Finance & Admin Officer: 1 position
About the Position:
Responsible for providing comprehensive financial, administrative, and project implementation support to ensure smooth delivery of HI India’s projects. This includes managing payments, monitoring project expenditures, ensuring compliance with HI and donor rules, supporting partners, and maintaining accurate financial records.
Duration of the agreement: 01 May 2026- 31 May 2027

Location: Remote – Noida, India

Key Responsibilities
Responsibility 1. Financial Support for Project Expenditures
Aim: Assist in settling partners’ financial expenditures and ensure compliance.
Benchmarks: Efficient financial settlement of partners.
Activities:
• Draft project budget forecasts, monitor expenditures, and ensure alignment with organizational financial requirements.
• Collect narrative reports together with financial reports as per partnership agreements.
• Check bills for compliance with HI financial and donor rules in close cooperation with the accounting department.
• Prepare monthly financial tracking reports in HI format.
• Monitor partners budget utilization trends and provide guidance.
• Prepare monthly cash flow and treasury forecasts in coordination with Project Managers.
Responsibility 2. Capacity Building of Partners and Budgetary controls
Aim: Ensure timely and accurate reporting of partner expenditure.
Benchmarks: Minimal HQ comments related to charging of partner expenditure according to approved budget lines.
Activities:
• Produces an analysis of partners' capacities in the financial field (e.g. budget monitoring tools) and, based on this analysis, builds a capacity-building plan for these partners.
• Checks the supporting documents provided by partners and the accuracy and conformity of their accounts before validating payment requests or settling the advance.
• If needed, assist partner(s) in their budget development and adjustment.
• Prepares responses to questions from internal and donor auditors.
• Support the Project Manager in the regular monitoring of the partner(s) budget follow-up and in the actions to be taken in case of drift.
Responsibility 3. Partner Financial Monitoring & Accounting entries.
Aim: Ensure accurate entries of partner transactions in NAV accounting software.
Benchmarks: All transactions entered correctly in NAV.
Activities:
• Timely recording of partner accountancy transactions in NAV in coordination with Project Manager.
• Review monthly financial reports of partners and ensure that all the expenditure is in line with approved budget.
• Ensure procedures of preparing Commitment of Authorization are respected.
• Support during statutory audits and donor audits by providing necessary information and supporting documents.
Responsibility 4. Payroll Management and Statutory Compliances.
Aim: Ensure timely release of staff salaries and deposit of statutory dues with respective authorities.
Benchmarks: No audit comments related to statutory compliance.
Activities:
• Responsible for implementing the payroll process within his/her scope of responsibility in compliance with HI's legal and social obligations, rules and policies
• With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, etc.).
• Ensure timely deposit of EPF & TDS with respective statutory Authorities.
• Timely filing of Quarterly tax returns with tax authorities.
Responsibility 5: Emergency Preparedness and Response
• Contribute to HI’s emergency preparedness planning relevant to health.
• Adapt work modalities in response to sudden onset/outbreak of any diseases or man-made disasters impacting health services.
Qualification:
Bachelor’s degree in business administration, Business Studies, Commerce, Accounting, Finance, Economics, or any relevant discipline.
- Preferable – Master’s degree in a relevant field.
Experience: - At least 3 years of experience in finance/accounts.
Additional Requirements:
• Strong understanding of Indian Accounting Standards, FCRA, Tax Laws (TDS, EPF, PT), and audit procedures, etc.
• Robust experience with spreadsheets and accounting/ finance software; -
• Proficient in Advanced Excel and Microsoft Office Suite (Word, PowerPoint, Outlook).
• Highly skilled problem solver, especially in finance and technical areas.
• Proficient at working in team environments and multi-culture settings.
• Have very good communication and interpersonal skills. Can work independently with little supervision.
• Self-motivated, committed, and maintains high ethical standards.
• Fluent on emergency financial planning and humanitarian funding mechanisms.
• Ability to travel frequently to the field.

Compensation & Other Benefits:
Salary: Per Month from INR 106,500 to INR 112,500 (all-inclusive monthly salary: basic, housing, transportation, communication, COLA, bonus, PF, gratuity, etc.)
