Background
The National AIDS Control Organisation (NACO), under the National AIDS and STD Control Programme (NACP), implements HIV prevention interventions through Targeted Intervention (TI) programmes across India. TI programmes are supported by a large cadre of frontline prevention functionaries, including Project Managers, Outreach Workers, Peer Educators and M&E/Accounts Officers, who provide HIV prevention, referral, linkage and related services to key and vulnerable populations.
SAATHII, as Principal Recipient under Global Fund Grant Cycle 7, supports NACO in strengthening the capacity of frontline prevention functionaries working under TI programmes. As part of this initiative, a structured training curriculum has been developed and approved for LMS-based learning. The curriculum is now proposed to be converted into engaging audio-visual (AV) digital learning content for LMS-based self-learning.
SAATHII is seeking an experienced Short-Term Consultant – Audio-Visual Training Content Development to transform the approved training curriculum into high-quality, learner-friendly and LMS-ready digital learning modules.
Purpose of the Consultancy
The consultant will convert the existing approved training curriculum into engaging and effective audio-visual learning content suitable for self-paced online learning by frontline prevention staff of NACO’s TI programmes.
The consultant will work closely with the SAATHII PR team and technical experts to ensure that the content remains technically accurate, practical, visually engaging and aligned with the approved curriculum.
Key Responsibilities
The consultant will:
• Review the approved TI training curriculum and learning objectives and develop an appropriate AV/digital learning approach.
• Convert classroom-oriented training materials into learner-centred digital learning content.
• Develop scripts and detailed storyboards for the training sessions.
• Produce and edit high-quality training videos/audio-visual modules suitable for LMS-based self-learning.
• Incorporate appropriate narration, graphics, animation, illustrations, infographics, scenarios and practical examples to make the content engaging and learner-friendly.
• Ensure that content is simple, practical, inclusive and relevant to the field realities of TI programmes.
• Design content with subsequent translation into Indian languages in mind.
• Ensure that final outputs are optimised for online/mobile viewing and compatible with the designated LMS.
• Provide editable/source files of scripts, storyboards, graphics, animations and other production assets.
• Incorporate technical feedback and undertake revisions as required.
Key Deliverables
• AV/digital learning content development plan.
• Scripts and storyboards for approved training sessions.
• Sample AV module for review and approval.
• Final edited audio-visual learning modules.
• Voice-over/audio, graphics, animations, illustrations and other production assets.
• Learner engagement elements and knowledge checks.
• LMS-ready final files and associated source/editable files.
• Final organised repository of all developed content and production assets.
• Individual learning segments should preferably be concise and focused, generally 20–30 minutes or shorter, depending on the subject and learning objective.
Required Qualifications and Experience
Essential
• Postgraduate degree/diploma in Mass Communication, Animation/Multimedia, Instructional Design, E-learning, Education, Communication Design, Media Studies or a related field.
• Minimum 5 years of relevant professional experience in audio-visual, e-learning and/or digital learning content development.
• Demonstrated experience in developing training/educational content for digital or LMS-based learning.
• Strong experience in script writing, video production/editing, animation and motion graphics.
• Strong understanding of instructional design and adult learning principles.
• Excellent written and spoken English communication skills.
Desirable
• Experience developing content for government, public health, HIV/AIDS, social development or community-based programmes.
• Experience developing training materials for frontline workers.
• Experience in developing multilingual digital learning content.
• Familiarity with NACO/NACP or Targeted Intervention programmes.
• Experience with LMS/e-learning platforms and mobile-friendly learning content.
• Understanding of adult learning and self-paced learning.
• Ability to work independently and meet agreed timelines.
Consultant / Agency
The assignment may be undertaken by an individual consultant or a small professional AV/e-learning production team. Where a team is proposed, it should have appropriate expertise in instructional design, script writing, AV production, graphic design/animation, video editing and voice-over production.
