took a pioneering step in 2017 by being the first state to formulate its SDG Vision 2030, aligning with the United Nations’ SDGs. Building on this vision, the Government of
Haryana, in partnership with UNDP, established the SDG Coordination Centre (SDGCC) in August 2018 under the Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM). The SDGCC has been instrumental in fostering a paradigm shift towards SDG-driven governance, promoting an integrated approach to policy-making across various state departments. The SDGCC in Haryana has empowered policymakers through mechanisms for SDG-aligned budget and Output-Outcome Framework, SDG-aligned indicator frameworks, SDG Dashboard and many other outputs that support evidence-based decision-making.
Building on the foundation established by SDGCC, the state now seeks to accelerate progress through the newly established Sustainable Development Goals Coordination and Acceleration Centre (SDGCAC). This centre, as part of SJHIFM and with continued technical support from UNDP, will lead the state’s efforts towards achieving SDG Vision 2030 in alignment with India’s broader Viksit Bharat Vision for 2047. The SDGCAC will work in convergence with the State Support Mission and the High-Level Task Force for Mission Haryana@2047. The overall objective of SDGCAC is to consolidate the Government of Haryana’s SDG investments and enhance impact-driven, evidence-based decision-making processes to accelerate progress towards a developed Haryana. By promoting systems thinking, integrating technological innovations, and fostering inclusivity, the centre aims to bridge development gaps and ensure that no one is left behind.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
The Green Economy & Climate Friendly Transition Analyst will play a key role in guiding Haryana towards a greener and more sustainable future by driving the transition to a green economy. Under the overall leadership of the SDG Specialist, the analyst will spearhead initiatives aimed at fostering environmental sustainability and building economic resilience through climate-friendly policies, practices, and innovations. The Green Economy & Climate Friendly Transition analyst will collaborate closely with various government departments, technical experts, and private sector partners to promote green economy practices, renewable energy solutions, and biodiversity conservation. Through the development of policy guidelines, SOPs, and innovative climate resilience programs, the analyst will help to ensure that Haryana's growth trajectory is both environmentally sustainable and climate resilient.
Duties and Responsibilities:
Under the supervision of the SDG Specialist, the Green Economy & Climate Friendly Transition Analyst will work on the following tasks:
(1) Communication Strategy, Capacity Building & Advocacy for Promotion of Green Economy :
• Lead the preparation of a Communication Strategy and a phase-wise implementation plan to promote the 'whole-of-government' and 'whole-of-society' concept for advancing the green economy in Haryana.
• Develop a detailed budget for the strategy's implementation and ensure effective communication across government bodies and society.
• Advocate for the adoption of climate-friendly policies and practices across all levels of government, industries, and civil society, ensuring that Haryana's climate-friendly transition contributes significantly to combating global climate change.
• Organize capacity-building initiatives and workshops to empower local communities and industries with the knowledge and tools necessary to transition towards green practices.
(2) Guidelines for MSME Empowerment and Sectoral Transitions :
• Prepare SOPs for empowering MSMEs in line with the ‘just Transition’ guidelines from COP28, ensuring a smooth and inclusive transition to green practices.
• Develop transition guidelines for key industries such as automotive, textiles, steel, and power, helping these sectors move toward more sustainable and climate-friendly operations.
• Work with the MSME Directorate to develop policy guidelines and frameworks that provide incentives for MSMEs to adopt green practices, helping them transition to more sustainable business models.
• Prepare a roadmap to establish a network of experts aimed at connecting local MSMEs with global markets, enhancing their access to international opportunities and expanding their economic reach.
(3) Renewable Energy and Carbon Footprint Reduction :
• Lead the development of guidelines and SOPs for integrating renewable energy into local industries and reducing carbon footprints through innovative Carbon Footprint Reduction Programmes.
• Prepare reports on sustainable local energy solutions, including community solar projects and small-scale wind farms to promote decentralized energy systems in Haryana.
(4) Sustainable Urban Planning and Waste Management :
• Develop a Rating and Award Framework for promoting sustainable urban planning in Haryana, recognizing cities and towns that adopt climate-friendly urban development practices.
• Prepare guidelines and SOPs on waste management and waste-to-energy projects at the village level, including models for scalable solutions that can be replicated across rural areas.
(5) Climate Smart Agriculture and Water Management :
• Draft guidelines on climate-smart agriculture, incorporating global best practices to help farmers adapt to climate challenges and enhance agricultural sustainability.
• Prepare reports on sustainable water management practices, integrating both local and global best-case examples to ensure water conservation and resource management.
• In consultation with the Environment, Forests, and Wildlife Department, develop policy guidelines for identifying areas suitable for afforestation and reforestation to enhance carbon sequestration and biodiversity conservation.
(6) Climate Resilient Solutions for Agriculture :
• Collaborate with the Agriculture and Environment, Forests, and Wildlife Departments to identify innovative solutions to reduce emissions from crop residue burning, while also generating additional income sources for farmers through sustainable agricultural practices. Develop SOPs and pilot training programmes for farmers to adopt sustainable farming technologies and practices.
(7) Global Market Access and Sustainable Value Chains :
• In consultation with the MSME Directorate and Rural Development Department, support the development of value chains and microfinance options for products with potential international market value, promoting sustainable practices for SHGs, urban, and rural enterprises.
• Explore and facilitate the creation of packaging solutions and product modifications for rural products, ensuring they meet international standards and consumer preferences.
(8) Sustainable Tourism and Eco-Friendly Practices :
• Collaborate with the Heritage and Tourism Department to devise financing mechanisms for promoting sustainable tourism initiatives, with a focus on eco-friendly rural tourism that aligns with Haryana's broader sustainability goals.
• Undertake any other responsibility assigned by SDG Specialist.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
A first-level university degree (Bachelor’s degree) with/or a Master’s Degree in Environmental Science, Climate Studies, Sustainable Development, Agriculture, Public Policy, Business Administration, Management, or related fields from a recognized university is required.
Experience:
Minimum 2 years (with a Master’s degree) or a minimum of 4 years (with a Bachelor’s degree) of experience in sustainable development, climate policy implementation, green economy initiatives, or related fields is required.
Skills:
(1) Proven experience in developing and implementing climate-friendly policies and green economy initiatives, including guidelines for sectors such as automotive, textiles, steel, and power.
(2) Experience in promoting sustainable agriculture, including developing climate-smart agriculture guidelines and supporting afforestation and reforestation initiatives for carbon sequestration and biodiversity conservation.
(3) Proven track record in organizing capacity-building programs and advocacy efforts to promote climate-friendly practices among local communities, industries, and government bodies.
(4) Experience in knowledge dissemination, including the creation of policy briefs, technical guidelines, and best practice studies on sustainable development.
(5) Strong communication, interpersonal, and presentation skills, with the ability to engage stakeholders effectively and promote climate friendly transitions in local and international forums.
(6) Experience in market mapping and connecting MSMEs with global markets, including preparing roadmaps and policies to facilitate international trade and investment in green sectors is preferred.
(7) Creation of at least 3 knowledge products or Standard Operating Procedures in the fields of renewable energy integration or carbon footprint reduction programs or similar fields within the sustainable practice domain is preferred.
(8) Establishment of at least 1 Public Private Partnership (PPP) model for sustainable projects which may include collaborating with sectors such as waste management, water conservation, and green infrastructure development is preferred.
(9) Research/Background work conducted to develop rating and award frameworks for sustainable urban planning and creating SOPs for waste-to-energy projects at the village level will be an advantage.
(10) Experience of working with international organizations including the UN will be desirable.
Required Competencies:
(1) Ability to identify relevant climate change considerations and apply these to the strategic planning process by providing the necessary data sets on climate/environment related data.
(2) Ability to research and turn information into useful knowledge products, relevant for content, or responsive to a stated need.
(3) Ability to extract, analyze and visualize data (including Real Time Data) to form meaningful insights and aid effective decision-making.
(4) Ability to make an independent judgement based on set criteria and benchmarks.
(5) Ability to establish relationships with a broad diversity of stakeholders across sectors and organizations, including those with different perspectives on climate change, to define creative strategies and innovative partnerships with which to address climate change.
(6) Ability to anticipate client's upcoming needs and concerns.
(7) Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results.
5. LANGUAGES:
Excellent knowledge of written and spoken English and Hindi is essential.
6. DURATION OF ASSIGNMENT: Twelve months (Renewable based on performance and other factors)
7. CONSULTANCY FEE:
The monthly consultancy fee for the position shall be commensurate with the Government norms, as applicable for the position. The professional fee will be subject to withholding taxes, as applicable.
8. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
