About this Assignment
|
|
The Logistics Officer will manage the operational and programmatic logistics for ChildFund India’s Agroforestry and Livelihoods Project in Dindigul District. The role bridges programmatic needs (such as timely sapling delivery to meet monsoon planting schedules and event management) with rigorous operational controls (procurement compliance, asset tracking, inventory management, and vendor coordination).
The position holder will oversee end-to-end transportation and distribution of up to 114,000 saplings across a 200-hectare footprint, coordinate logistics for field enumerators and community mobilisers, manage material supply chains for farmer training sessions, and support field team operations.
Remain alert and responsive to any safeguarding risks; acquire and maintain the relevant knowledge and skills necessary to promote strong safeguarding practices; understand and adhere to ChildFund India’s Safeguarding Policy and Procedures; and conduct yourself at all times in a manner consistent with ChildFund India’s safeguarding principles and standards.

Required Experience and Education
|
|
Education: Bachelor’s in Supply Chain Management, Logistics, Operations Management, Business Administration, Rural Development, or a related field. Masters preferred.
Work Experience: Minimum 3 years of progressive experience in logistics, procurement, supply chain operations, or material management, preferably within the NGO or development sector handling field-intensive projects. Experience working with farmers and community institutions is preferred.
Language Proficiency: Knowledge of the local language and communities will be an advantage.
Skills and Abilities:Good communication, facilitation and interpersonal skills. Basic computer and mobile-based data collection skills. Strong ability to manage multi-location distribution logistics under tight timelines. Ability to negotiate competitive rates while preserving material quality and adhering to procurement standards. Documentation and reporting.
Technical Knowledge:
- Plantation & Supply Chain Operations - Experience in managing perishable material supply chains, nursery dispatches, bulk transportation, and distribution of agricultural/agroforestry inputs (e.g., saplings, soil testing tools).
- Vendor & Procurement Management - Knowledge of NGO procurement processes, vendor sourcing, contract management, price negotiations, and local vendor alignment.
- Event & Training Logistics - Proven track record of coordinating field logistics for large-scale enumerations, stakeholder meetings, and community-level farmer training workshops.
- Compliance & Inventory Tracking - Experience in managing asset registers, stock ledgers, dispatch tracking, and financial reconciliation documentation.
- Language Skills- Proficiency in spoken and written Tamil and working knowledge of English are essential for effective local coordination and reporting.
- Software Skills- Proficiency in MS Excel, Word, and digital tracking tools/inventory management systems.
- Others:Willingness to undertake extensive field travel.

Scope of Work
|
|
A. Programmatic Logistics & Field Execution
- Sapling Supply Chain Management - Plan, execute, and monitor the transit and distribution of up to 114,000 saplings from nurseries to village drop-off points across two blocks (Athoor & Reddiyarchatram). Ensure transit times are minimized to prevent sapling mortality and maintain quality standards.
- Rapid Assessment & Survey Support - Coordinate vehicle deployment, field kit distribution, and logistical support for seven field enumerators across 14 field days.
- Workshop & Event Logistics - Organize operational logistics for five farmer training and post-planting workshops, joint review workshops, and community mobilization campaigns, including venue arrangements, travel, catering, and printing/distribution of 2,000 pictorial IEC guides.
- Plastic & Waste Collection Support - Assist field teams in coordinating the collection and management of plastic grow bags following post-plantation drives to support environmental integrity.
B. Operational Control, Procurement & Inventory
- Procurement Execution - Manage day-to-day procurement of project materials, field supplies, equipment, and services in compliance with ChildFund India policies and budget guidelines.
- Inventory & Asset Management - Maintain accurate stock registers, dispatch logs, and delivery receipts for all materials (including soil/water sampling kits, IEC materials, and field gear).
- Fleet & Travel Coordination - Manage local vehicle rentals, travel schedules, and field movement logistics for project staff (Agroforestry Expert, GIS-MEL Officer, Field Coordinators) and external consultants/agencies.
- Vendor Management - Maintain updated lists of local transport providers, suppliers, and service vendors; track performance and verify invoice details prior to submission to Finance.
C. Financial Coordination, Documentation & Compliance
- Logistical Reconciliation- Maintain a clear audit trail of all dispatches, transport bills, fuel receipts, and delivery receipts to support monthly financial reviews and expenditure reconciliation.
- Safeguarding & Risk Mitigation - Ensure all drivers, vendors, and third-party logistics contractors sign and adhere to ChildFund’s Safeguarding Code of Conduct and Environmental Safeguards (including zero-chemical transport protocols).
- Reporting - Submit regular logistics status updates, transport logs, and supply chain exception reports to the Project Manager/Sr. Field officer Program.
Key Deliverables
- Sapling Transportation Plan & Execution Logs - Smooth transport and delivery of saplings to field drop-off points within target plantation windows.
- Field Survey & Enumeration Logistics - Timely distribution of tools and transport arrangements for rapid baseline assessment.
- Training & Workshop Logistics Completion - Venue, material, and travel setup completed for five farmer workshops and joint review events.
- Verified Dispatch & Delivery Records - 100% reconciled proof-of-delivery receipts for saplings, IEC guides, and field materials.
- Inventory & Procurement Registers - Up-to-date, audit-ready inventory records and vendor invoice verification packages.
