Job Title: State Project Lead - Jharkhand

Department: Programs Implementation - CCCD

Reporting to: Director Program - CCCD

(Child Centred Community Development)

Location: Ranchi

Grade: D

Level of Contact with Children: 1 (Direct contact with children)

The position holder shall be responsible to adhere & work within the ambit of Plan India’s Safeguarding & Gender Equality Policies.

JOB/ROLE OVERVIEW
The incumbent in this role will have a wide range of responsibilities from planning to implementing multisectoral Child Centred Community Development (CCCD) projects that address various issues such as Inclusive Quality Education, Sexual & Reproductive Health & Rights, Gender – Based Violence, Health & Nutrition, Livelihood, Child Protection and support disaster risk response. The job holder will contribute to fundraising for the CCCD projects.

As the State Project Lead, the responsibilities will include end-to-end project management. This involves overseeing and guiding a team of frontline workers to ensure the effective implementation of project activities. Additionally, the incumbent is responsible for advocacy efforts, coordinating with the state/district government, and establishing connections with local technical networks. The incumbent shall be responsible for building case stories & Impact stories for CCCD projects’ fundraising & inputs to develop grant proposals.

This role also involves bringing innovation to the programmes to have a lasting impact that can attract and retain new grants to enhance the reach and scope of the sponsorship intervention programmes.

Key Responsibilities:

1. Program Planning & Implementation:
• Plan and implement CCCD projects addressing key social issues including education, livelihood, health, nutrition, gender equality, child protection and climate action.
• Ensure effective execution of program strategies aligned with organizational goals.
• Drive innovation by introducing new approaches to enhance program impact and outreach.

2. Program Management & Supervision:
• Provide overall supervision of field operations and ensure quality program delivery.
• Build the capacity of field teams through regular training, mentoring, and performance monitoring.
• Ensure timely achievement of program targets and outcomes at the field level.

3. Monitoring, Reporting & MIS:
• Ensure accurate and timely updating of program data in MIS systems.
• Maintain Project Outlines and sponsor child data in compliance with organisational standards.
• Track progress, document learnings, and support evidence-based program improvements.

4. Documentation & Communication:
• Identify, document, and develop high-quality impact stories and case studies from the field.
• Support communication and visibility efforts through reports, donor updates, and knowledge products.

5. Fundraising & Resource Mobilization:
• Identify funding opportunities and contribute to proposal development for new grants and partnerships.
• Support donor engagement, reporting, and relationship management to ensure sustainability of CCCD projects.
• Collaborate with internal teams to align program priorities with donor expectations and funding strategies.

6. Stakeholder Management:
• Establish and strengthen relationships with government departments, community institutions, NGOs, and service providers.
• Represent the organisation in key forums, networks, and coordination platforms.
• Facilitate convergence with government schemes and services to maximise program impact.

7. Coordination & Organizational Alignment:
• Coordinate closely with the Director – Programs (CCCD) on administrative, HR, and programmatic matters.
• Ensure effective internal communication and alignment across teams and departments.

8. Any other work assigned by the management based on the need.

Education Qualification:
• Master’s degree in Social Work (MSW), Development Studies, Rural Development, Public Health, Sociology, or any other relevant discipline from a recognized university.
• Additional certifications/training in Project Management, Child Rights, Gender, or Livelihoods will be an added advantage.

Experience Requirement:
• Minimum 8–10 years of relevant experience in the development sector, preferably with reputed NGOs/INGOs.
• At least 3–5 years of experience in a leadership/managerial role, handling multi-sectoral development programs at state/district level.
• Demonstrated experience in Child-Centred Community Development (CCCD) or similar thematic areas such as:
• Education
• Child Protection
• Gender & SRHR
• Health & Nutrition
• Livelihoods
• Proven track record in end-to-end project management including planning, implementation, monitoring, and reporting.
• Experience in team management, including mentoring field teams and driving performance.
• Strong exposure to government liaisoning and stakeholder management at district/state level.
• Experience in proposal development, donor reporting, and fundraising support is highly desirable.
• Prior experience working in Jharkhand or similar geographies will be an added advantage.
• Familiarity with MIS systems, data management, and documentation of case studies/impact stories.
