Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.

WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.  
 
WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all of these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Roles & Responsibility: - 
 
1. Financial Management & Planning:
 
Establish accounting systems and culture to ensure  
  • Books of accounts (Head Office and State Offices) are updated on regular and timely basis by handling all activities of the monthly and yearly closures  
  • Verification of payment processing for legal and accounting issues, month-end checklist, and timely closures  
  • Internal control systems at the Head Office and State Offices for payments, procurements, and fixed assets management  
  • Review and update existing financial manual through financial monitoring of the processes of State Offices.
  • Ensure that all third-party accounts are reconciled on a monthly basis  
  • Responsible for day-to-day administration of Tally System.
Compliance & Audit:
  • Ensure complete and timely compliance with requirements and filings related to The Companies Act, Income Tax, FCRA and other applicable statutory regulations.
  • Independently manage the Statutory audit, IFC Audit and other regulatory audits for the organization which includes developing ToR of the audit firm, liaising with the auditors and ensuring that the audit is closed on time.
  • Provide necessary support during internal audits.
  • Ensure audit preparedness by  
  1. Digitalization of finance data  
  2. Physical archiving by handing over a list of files verification of physical data storage by the vendor  
  3. Retrieval of data (both soft and hard data)  
  • Ensure payroll and statutory compliance by doing the following:  
  1. Monitoring of timely TDS deduction and deposit & ensure timely filing of quarterly returns of TDS  
  2. Coordination for providing the data to the vendor  
  3. Receiving, distribution, and resolving queries related to form 16A  
  4. Closure of queries  
  5. Signature digitalisation
  6.  FCRA return filling  
  7. Ensuring timely signatures and timely submission 
  8. Ensuring timely processing of TDS and PF submission, as per GOI timelines  
  • Filing of income tax returns, preparing for assessment of income tax cases and ensure compliance all Income Tax related requirements  
3. Others:
  • Liaise with WA UK and other federation members for settlement of their account.  
  • Orient the staff (both finance and non-finance) on the finance policies, systems and procedures.  
  • Ensure that enough liquidity is maintained at all times both at HO and state office levels  
  • Preparation of vendor contracts and maintain a centralized database of contracts  
  • Liaise with lawyers and other legal consultants  
  • Web banking automation and maintaining bank relationships for Head Office and State Offices   
Eligibility and Qualifications:  
 
Qualification/Experience: 
  • Qualified Chartered Accountant /M. Com / MBA (Finance) from reputed university/ institute  
  • Experience of 12-15 years of work experience with at least 7-8 years of work experience in the development sector  
Skills, Aptitude and Attitude:   
  • Thorough knowledge of FCRA Act & Regulations and Income Tax Act. Working knowledge of The Companies Act  
  • IT literate and have good knowledge of Excel, Word & Power point (MS Office in general).  
  • Hands on operational knowledge of working on/customising accounting software’s/packages.  
  • Experience of developing and using monitoring and reporting systems.  
  • Ability to work effectively in a diverse team environment.  
  • Highly numerate, strong accounting knowledge, and analytical/problem solving skills.  
  • Ability to coach both finance and non-finance people on financial topics including budgeting & internal controls.  
  • Familiarity with TALLY Accounting system would be an added advantage  
  • Fluency in speaking, writing, reading English and Hindi.
