POSITION ROLE
The Senior Field Officer, Programs will be responsible for effective implementation of ChildFund India’s programs in West Singhbhum locations in collaboration with the field team. They will provide strategic leadership and operational oversight for program implementation, ensuring alignment with organisational goals and donor expectations. This role demands strong stakeholder engagement, resource mobilisation, and program quality assurance, with a special focus on Health, Education and Livelihood Program.
 
Remain alert and responsive to any safeguarding risks; acquire and maintain the relevant knowledge and skills necessary to promote strong safeguarding practices; understand and adhere to ChildFund India’s Safeguarding Policy and Procedures; and conduct yourself at all times in a manner consistent with ChildFund India’s safeguarding principles and standards.
 
PRIMARY RESPONSIBILITIES
Key Roles & Responsibilities
 
1. Strategic Program Leadership
  • Drive planning and execution of program strategies to achieve impact at scale.
  • Ensure integration of organizational priorities into program design and delivery.
  • Leading project design document (PDD) and AOPB development process at field level and its timely submission
2. Program Oversight & Quality Assurance
  • Monitor and evaluate program outcomes, ensuring adherence to quality standards and compliance requirements.
  • Lead corrective actions and continuous improvement processes for program effectiveness.
  • Collaborate with program teams to ensure effective implementation of project deliverables.
  • Coordinate with Finance for fund requirements, expenses / reimbursements for program related activities.
  • In collaboration with the Field finance & admin, management of project procurement planning, equipment supplies, when necessary, orders preparation and orders follow-up.
  • Ensure regular visits to project locations and provide feedback for timely corrective measures
3. Team Leadership & Capacity Building
  • Provide technical guidance and mentoring to Field Coordinators and other field staff.
  • Facilitate capacity-building initiatives to enhance team performance and sustainability.
4. Stakeholder Engagement & Partnerships
  • Build and strengthen relationships with government departments, officials, and corporate partners for advocacy, branding, visibility, and resource mobilization.
  • Represent organization in external forums through presentations, networking, publications, and engagement in the development discourse.
  • Promote and participate in local networks/ alliances with like-minded organizations for policy influencing.
5. Resource Mobilization & Branding
  • Examine and pursue funding opportunities from donors and partners, (including developing and submitting concept papers, proposals, etc.).
  • Develop strategies for fundraising and resource generation through CSR, government schemes, and donor engagement.
  • Ensure program visibility through branding, communication, and success stories.
6. Reporting & Documentation
  • Oversee timely reporting, documentation, and knowledge management for internal and external stakeholders.
  • Ensure compliance with donor and organizational standards.
  • Be responsible for collecting first-hand information from the ground and feeding into program planning upward with the program teams.
  • Any other responsibilities as assigned by the Line Manager.
 
 
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
Education: Bachelor’s degree in social work, Public Health, Development Studies, or related field.
Work Experience: Minimum 4 years of experience in program management, preferably in health or development sector. Previous experience of designing and implementing Child Protection and Education projects would be an asset. Previous experience of working in rural context will be an advantage. Strong experience in leading community level implementation and building networks at local level especially at Panchayat and District level. Demonstrated experience in capacity building of project staff and other key partners including training, mentoring and leadership.
 
Language Proficiency:Strong communication skills (both verbal and written) in Hindi, English.
 
Skills and Abilities: Strong computer skills, with familiarity in using Microsoft Office suite applications. Excellent presentation, public speaking and interpersonal skills. Self-driven, result oriented and experience of managing teams. Familiarity with CSR partnerships and donor compliance. Willingness to travel to different urban wards including slums. Be gender sensitive with strong conviction and skills for the empowerment of excluded and disadvantaged children. Proven track record in stakeholder engagement, resource mobilization, and team leadership.
 
Job Knowledge: Strong understanding of public health systems, Adolescent Health issue, and government schemes. Familiarity with CSR partnerships and donor compliance. Knowledge of participatory community development approaches. Strong verbal communication skills, with the ability to develop and deliver compelling presentations. Strong understanding of national and global frameworks on child protection and safeguarding.        Strong team management and adapt to local context.

EVALUATION AND SELECTION CRITERIA
Step 1: HR Pre-Screening:All Job Applications received will be collated by HR and preliminary screening will be conducted based on the minimum education and experience requirements mentioned above. The Applicants that do not meet the education and experience criteria will not be considered further for the selection process. All the qualified applications will be handed over by HR to the Selection Panel.
 
Step 2: Qualified applications will be further reviewed by the Selection Panel. The Selection Panel will assess and rank all the applications based on the following factors for a maximum of 100 points:

COMPENSATION AND BENEFITS
Salary starts at INR 6,46,747 per annum plus benefits, with scope for consideration for adjustment in line with the experience, skills, and knowledge the selected candidate brings.
