CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Water, Sanitation and Hygiene (WASH) is a critical foundation for safe, inclusive and quality service delivery at Anganwadi Centres (AWCs). Functional water supply, child-friendly toilets, handwashing facilities, safe wastewater management, menstrual hygiene provisions and appropriate operation and maintenance (O&M) are essential for creating healthy and enabling environments for young children, women and caregivers.
The Department of Women and Child Development/ICDS, GoUP, is implementing various initiatives to strengthen infrastructure and service delivery at AWCs, including Anganwadi Kayakalp (AK), Saksham Anganwadi (SA), New Anganwadi Centres and Next Generation Anganwadi Centres (NextGen AWCs). UN Organisation is providing technical assistance to ICDS and the concerned line departments for ensuring child-friendly and safely managed WASH facilities and services in AWCs through strengthening systems of planning, capacity building, monitoring, quality assurance, social behaviour change, operation and maintenance, convergence, sustainability and knowledge management. UN Organisation is also supporting implementation through NGO partners in three focus districts, Amroha, Barabanki and Bareilly.
The State Consultant – WASH in Anganwadi Centres will provide technical support with a focus on climate resilience, sustainability, and improved child health outcomes, to ICDS and the concerned line or convergence departments, NGO/CSR and alliance partners to strengthen planning, implementation, monitoring and institutionalization of WASH and child-friendly infrastructure standards across AWCs in the state and focus districts.
