TENDER NOTICE

Background

Rapid urbanization in small towns and peri-urban areas of India has significantly increased the generation of wastewater. However, liquid waste management (LWM) remains a critical challenge, as most wastewater from households, institutions, and commercial establishments is discharged untreated into open drains, vacant lands, or nearby water bodies. This leads to water pollution, groundwater contamination, environmental degradation, and increased risk of water- and vector- borne diseases.
In many Nagar Panchayats and Gram Panchayats, the absence of centralized sewerage systems, coupled with high capital and operational costs, limits the adoption of conventional wastewater treatment solutions. As a result, there is a growing need for decentralized, cost-effective, and sustainable wastewater management systems that can be easily operated and maintained at the local level.

In this context, DEWATS (Decentralized Wastewater Treatment Systems) has emerged as an effective and sustainable solution. These systems are generally gravity-based, require little to no energy, and are simple to operate and maintain. Moreover, treated wastewater can be reused for purposes such as irrigation, horticulture, or groundwater recharge, thereby promoting a circular economy approach.

This approach directly contributes to SDG 6: Clean Water and Sanitation by improving water quality and increasing wastewater treatment. It also supports SDG 11: Sustainable Cities and Communities by enabling sustainable urban sanitation systems. Additionally, due to their low energy requirements and nature-based processes, DEWATS systems contribute to SDG 13: Climate Action.

In the context of Uttar Pradesh and similar regions, DEWATS offers a practical solution for small towns and peri-urban settlements, where institutional capacity and financial resources are often limited. When combined with community participation, behavior change communication (SBCC), and institutional strengthening, LWM interventions can become sustainable and scalable.

Therefore, an integrated approach to liquid waste management—combining infrastructure development, community engagement, and capacity building—is essential to ensure safe sanitation, environmental protection, and long-term water security.

Ward Profile

Ward No. 04, Rajapur Indaura comprises 52 households with a total population of 318. At present, domestic wastewater from the ward is discharged through a single drain leading to a nearby pond. However, wastewater from 07 households is not connected to the common drain and flows directly into the pond without any form of treatment.
The pond has an approximate depth of 5–7 feet and a total area of about 0.300 hectare. Currently, the pond is completely filled with wastewater and is heavily infested with water hyacinth, resulting in stagnant water conditions, foul odor, mosquito breeding, and serious public health and environmental risks.

Objectives:
  • To treat domestic wastewater through a decentralized treatment system (DEWATS).
  • To prevent direct discharge of wastewater into the pond, particularly from the 07 households.
  • To improve sanitation, hygiene, and environmental conditions in the ward.
  • To restore the ecological condition of the community pond.
