About the Project: -
PCI India is providing technical assistance to the Uttar Pradesh State Rural Livelihood Mission (UPSRLM) around the integration of Health & Nutrition interventions with community platforms promoted by UPSRLM. UPSRLM has converged with the Department of Child Development, Government of Uttar Pradesh, to produce and supply Take Home Ration (THR) / supplementary food products to ICDS beneficiaries through Self-Help Groups (SHGs). The initiative is being implemented across 43 districts of Uttar Pradesh.
The Consultant – Data Analytics will support the THR programme in strengthening data management, data quality, MIS, analytics, dashboards, performance monitoring and reporting systems. The Consultant will work closely with the Senior Program Manager, PCI State Team, THR units, field teams, UPSRLM, government stakeholders and other relevant partners.
Key Roles & Responsibilities: -
1. Data Management and Governance
• Review and strengthen existing data-management systems, processes and reporting mechanisms for the THR programme.
• Develop and maintain standardized data formats, trackers, databases and data dictionaries.
• Ensure data accuracy, completeness, consistency and timely availability.
• Establish data validation and quality-assurance mechanisms across different data sources.
• Identify and address data gaps, inconsistencies, duplication and reporting bottlenecks.
2. Data Collection and MIS
• Support the design, development and improvement of digital data-collection tools and MIS systems.
• Consolidate and manage data received from districts, THR enterprises, field teams and other programme platforms.
• Strengthen systems for regular data entry, validation, consolidation and reporting.
• Support integration of data from multiple sources, including field-level and technology-enabled systems.
• Explore opportunities for automation of routine data management and reporting processes.
3. Data Analytics and Performance Monitoring
• Analyse programme data to identify trends, performance gaps, operational bottlenecks and emerging issues.
• Conduct district-, THR-unit- and indicator-level performance analysis.
• Develop performance trackers and analytical frameworks for monitoring programme progress.
• Generate actionable insights to support programme planning, review and decision-making.
• Undertake advanced/predictive analysis wherever relevant and feasible.
4. Dashboard and Data Visualization
• Develop, update and maintain interactive dashboards using Power BI, Tableau or other appropriate tools.
• Develop dashboards for monitoring key THR programme indicators and performance.
• Ensure dashboards provide simple, timely and actionable information for programme and government stakeholders.
• Regularly update dashboards using validated programme data.
• Develop data visualizations, charts and presentations for management and stakeholder reviews.
5. Reporting and Documentation
• Prepare regular monthly, quarterly and annual analytical reports.
• Provide data-backed inputs for programme review meetings and management presentations.
• Prepare analytical briefs, performance summaries and data visualizations for senior management, government and other stakeholders.
• Support donor and government reporting requirements.
• Document key trends, findings, challenges, good practices and programme learnings.
6. Capacity Building and Technical Support
• Train and mentor programme and field teams on data collection, data quality, MIS, analytics and dashboard use.
• Provide technical support to teams for interpretation and utilization of programme data.
• Develop simple SOPs, guidance notes and tools for data management and reporting.
• Strengthen the capacity of relevant teams to use data for programme improvement.
7. Stakeholder Coordination
• Coordinate with UPSRLM, district-level government officials, THR functionaries, PCI State Team and other stakeholders on data and reporting requirements.
• Support data requirements for programme reviews, assessments and evaluations.
• Coordinate with external evaluators, donors and government agencies wherever required.
8. Field Engagement and Data Validation
• Undertake field visits as required to understand data-generation processes and validate reported information.
• Work with district and field teams to identify and resolve data-quality issues.
• Provide field-level support for strengthening data collection and reporting processes.
9. Innovation and Continuous Improvement
• Identify opportunities to improve the efficiency, reliability and usability of programme data systems.
• Introduce appropriate digital and analytical solutions for improved programme monitoring.
• Review and refine MIS, dashboards and analytical systems based on user feedback and evolving programme requirements.
10. Support to Programme Management
• Provide timely data, analysis, performance summaries, presentations and analytical inputs to the Senior Program Manager and PCI State Team.
• Support evidence-based decision-making and identification of priority areas requiring management attention.
• Undertake any other data analytics, MIS, reporting or programme-related responsibilities assigned by the Reporting Manager and aligned with the scope of the consultancy.
