Project Overview:
Plan India will support to create awareness and educate people about the ill-effects of substance abuse on the individual, the family, workplace and the society at large and reduce stigmatization of and discrimination against groups and individual’s dependent on drugs. To integrate them back into the society. Provide holistic community-based services for the identification, motivation, counseling, de-addiction, aftercare and rehabilitation for the Whole Person Recovery (WPR) of addicts. Sports /recreation will be anchored as a core strategy to engage and educated affected population. This will serve as a major approach for mental wellbeing and social cohesion.
Job Summary
Centre Manager- Jivanam, will be the overall in-charge of Jivanam project. The responsibilities include program planning and management, stakeholder engagement, capacity building of staff, community mobilization, monitoring and evaluation, data management, advocacy and communication, quality assurance of program activities, financial management, and engaging in research and innovative practices.
Roles and Responsibilities :
Specific roles and responsibilities of the Centre Manager would be as follows:
1. Program Management:
• Identification, mapping & profiling of the villages at the block level for the baseline of the program initiation.
• Support & identify the space for physical sports /recreational activities & mental well-being within the block level.
o Obtain NOC from Panchayat or Block office as the case may be to get the space for development of sports facility both indoor as well as outdoor space.
• Participate on the special days organize by local govt i.e.- International day against drugs, World AIDS day, World Hepatitis Day, World mental health day.
• Close coordination with the ongoing OSC program or any other related program in the area for better program planning and coordinated implementation.
• Facilitate referrals to the district hospital, Sirsa and other CHC/PHC centers or other any other testing and diagnostic facility like ICTC etc.
• Coordinate with the local District level health officials to facilitate the drug addicts through E-Sanjeevani portal for their consultation with doctor & treatment.
• Ensure to facilitate the substance abusers for treatment at block level CHC, PHC & Sirsa hospital.
• Develop monthly activity plan with specific beneficiaries to be reached and services being offered including any medical or sports activities.
• Carry out awareness drives in schools, collages, PRI platforms and other public platforms for sensitizing public on ill-effects of drug abuse.
• Any other task assigned by Plan India team.
2. Stakeholder Engagement:
• Coordinate with Panchayati raj, AAA (Asha, ANM & AWW) and if feasible addend their monthly meetings, local non-governmental organizations (NGOs), community-based organizations, and other stakeholders to create the program awareness & implementation.
• Liaison with district level health officials- CMO, DPM, DCPM, BCPM & attend the monthly meetings- DHS, BWR (Block wise review), CCC (City health coordination committee), to share the program related activities & experience.
3. Capacity Building:
• Identify training needs and facilitate capacity-building programs for counsellors, Outreach workers & other staff.
4. Community Mobilization:
• Lead efforts to engage and mobilize communities vulnerable for the recovery of the drug addicts.
• Enhance the community level partnerships to engage the local NGOs & other stake holders.
5. Monitoring and Evaluation:
• Ensure that monitoring and evaluation frameworks are implemented as per program design.
• Regularly review data collection by other staff members with periodic verification and align with E-Sanjeevani portal. Provide the feedback as required.
• Oversee the collection, analysis, and reporting of program data as per the framework designed for this program.
• Timely review the data of HMIS, NACO, SACS & E- Sanjeevani portals & provide the feedback.
6. Financial Management:
• Collate and submit budgetary requirements (activities/local travel of OSC staff), one month in advance, to implementing Program Team at National level.
• Keep a close track on the project expenditure ensure its tracking with the budget. Any deviation needs to be intimated in advance in the monthly activity planning sheet and necessary approvals sought from PMU.
Reporting :
• Reporting to the Program Manager on programmatic issues and M&E team on data collection/recording/reporting issues.
Qualifications:
• Master’s degree in Public Health, Social Work, or a related field.
• Minimum 4 years of experience in public health programs. Preference will be given to candidate with experience around community outreach program on deaddiction, interventions with PWID, program around HIV&AIDS and Hepatitis awareness and testing and Mental wellbeing.
• Excellent communication, leadership, and interpersonal skills.
• Proficiency in data recording/ management, report writing, case study compilation.
