(Installation of Health ATMs to Improve Access to Basic Healthcare Services in AAMs/SCs, PHCs/CHCs of K. Nuagaon Block, Kandhamal District, Odisha)
1. Background
Kandhamal district is among the priority districts identified in the NITI Aayog Health Index. Within the district, Phiringia and K. Nuagaon blocks have been identified as priority areas, with Phiringia recognised as an Aspirational Block. The interventions focus on strengthening maternal, newborn, child health and nutrition (MNCHN) outcomes and improving access to quality healthcare services, particularly for communities living in remote and tribal areas. To complement and strengthen the Government’s efforts in maternal and child health, Bal Raksha Bharat (also known as Save the Children), in collaboration with the Government of Odisha, and with support from DBS Bank, is implementing initiatives aimed at improving maternal, newborn and child health outcomes and strengthening access to essential healthcare services for vulnerable communities.
This project is to improve the quality and accessibility of primary healthcare services. Building on the successful pilot implementation in Phiringia block, the project will establish 10 Health ATMs at strategically identified Ayushman Arogya Mandirs/Sub Centres (SCs), Primary Health Centres (PHCs), and Community Health Centres (CHCs) in K. Nuagaon block only.
The health ATMs are intended to strengthen point-of-care diagnostics and improving timely access to healthcare for underserved populations, particularly women, children, adolescents, and tribal communities.
2. Project Goal:
To improve primary healthcare services, with a special focus on maternal, newborn, and child health outcomes, in Phiringia & K. Nuagaon block of Kandhamal district of Odisha through strengthened community-based interventions and technology-enabled health systems
Project Objectives
- Improve Early Detection and Management of Health Risks through Techno Digital Health Innovations
- Ensure that Pregnancy is identified early and that pregnant women receive comprehensive antenatal care services throughout pregnancy.
- Strengthen community awareness and adoption of key maternal, newborn, and child health practices through culturally relevant communication strategies.
3. Purpose of the Assignment
Bal Raksha Bharat seeks to engage a qualified and experienced vendor/agency for the supply, installation, commissioning, maintenance, and capacity building related to Health ATMs across 10 identified public health facilities in K. Nuagaon block.
The selected agency will be responsible for ensuring that the Health ATMs are fully functional, integrated with digital health systems, powered through reliable solar/inverter backup, and supported through ongoing maintenance and training of healthcare personnel.
4. Scope of Work
The selected vendor/agency shall undertake the following activities:
A. Supply and Installation
- Supply 10 Health ATM units with all necessary hardware and software.
- Install the Health ATMs at locations identified by Bal Raksha Bharat/NHM.
- Provide and install solar power backup and inverter systems to ensure uninterrupted operation.
- Solar power backup specifications (to be met at each site):
- Solar PV system with BIS/IEC-certified panels, sized on the basis of a vendor-submitted load calculation, to run the complete Health ATM (including printer and all ancillary devices) at full utilisation.
- Hybrid solar inverter with MPPT charge controller and battery bank providing a minimum of 8 hours of continuous operation on battery backup, with automatic changeover between solar, battery and grid supply without interrupting an ongoing test or losing data.
- Safe roof/ground mounting suitable for the facility, with proper earthing, surge and lightning protection, cabling and protective devices as per applicable electrical safety standards.
- Make, model, capacity and warranty details of the panels, inverter and batteries to be stated in the technical proposal; the system shall be covered under the warranty specified in Section E (Maintenance and Technical Support).
- Conduct site preparation requirements, electrical connections, and network configuration where required.
- Ensure proper commissioning and operational readiness of all units.
Bal Raksha Bharat reserves the right to accept or reject any proposal, modify the scope of work, or cancel the procurement process without assigning any reason.
We will give priority to companies that can integrate consumables already available within the government system, such as haemoglobin testing kits and other essential consumables.
