A. About GIZ India
B. Project Background
The Indo-German bilateral project, “Scaling-up Gender-Responsive Climate-Resilient Business Models in Rural India (CAFRI III),” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project is being implemented in partnership with the Ministry of Environment, Forest and Climate Change (MoEFCC) and the National Bank for Agriculture and Rural Development (NABARD) as key national-level nodal partners. At the state level, CAFRI III is being implemented across Uttarakhand, Himachal Pradesh, Assam, and Kerala, in collaboration with the respective state nodal departments responsible for climate change.
The overarching objective of CAFRI III is to promote scalable and financially viable climate adaptation interventions, while strengthening the enabling framework for the use of carbon markets. A key focus of the project is on developing and promoting carbon market-based interventions in rural areas, with climate resilience of rural communities as an important co-benefit. The project objectives are aligned with the Green and Sustainable Development Partnership (GSDP) between India and Germany, particularly in relation to the implementation of the National Adaptation Priorities (NAP), operationalisation of State Action Plans on Climate Change (SAPCCs), localisation of climate adaptation measures, and mainstreaming adaptation into policy and planning processes.
C. Responsibilities
- Provide professional technical and advisory support to Department of Environment, Forest & Climate Change, Government of Himachal Pradesh.
- Develop and scale bankable, investment-ready and gender-responsive climate adaptation solutions.
- Mobilise partnerships, finance and market linkages.
- Advance carbon market-based business models and solutions.
- Lead knowledge management, networking and capacity development, Coordinate project implementation, stakeholder engagement and reporting.
D. Core scope of Tasks:
Professional Advisory Services
- Provide technical advice to Climate Change nodal departments/ agencies in CAFRI Project States in implementing the Indo- German Technical Cooperation Project “Development of gender-responsive climate-resilient business models in rural India (CAFRI III)” as per the agreed timelines and operational plan.
- Contribute to development of project operational plan and facilitating synergy of operational plan with the priorities/ activities of the State nodal Departments/ agencies and MoEFCC.
- Provide technical advice to Himachal Pradesh government departments, private sector entities, FPOs, startups, and civil society organizations in preparing bankable and investment-ready climate adaptation project proposals.
- Provide technical advice and facilitate the translation of SAPCCs and National Adaptation priorities into scalable adaptation investment projects.
- Provide technical advice on the design, validation, and scaling of financially viable and climate-resilient business models.
- Provide technical advice on technology commercialization, scaling pathways, and market deployment.
- Coordinate in conducting market assessments, value-chain analyses, and investment opportunity mapping for climate adaptation solutions.
- Facilitate partnerships between technology providers, startups, incubators, research institutions, and financing agencies to accelerate adaptation solutions.
- Develop frameworks and indicators to assess adaptation outcomes, business performance, and gender impacts.
- Support monitoring and evaluation of adaptation interventions and generate evidence for scaling successful models.
- Coordinate targeted capacity-building initiatives for women-led startups, women entrepreneurs, female leaders in CSOs, producer organizations, and government institutions to develop viable business models and bankable adaptation projects.
- Support in development of gender-responsive business models and enhance women's access to climate finance opportunities.
Knowledge Management, Networking and Cooperation
- Advise state level agencies/ climate change nodal agencies, liaise with line departments and other state level stakeholders in the implementation of adaptation-related projects in priority regions/ sectors.
- Facilitate and coordinate multi-stakeholder engagements through knowledge networks/ Platforms/ Forum, workshops, trainings, seminars and subsequent documentation.
- Facilitate activities and work on synergies with National, state/ local level activities of other climate initiatives under GIZ’s Environment, Climate Change & NRM portfolio as well as networking with other relevant partners/ stakeholders.
- Document best practices, lessons learned, case studies, and success stories related to climate adaptation finance and business models.
- Provide technical inputs for policy dialogue, strategy development, and implementation of SAPCC and National Adaptation Plan priorities.
- Formulate appropriate input for various project reports including annual reports, and contributions to the other reports required by GIZ
- Support to development of knowledge products, draws up reports and presentations, technical concepts, including guidelines, manuals and procedures, new project ideas and support research activities and studies on political issues which benefit joint programmes.
- Create avenues for providing advisory services for partner states as well as other state governments on topics identified jointly with the MoEFCC.
- Travel to project areas, undertake fields visits, participate in meetings, workshops as per project requirement
Carbon Market Business Models
- Support development and implementation of activities aimed at advancing carbon market initiatives and pilot projects.
- Provide technical advisory support to government stakeholders on carbon market mechanisms.
- Support development of innovative approaches, methodologies and business models related to agricultural carbon markets.
- Monitor and analyse policy, regulatory and market developments related to carbon markets in India and internationally.
Management and Coordination
- Contribute to the planning, implementation and management of CAFRI III.
- Manage relevant GIZ processes independently, including procurement, contract management, invoicing, reporting, business development and quality assurance.
- Represent GIZ at conferences, workshops, technical working groups and high-level stakeholder engagements.
- Build and maintain relationships with government institutions, development partners, private sector actors and relevant market participants.
- Develop and deliver capacity-building measures, training programmes and knowledge products for partners and stakeholders.
- Organize and participate in the project meetings in the States, document the discussions and prepare minutes of the meetings.
- Maintain an overall smooth and regular flow of communication and information between the State nodal departments/ agencies and GIZ.
- Coordinate and provide onsite support at State level to various GIZ Missions.
- Reporting on various aspects/ components of the project in the states and documentation of important outcomes in the form of reports & presentations.
Other duties/additional tasks
- The Advisor performs other duties and tasks at the request of the management.
E. Required Qualifications, Experience and Competencies
- Master’s or Postgraduate in climate policy, environmental economics, environmental science, engineering, or a related field relevant to carbon markets, green technologies and/or climate finance.
- 5-10 years of relevant professional experience in climate change and allied sectors.
- Substantial experience in working on SAPCC, Community mobilization and with Himachal Pradesh State Government/ Agencies.
- Excellent analytical skills, and capacity to produce clear and concise reports in English, as well as key documents such as specific ToR in the areas of activity of this project.
- Strong project management, planning and coordination skills, with the ability to deliver a complex project effectively and under tight deadlines.
- Work style characterized by self-organization and team-oriented communication as well as the ability to actively built trust with colleagues and partners.
- Excellent, proactive professional communication, networking and interpersonal skills; strong diplomatic and negotiation/ counselling skills.
- Very good knowledge of English and Hindi.
