CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
Assam has achieved measurable gains in routine immunization coverage in recent years, with full immunization coverage increasing from 47.1% in 2015–16 to 66.4% in 2019–20 according to National Family Health Survey (NFHS); however, the state continues to be among the lowest coverage states in the country. An estimated number of over 200,000 children remain either unimmunized or partially immunized, reflecting persistent inequities and gaps in service delivery. Progress remains uneven across districts, with children in hard-to-reach and underserved geographies including tea-garden communities, riverine (Char) areas, tribal and hilly pockets and flood-prone districts experiencing irregular access to routine immunization services. While special initiatives such as Intensified Mission Indradhanush (IMI) and Special Immunization Drives (SID) have accelerated coverage temporarily, sustaining these gains through routine immunization systems and integrating campaign-introduced strategy into regular service delivery remain key challenges, further exacerbated by annual floods and climate-related disruptions.
