Position Title: Training and Convergence Coordinator

1. BACKGROUND AND CONTEXT
With technical and financial support from UNFPA, CECOEDECON is implementing an integrated development project across selected districts of Rajasthan. The programme adopts a systems-strengthening approach to ensure that young people and adolescents equitably benefit from large-scale sectoral programmes in health and gender.Under the UNFPA-supported programme, significant progress has been achieved: the School Health and Wellness Programme (SHWP) has been institutionalised within Kasturba Gandhi Balika Vidyalayas (KGBVs), including the integration of teacher training to ensure sustained system ownership. Innovation pathways such as E-Pankh, an online learning platform, have been demonstrated and subsequently scaled by the Government, contributing to strengthened adolescent agency and measurable progress in addressing harmful practices, including child marriage.
Building on these achievements, strategic technical assistance to the Rajasthan Council of School Education will continue to strengthen the social, health, economic, and digital capacities of approximately 40,000 marginalised adolescent girls. With the integration of Life Skills Education (LSE) within KGBVs, the focus will shift to operationalising a convergence-based counselling model in priority districts. This will involve strengthening linkages between educational institutions and health, child protection, and psychosocial support services through system design, development of operational protocols, inter-departmental coordination, and periodic review mechanisms.To steer and institutionalise this process through coordinated action at multiple levels, the position of Training and Convergence Coordinator is being established. The coordinator will support the implementation of capacity-building initiatives, facilitate inter-departmental linkages to strengthen support services for adolescent girls in KGBVs, and ensure the regular and effective functioning of online learning platforms.
2. KEY RESPONSIBILITIES:
2.1 Capacity Building of Key Stakeholders:
• Assist in developing comprehensive training and workshop plans, with a primary focus on KGBVs and other initiatives as directed by the Senior Management Team.
• Support the preparation and curation of resource materials required for training sessions and workshops.
• Coordinate with identified participants and stakeholders to ensure smooth, timely, and inclusive participation in trainings and workshops.
• Contribute to the design of pre- and post-training assessment tools and support the analysis and reporting of assessment results.
• Prepare detailed reports for each training and workshop conducted, capturing participant details, key learnings, and outcomes.
• Conduct systematic follow-up with participants to monitor the implementation status of action points agreed upon during trainings and workshops.
2.2 Facilitating Inter-Departmental Convergence:
• Liaise with key government departments at the district level to promote convergence and ensure KGBVs are effectively integrated into adolescent-friendly service delivery initiatives.
• Organise and actively participate in district-level meetings with departmental officials to strengthen the implementation of the convergence model.
• Conduct regular follow-up with departments to ensure agreed-upon actions are carried out as planned.
• Track the implementation of inter-departmental convergence activities in KGBVs and generate evidence for quality assessment and programme evaluation.
• Promote and facilitate inter-departmental outreach sessions in KGBVs through both online and on-site modalities.
2.3 Strengthening Online Learning Platforms (E-Pankh):
• Promote the adoption and effective utilisation of the E-Pankh online learning platform among relevant stakeholders, including teachers, students, wardens, and government officials.
• Design and implement strategies to encourage sustained participation and periodic engagement through the platform to enhance Life Skills Education delivery.
• Ensure the regular updating and maintenance of the platform by coordinating with technical teams to address operational issues and improve user interface and functionality.
• Track and monitor platform usage, participation levels, and learning outcomes, and generate periodic analytical reports to assess the effectiveness of online learning initiatives.
2.4 Documentation and Reporting:
• Develop monthly, quarterly, and annual programme reports, as well as field visit reports, training reports, and any other reports mandated by the Senior Management Team.
• Identify, document, and disseminate impact stories and good practices emerging from programme interventions, in close coordination with the core team.
• Maintain structured records of all convergence activities, including meetings, stakeholder consultations, and service linkages.
• Document processes, best practices, and lessons learned from online capacity-building initiatives for wider dissemination and institutional knowledge sharing.
2.5 Other Responsibilities:
• Undertake any additional tasks related to the programme as assigned by the Senior Management Team at CECOEDECON.
3. KEY DELIVERABLES:
• Completion of online training of selected KGBV teachers
• Training completion reports (participant details, outcomes, key learnings)
• SHWP / LSE Monthly Session Progress Report
• Documentation of coordination meetings and stakeholder consultations
• Functional referral and linkage mechanisms between KGBVs and service providers – (AFHC, PSSK, MSSK, Child Rights, Child Line) at least in UNFPA supported 4 districts (Sawai Madhopur, Udaipur, Jodhpur and Jaisalmer)
• Reports on convergence activities and service uptake
• Reports on outreach sessions conducted (online and on-site) in KGBVs
• Impact stories and best practice documentation
• Programme progress reports
• Field visit reports (minimum 4-5 field days per month)
4. REPORTING AND SUPERVISION:
The Training and Convergence Coordinator will report directly to the Senior Management Team at CECOEDECON and will work in close technical collaboration with the UNFPA Programme Officer and relevant government counterparts. Regular written updates, monthly reports, and quarterly programme reviews will form the basis of performance monitoring.
The position requires extensive field presence, with a minimum of 10–12 field days per month to support training delivery, monitor convergence activities, and ensure effective implementation at district and KGBV levels.
5. QUALIFICATIONS AND EXPERIENCE:
Essential Qualifications:
• Postgraduate degree in Gender Studies, Social Sciences, Education, Public Health, or a related discipline.
• Minimum of two to five (2–5) years of progressively responsible experience in implementing programmes related to adolescent empowerment, gender equality, and child rights.
• Demonstrated familiarity with the structure and functioning of government departments at the state and district levels, particularly in the education, health, and social welfare sectors.
• Proven experience in facilitating trainings, developing training and resource materials, and systematically documenting training outcomes.
• Strong coordination, facilitation, mentoring, and analytical skills, with the ability to engage effectively with multiple stakeholders across government, civil society, and community levels.
• Proficiency in MS Office applications; familiarity with digital collaboration platforms such as Google Meet and Zoom is preferred.
• Willingness and ability to travel extensively within Rajasthan to support programme implementation and convergence activities.
Preferred Attributes
• Prior experience working within or alongside the KGBV system or similar residential school programmes for marginalised girls.
• Familiarity with Life Skills Education (LSE) frameworks and adolescent-responsive service delivery models.
• Knowledge of Hindi; familiarity with Rajasthani dialects will be an advantage.
• Demonstrated ability to manage multiple priorities independently while maintaining strong attention to documentation and reporting quality.
