Commissioning and Support of Tablet-based Digital Library with Personalized Adaptive Learning (PAL) Platform and Curriculum-Aligned Digital Learning Content
 
Background
Bal Raksha Bharat (BRB) works towards strengthening equitable access to quality education by integrating technology-enabled teaching and learning solutions in government schools across multiple states. As part of its efforts to improve foundational learning, bridge learning gaps and promote digital inclusion, BRB proposes to establish Tablet-based Digital Libraries integrated with a Personalized Adaptive Learning (PAL) platform and curriculum-aligned digital learning resources.
 
Unlike conventional ICT laboratories that require dedicated infrastructure and continuous power supply, the Digital Library is envisaged as a portable, easy-to-manage learning ecosystem comprising Android tablets, secure charging and storage infrastructure, adaptive learning software, multilingual digital content and cloud-enabled monitoring systems. The Digital Library should support classroom teaching, remedial education, competency-based learning, independent practice and self-paced learning while enabling teachers to monitor individual student progress through comprehensive analytics and reporting dashboards.
 
The proposed solution shall function as a complete teaching-learning ecosystem rather than merely a collection of tablets. The solution should enable students to access curriculum-aligned digital resources, undertake adaptive assessments, receive personalized learning pathways, practise concepts independently and bridge historical learning gaps. Teachers should be able to monitor learner progress, identify students requiring remediation and integrate digital resources into classroom instruction.
 
The solution should operate in both online and offline environments, ensuring uninterrupted learning even in schools with limited internet connectivity. Student usage data, assessment performance and learning progress should automatically synchronize with a centralized cloud-based dashboard whenever internet connectivity becomes available, enabling monitoring by school authorities, BRB programme teams and CSR partners. The Digital Library should be scalable, easy to maintain and suitable for deployment across rural, urban and remote schools.
 
Objective
The objective of this procurement is to engage a qualified Original Equipment Manufacturer (OEM), authorized distributor, system integrator or solution provider for the procurement, supply, installation, configuration, testing, commissioning, training and comprehensive warranty support of Tablet-based Digital Libraries integrated with a Personalized Adaptive Learning (PAL) platform and curriculum-aligned digital learning content.
 
Single Integrated Vendor and Accountability
BRB intends to procure the Tablet-based Digital Library as a single integrated solution from one qualified bidder. The selected bidder shall be the single point of accountability for the complete solution, including hardware, software, Personalized Adaptive Learning (PAL) platform, digital content, installation, integration, commissioning, licensing, training, warranty, technical support, maintenance and service-level commitments.
 
The bidder may source individual components from OEMs, authorised distributors, technology partners, content providers, software developers or other subcontractors, subject to applicable contractual requirements. However, the selected bidder shall remain fully responsible and accountable to BRB for the quality, compatibility, performance, licensing, security, warranty, support and SLA compliance of all components and services, irrespective of any third-party arrangement.
 
The bidder shall demonstrate adequate technical and functional capability in both hardware/IT infrastructure and digital education software/content. Details of OEM relationships, authorised distribution arrangements, technology partners and content/software partners, wherever applicable, shall be disclosed in the technical proposal.
 
OEM Authorization and Warranty
The bidder shall provide documentary evidence of authorization or an established relationship with the proposed OEM(s), wherever applicable, and shall clearly identify the make, model and OEM of all major hardware components proposed under the solution.
 
The bidder shall ensure that all hardware warranties are valid in India and supported by the OEM or its authorised service network. The bidder shall remain responsible for coordinating all OEM warranty and support services and shall act as the single point of contact for BRB for all hardware warranty, repair and replacement requirements.
 
The bidder shall submit OEM documentation confirming the supported operating system lifecycle and security-update commitment for the proposed tablet model, including the expected availability of security updates and any declared end-of-support date or material lifecycle limitation.
 
The selected bidder shall provide a complete, ready-to-use Digital Library solution comprising:
  • Android tablets and associated accessories.
  • Lockable charging and storage trolley.
  • Tablet management and security software.
  • Personalized Adaptive Learning (PAL) platform.
  • Curriculum-aligned digital learning content for Classes 1–12.
  • Student assessment and adaptive learning engine.
  • Learning analytics and reporting dashboard.
  • Teacher and administrator dashboards.
  • Installation, configuration and commissioning.
  • Teacher orientation and capacity building.
  • Software, hardware and content support.
  • Minimum three-year comprehensive onsite warranty and technical support.
Vendors shall separately quote Digital Library configurations comprising 5 tablets, 10 tablets, 15 tablets and 20 tablets.
