CONTENT OF TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT
1. Position Summary
United Nations Population Fund (UNFPA) is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA’s strategic plan focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. Achieving Zero preventable maternal deaths is one of three transformative goals of UNFPA’s Strategic Plan.
UNFPA has a long-standing partnership with the Department of Health & Family Welfare in Odisha. This collaboration is dedicated to strengthening the state's health systems, with a particular focus on reduction of maternal mortality and morbidity for ensuring achievement of the Sustainable Development Goals 2030.
Maternal Mortality Ratio in Odisha as per the SRS stands at 124 which is higher than the National MMR among the states in the country. In the last two decades, many interventions ranging from the facility based to the community centric interventions to reduce maternal mortality has been rolled out under the NHM programme by the State Government. The large percentage of the institutional deliveries ie 93.9% according to the NFHS-6 indicates that quality of maternal care at the facilities would contribute substantially to the reduction of the maternal mortality and morbidities. In this context, it is proposed that a technical consultant be provided to work closely with the Additional Director, Maternal Health at Directorate of Health & Family Welfare and other Senior officials at the State and District level to facilitate the roll out of the quality maternal health interventions.
