CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
A UN agency with mandate for children is working in more than 190 countries. The Agency is working strengthen resilience to climate and environmental risks as one of its five core impact results across countries, committing to help countries strengthen national systems, scale prevention, and build child?focused preparedness that can withstand shocks. To that effect, the Agency contributes to risk?informed policies, resilient basic services, and multisectoral coordination across the humanitarian–development–peace nexus to ensure children are protected from disasters and climate?related hazards while advancing equity and inclusion. In India, the agency supports National Disaster Management Authority and State Disaster Management Authorities in strengthening resilience of social sector child focused programs through risk informed programming and provides range of technical assistance for developing and implementing disaster risk reduction strategies and plans, convening and coordinating multi-stakeholder preparedness and resilience initiatives, analysis and foresights and strategic evidence for child centric and child inclusive policies, catalyze innovative solutions for accelerating results for children in humanitarian and development context, facilitate convergent risk informed programs to address child centric DRR and resilience needs.
The UN Agency has its operations in Assam. It has been working in collaboration with the Government of Assam to contribute towards improving children’s outcome in the state. This ToR is built in line with the UN Agency’s rolling workplan for 2025-27 for child centric disaster risk reduction in Assam which outlines areas of technical assistance including in multi-sectoral risk informed programing and emergency preparedness for response in line with Government of Assam’s vision for making Assam a disaster resilient state.
