B.               Project Background
 
The Indo-German bilateral project, “Scaling-up Gender-Responsive Climate-Resilient Business Models in Rural India (CAFRI III),” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project is being implemented in partnership with the Ministry of Environment, Forest and Climate Change (MoEFCC) and the National Bank for Agriculture and Rural Development (NABARD) as key national-level nodal partners. At the state level, CAFRI III is being implemented across Uttarakhand, Himachal Pradesh, Assam, and Kerala, in collaboration with the respective state nodal departments responsible for climate change.
 
The overarching objective of CAFRI III is to promote scalable and financially viable climate adaptation interventions, while strengthening the enabling framework for the use of carbon markets. A key focus of the project is on developing and promoting carbon market-based interventions in rural areas, with climate resilience of rural communities as an important co-benefit. The project objectives are aligned with the Green and Sustainable Development Partnership (GSDP) between India and Germany, particularly in relation to the implementation of the National Adaptation Priorities (NAP), operationalisation of State Action Plans on Climate Change (SAPCCs), localisation of climate adaptation measures, and mainstreaming adaptation into policy and planning processes.
 
C.               Responsibilities
  • Develop and implement activities that aim to mobilise public and commercial finance for climate adaptation from diverse sources such as international donors, public institutions in India, commercial banks, cooperative banks, philanthropic sources, foundations and microfinance institutions.
  • Manage relevant GIZ processes independently, including procurement, contract management, invoicing, reporting, business development and quality assurance.
  • Represent GIZ at conferences, workshops, technical working groups and high-level stakeholder engagements.
  • Build and maintain relationships with development partners, private sector actors and relevant market participants.
  • Develop new approaches and financing mechanisms to mobilise finance for selected climate adaptation initiatives, solutions and technologies.
  • Participate in the CAFRI III planning and project management as part of the NABARD component.
  • Monitor and analyse policy, regulatory and market developments related to climate adaptation finance in India.
D.               Core scope of Tasks:
  • Facilitate efforts to increase the flow of public and private finance towards climate adaptation by engaging government institutions, financial institutions, development partners, commercial and cooperative banks, philanthropic organisations, foundations and other financing entities.
  • Conceptualise and support innovative financial instruments, investment models and financing pathways that enable the implementation and scale-up of climate-resilient initiatives, technologies and enterprises.
  • Establish and nurture strategic collaborations with national and international development organisations, financial institutions, private sector stakeholders, investors and other relevant actors to strengthen the climate adaptation financing ecosystem.
  • Track and assess developments in policies, regulations, financial markets and emerging investment trends relevant to climate adaptation finance in India and translate these insights into strategic recommendations and project interventions.
  • Contribute to the strategic planning, coordination and implementation of CAFRI III, with a particular focus on the NABARD component, ensuring effective alignment among project objectives, partner priorities and emerging opportunities for climate-resilient finance.
  • Represent GIZ in relevant national and international forums, conferences, consultations, technical committees and high-level meetings, while facilitating dialogue and coordination among key stakeholders.
  • Ensure effective execution of assigned GIZ processes, including procurement, commissioning and contract management, financial and invoice processing, reporting, quality assurance and compliance with organisational requirements.
  • Identify emerging opportunities for new partnerships, programmes and financing initiatives and contribute to the development of scalable approaches that can accelerate investment in climate adaptation.

E.               Required Qualifications, Experience and Competencies
  • Master/ Post graduate degree in areas like Agri-Business, Finance, Economics, Policy and Planning, Management or equivalent with specialisation in financing.
  • 5-10 years of experience in business related function in Banks/Financials Institutions/ investment banking. Functions can be loan syndication, credit analysis, debt markets, financing, re-financing etc.
  • Sectoral skills in FI space are mandatory. and Exposure to environment and social sectors and experience of working on economic planning and policy, green taxonomy, agriculture and sustainable finance is an added advantage.
  • Excellent analytical skills, and capacity to produce clear and concise reports in English, as well as key documents such as specific ToR in the areas of activity of this project.
  • Strong project management, planning and coordination skills, with the ability to deliver a complex project effectively and under tight deadlines.
  • Work style characterized by self-organization and team-oriented communication.
  • Excellent, proactive professional communication (both in English and Hindi), networking and interpersonal skills; strong diplomatic and negotiation/ counselling skills.
