Bidders are required to submit their proposals by email only using the two-bid system. The subject line of each email must clearly indicate the type of proposal, as follows:
- Technical Proposal – Independent End-Term Evaluation of Project SPECTRUM
- Financial Proposal – Independent End-Term Evaluation of Project SPECTRUM
The Technical Proposal and Financial Proposal must be submitted simultaneously as separate emails, with financial proposal enclosed in a password-protected file. The password for financial proposal shall be shared only upon request by the procuring authority only the email id: procurement@allianceindia.org . |

1. Invitation
India HIV/AIDS Alliance invites proposals from eligible organisations/consulting firms/research organisations/institutions with experience in quantitative public health programme evaluation and data analysis to conduct the Independent End-Term Evaluation of Project SPECTRUM.
The selected agency will mainly analyse programme data already available with Alliance India. The assignment does not require a qualitative study, interviews or focus group discussions.
2. Background
Project SPECTRUM is supported by the Elton John AIDS Foundation and implemented by Alliance India. The project works with MSM and transgender communities engaged in sexualised substance use and focuses on improving access to HIV prevention, testing, treatment and PrEP services. The project has operated across Delhi, Imphal, Amritsar, Bengaluru, Chennai and Ahmedabad.
The programme has generated data through routine monitoring, client registration, outreach, HIV testing, ART linkage, PrEP services, follow-up, and other MEL systems. The end-term evaluation will use these data to assess programme performance and generate practical recommendations.
