About the Organization: Digambarpur Angikar, a registered non-government organization based in Sundarban region established in the year 1979 with the focused interventions of Child Care & Protection, Education for children, Reproductive & Sexual Health, Sustainable livelihoods for the marginalized women, Climate resilient agricultural practices, Water & Sanitation and Solid waste management.

About the project: The Sundarbans, a unique biosphere reserve of mangrove forests and one of the global heritage sites, are located in the extreme south of West Bengal (an eastern Indian state). Adolescent sexual and reproductive health is an important aspect of adolescent health and development that has far reaching implications. Problems of women and adolescents engaged in fisheries in this area are considered so natural that they have not been identified as a problem, so the question of solution does not arise. Low rates of education, early child marriages, poor health conditions, constant working in the river for searching livelihood and increased family pressure, violence have made the lives of women in the region extremely difficult in respect of Sexual & Reproductive Health Right issues. Furthermore serious barriers to Menstrual Hygiene Management (MHM) during emergencies and in normal life in Sundarban are taboo, shame and secrecy associated with menstruation. Women and girls feel ashamed and uncomfortable to speak about their needs and challenges during these times. The Proposed project is empowering the entire community and addressing inclusion of sexual and reproductive justice at different frameworks of existing health systems. Existing project is being implemented for the period of three (3) years starting from 15th November, 2024 to 14th November, 2027. Initially targeted 50 villagers spread over 10 Gram Panchayats in Patharpratima Block South 24 Parganas.

Project’s overall objective:
1. Communities realize the importance and basic rights of SRHR and its direct link with hygiene, health and overall wellbeing of the community.
2. Establish a comprehensive package of SRHR services at Sundarban deltaic region in collaboration with existing Government services.
3. Formation and strengthen community mechanism with active community engagement to maintain sustainable SRHR services and practices.
4. Organizational strengthening & capacity building on SRHR issues.

Expected major outcomes at the end of 3 years project period:
1. Knowledge development of women and adolescent girls on SRH issues. It is expected that at least 90% of educated fisher women and adolescent girls will be engaged and continue improving SRH knowledge and practices with developed Government linkages. Women will be empowered enough to raise their voices/demand on their SRH rights in front of Govt duty bearers.
2. SRH related services will be available and accessible by the Government for the marginalized community within their doorstep based on newly adopted SRHR policy.
3. Collective system community based mechanisms would be developed at every village/Island level. Formation and strengthening “Adolescent Group” with active involvement of project beneficiary, local policy maker and stakeholders. These systems and mechanisms would be facilitated by the community under the guidance of the “Project Advisory Committee”. These teams will form with active representation from the community and will exist permanently. These committees are expected to act as “Watchdog” towards monitoring of SRH practices and available services at their respective community.
4. Project Advisory Committee [PAC] will form with active involvement from representatives from different Govt sectors. This committee will exist and lead to continuation of the initiative.

Purpose Midline Tracking Study:

Hence as per project Plan we have to conduct one Midline study based on the following objectives:
• Measuring Progress against the Baseline: The study quantifies the progress made since the start of the project by measuring changes in key indicators.
• Target Setting and Projections: Validates whether the project's milestones are achievable or if target expectations need to be adjusted for the remaining time frame.
• Feedback from the project Beneficiary & Stakeholders: Gather feedback from the project beneficiaries and stakeholders with whom intervention is going
Approach and Methodology:

• The Midline survey is to be carried out, covering at least 20% of 50 Target villagers in Patharpratima Block, South 24 Parganas using a combination of qualitative and quantitative methods. The consultant is required to elaborate a detailed study design and methodology as part of their Work plan. The study design document should include a series of data collection instruments.

Data Collection Methodology:

• The consultant is expected to employ a variety of data collection and analysis techniques for both quantitative and qualitative data to ensure a comprehensive baseline exercise. This will likely include, at a minimum:
o Surveys: Application of structured survey questionnaires with a representative, random sample of target population to quantitatively assess outcomes.
o Focus Group Discussions: With target groups and other stakeholders to assess implementation experiences and effectiveness, document successes, challenges and lessons learned, and develop recommendations for improvement.
o Key Informant Interviews: Select a few key informant stakeholders and engage them to gather their views.

Sampling: The project is covering 50 target villagers in Patharpratima Block. The consultant is expected to reach out at least 20% target villages for proposed study, which will be agreed upon in the inception phase.

Deliverables
? Sample size, methodology of data collection, data collection tools, questionnaire set all will be done by the consultant.
? Based on guidance, proper training and hand holding support/monitoring Angikar staff will collect ground level data. However the Focus Group Discussion and stakeholder’s interview [like interview with ASHA workers, ANMs, BMOH, Sub Divisional Medical Officer, CMOH and other Govt officials/Stakeholders], it is expected that the consultant will take the lead role. Angikar will depute one person for regular coordination with the consultant and other needs to convey by the DA office to the concerned stakeholder in advance.
? Data analysis, review, compilation, report writing all will be done by the consultant.
? All written documents are to be submitted in English using Microsoft Word format. The main body of all reports should be written in simple, non-technical language (i.e. plain English), with any technical material to be presented in annexes. All primary data collected and analysis conducted for the purpose of the baseline will remain the property of Digambarpur Angikar and must be submitted electronically and in a clear and comprehensible format in Microsoft Excel and Word.

Timeline:
? Study methodology preparation, questionnaire set up, training to data collectors and collection of all primary and secondary data from the field is due by the end of 21th October,26.
? Study report: A draft study report is due by the end of October,26 . Within four business days of receiving Angikar’s feedback to the draft report, handover the electronic (MS Word) copy of the final Midterm report is due to Angikar by the end of 1t week November,26.

We do expect professional consultants to conduct the study in a professional manner.
