A. About GIZ India
B. Project Background
The global programme “Soil Matters” is commissioned in India and at four African partner countries, starting in 2025. Soil Matters is part of BMZ’s special initiative “Transformation of agricultural and food systems” and aims to strengthen the dissemination of innovations for soil health and agroecology at national, regional and global level. The German Federal Ministry for Economic Cooperation and Development (BMZ) proposed to continue to support to the Government of India’s agenda of improving soil health and agroecology. The “Soil Matters” country measure in India will be implemented by GIZ from January 2025 until March 2029 in partnership with NABARD. It also aligns with ongoing initiatives of Government of India such as the National Mission on Natural Farming (NMNF), Pramparagat Krishi Vikas Yojna (PKVY), Galvanising Organic Bio-Agro Resources (GOBARdhan) etc. and with initiatives of various state governments.
To support this transformative approach three outputs are proposed under “Soil Matters”:
- Scalability of sustainable land management practices and business models for bioresources to enhance soil health through supporting scaling up of bioresources models, capacity development for implementation of models and promotion of bioresources in cooperation with Indian partners at national and state level.
- The improvement of framework conditions to incentivize, prioritize and promote measures on soil health through national level technical consultative group and establishing remote sensing-based soil monitoring and diagnostic system at national level.
- The South-South knowledge exchange in order to contribute to national and global processes and policies on soil health through knowledge and technical exchange, knowledge co-creation and Triangular cooperation.
The approaches proposed under “Soil Matters” offer a cross-cutting perspective on the societal transformation through transitioning from linear economy (e.g. high input - high output model of inorganic fertilizer use) towards circularity approaches for long-term sustainability in agriculture sector through agroecological focus. The project is anchored with the Environment, Climate and NRM portfolio of GIZ under the Natural Resources Management and Agroecology thematic area.
C. Responsibilities
- Monitoring, Evaluation, Learning and Reporting.

Core scope of Tasks:
Monitoring, Evaluation and Learning
- Develop, monitor and report on indicators aligned with the project’s Results Framework and identify additional M&E requirements across various levels of implementation.
- Perform qualitative and quantitative analyses of data collected by the project team to accurately report on project outcomes.
- Execute baseline and impact assessments, necessary surveys, and evaluations to prepare the project for all impact surveys, ensuring thorough data collection and analysis to inform the global team about project outcomes.
- Develop periodic progress and status reports that track outcome and output indicators for Soil Matters, collaborating closely with other program modules for effective monitoring.
- Maintain close coordination with implementing partners (consultants, NGOs, etc.) to facilitate the collection of data, information, and evidence, and to enhance M&E process development.
- Establish a Data Quality Assurance System that adheres to GIZ GDPR guidelines for maintaining all project-related information.
- Contribute to the integration of cross-cutting issues, including gender, generational and intercultural approaches, and knowledge/communication planning within the project.
- Conduct a comprehensive review and update of the project’s Results Framework and Theory of Change (ToC), offering recommendations to adapt these frameworks to the project’s evolving needs and address any gaps in information.
- Monitor implementation progress by gathering information from implementing partners and technical advisors, including updates on the operational plan and partner reports.
- Collaborate with the M&E group in the steering unit of the global project in Germany, participating regularly in global working groups focused on M&E.
Documentation and communication
- Provide data and content for the Project progress reports.
- Support in developing the content for and / ensure the quality of factsheets, posters, and other print materials as well as for visual materials in line with the communications rules set by the steering unit in Germany.
- Support partners and project manager in effective monitoring and analysis of project progress and results.
Support global processes:
- Support the Steering Unit, Soil Matters, in consolidating and compiling global data on progress and results.
- Contribute and participate in cross country processes, technical support and exchanges.
Knowledge Management
- Transfer of project outputs, outcomes, and impacts into readable documents, quality check of such documents and studies, consultant reports and other products developed within the outputs and within the project.
- Translation of learnings from the field into knowledge that can be shared within the implementation workstream.
- Participation in project, global, sectoral and / or cluster working groups on relevant topics such as climate change mitigation and adaptation, gender, agroecology, carbon sequestration, green financing, transformation of agricultural and food systems, in cooperation with the responsible persons for the outputs.
- Ensure uploading of relevant documents to DMS.
Other duties/additional tasks
- As deemed essential by the manager and the organization.
D. Required Qualifications, Experience and Competencies
- University degree in economics, statistics, and / or agriculture, ecology, climate, and / or politics and /or other related fields.
- 10 years professional experience in monitoring and evaluation as well as in capacity support to partner systems.
- 5 years of working experience in development cooperation (preferably German Development Cooperation).
- Experience in design of quantitative and qualitative MEL -systems.
- Working knowledge of CAPI software tools for data collection digitally in the field.
- Good understanding of the agroecological approaches and the challenges of promoting the transformation towards sustainable food systems.
- Practical experience in monitoring of climate change adaptation / mitigation, sustainable agriculture/agroecology and / or protection of natural resources.
- Strong analytical skills and the ability to present technical themes to different audiences in an understandable manner.
- Very good self-organization, flexibility, and ability to work under time pressure.
- Very good knowledge in the use of information (MS Office) and communication software as well as experience in preparing factual reports and analyses.
- Excellent verbal and writing skills in English and Hindi.
- Ability to collaborate effectively with team members from diverse backgrounds.
