TERMS OF REFERENCE

Position Title: Youth Coordinator

Organisational Unit : CECOEDECON, supported by UNFPA

1. BACKGROUND AND CONTEXT

With technical and financial support from UNFPA, CECOEDECON is implementing an integrated development project across selected districts of Rajasthan. The programme adopts a systems-strengthening approach to ensure that young people and adolescents equitably benefit from large-scale sectoral programmes in health, gender, and leadership development.

Under the UNFPA-supported programme, substantial support was provided for the formulation of the State Youth Policy, which was formally launched in the previous year. Building on this milestone, a dedicated position is now being established to facilitate the effective implementation and follow-up of the State Youth Policy at the field level.

The Youth Coordinator will also champion gender-transformative approaches among young people by facilitating the dissemination of the Positive Masculinity training module through youth clubs and other youth platforms. The position will also be responsible for developing and maintaining a comprehensive database of youth clubs, as well as contributing to the development of the Rajasthan Youth Index, a composite tool to measure and track the well-being, development, and civic participation of youth across the state. A core responsibility of this position is to lead the conceptualisation and development of the Rajasthan Youth Development Index (YDI), a composite, multi-dimensional index to systematically measure and track the status of youth development across the state.

The incumbent will work in close coordination with government departments, local institutions, youth clubs, and community-based organisations to ensure meaningful youth participation and sustainable programme outcomes.

2. SPECIFIC RESPONSIBILITIES:

2.1 Follow-Up on Youth Policy Implementation:
• Coordinate with relevant government departments and stakeholders to support the implementation of the State Youth Policy at district and block levels.
• Track the progress of youth policy initiatives and ensure alignment with programme objectives and UNFPA strategic priorities.
• Facilitate consultations, review meetings, and multi-stakeholder sessions with youth-related institutions and implementing partners.
• Document best practices, challenges, and lessons learned emerging from youth policy implementation to inform programme adaptation.
• Prepare periodic progress reports, policy briefs, and summaries for programme management and donors.

2.2 Programme Development, Coordination & Capacity Building:
• Support the statewide rollout of the Positive Masculinity Module across youth clubs, NSS/NCC units, educational institutions, and community platforms by coordinating at state-level forums.
• Organise and facilitate orientation sessions and trainings for youth leaders, facilitators, and young champions on gender equality, healthy relationships, and responsible masculinity.
• Collaborate with civil society organisation (CSO) partners to integrate positive masculinity concepts into ongoing youth engagement activities.
• Plan and support dialogues, campaigns, and awareness initiatives that encourage gender-equitable attitudes among young men and boys.
• Monitor, document, and report on the reach and impact of these activities at the grassroots level.

2.3 Development of the Rajasthan Youth Development Index:
• Conduct a comprehensive review of existing youth indices and development frameworks — including the UNDP Human Development Index, the Commonwealth Youth Development Index, and relevant national indices, to inform the design of the RYI.
• In consultation with UNFPA, CECOEDECON, and the Rajasthan Youth Board, define the conceptual framework, thematic domains, and key indicators of the index, covering dimensions such as education, health and nutrition, employment and livelihoods, civic participation, and gender equity.
• Support stakeholder consultations, including youth-led forums, with young people, government officials, academia, and civil society to validate the index framework and ensure contextual relevance.
• Coordinate the data collection process by identifying appropriate data sources — including the National Family Health Survey (NFHS), district-level surveys, and administrative records — and developing data collection tools where required.
• Analyse collected data to compute index scores across districts and thematic dimensions, and prepare a baseline RYI report with district-level rankings and disaggregated findings.
• Present findings and facilitate knowledge-sharing sessions with government and programme stakeholders to embed the RYI into evidence-based policy planning.

2.4 Monitoring & Knowledge Management:
• Prepare periodic progress reports, case studies, and documentation of best practices for programme learning and visibility.
• Support evidence-based decision-making through systematic data collection, analysis, and reporting on gender, SRHR, and leadership indicators.
• Assist in developing guidelines, operational frameworks, and toolkits for gender, SRHR, and leadership initiatives.
• Maintain comprehensive records of youth-related activities, training sessions, and outreach initiatives in a structured knowledge management system.

2.5 Youth Club Database Management:
• Develop and maintain an up-to-date database of youth clubs across all intervention areas.
• Map active youth clubs, youth groups, and networks, capturing key activities, geographic coverage, and membership details.
• Track youth engagement initiatives, trainings, and outreach activities through the database to support programme monitoring.
• Ensure data quality, regular updates, and standardised documentation protocols.
• Generate periodic analytical reports from the database to support programme planning and evidence-based decision-making.

2.6 Coordination and Networking
• Maintain active liaison with key government departments, including Youth Affairs, Education, Women and Child Development, and Panchayati Raj Institutions.
• Build and sustain partnerships with NGOs, community-based organisations, and youth networks to strengthen youth participation and programme outreach.
• Support district- and block-level platforms for structured youth engagement, dialogue, and advocacy.

2.7 Other Responsibilities:
• Undertake any other tasks assigned by CECOEDECON and UNFPA as required to ensure effective programme delivery.

3. QUALIFICATIONS AND EXPERIENCE:

Essential Qualifications:
• Master’s degree in Social Sciences, Public Health Social Work, Gender Studies, Public Policy, Development Studies, or a related discipline.
• Minimum of five (5) years of progressively responsible experience in programme management, policy implementation, and strategic engagement on gender, SRHR, and youth leadership development.
• Demonstrated expertise in working with government agencies, youth organisations, and civil society on gender- and SRHR-related issues.
• Solid understanding of gender and SRHR frameworks, youth empowerment models, and leadership development strategies.
• Hands-on experience in capacity building, multi-stakeholder coordination, and policy analysis.
• Experience in index development, composite indicator design, or quantitative research methodologies will be an added advantage.
• Excellent communication, analytical, and report-writing skills in both English and Hindi.
• Proficiency in standard computer applications, including MS Office and data management tools; experience with GIS or data visualisation tools is desirable.

Preferred Attributes:
• Knowledge of Rajasthani dialects and familiarity with the socio-cultural context of Rajasthan.
• Demonstrated ability to work independently with minimal supervision while managing multiple priorities.
• Strong interpersonal skills and ability to engage with diverse stakeholders, including young people, government officials, and community leaders.

4. REPORTING AND SUPERVISION:
The Youth Coordinator will report directly to the Programme Manager at CECOEDECON and will work in close technical collaboration with the UNFPA Programme Officer and the Rajasthan Youth Board. Regular written updates, monthly reports, and quarterly reviews will form the basis of performance monitoring.

6. DURATION AND DUTY STATION:
The position is till December 2026, renewable subject to satisfactory performance and availability of funds. The duty station is Jaipur, Rajasthan, with regular field visits to intervention districts as required by programme activities.
