CONTENT OF TERMS OF REFERENCE(TOR)
1. Background
Rajasthan is home to one of the largest concentrations of young people in the country. With approximately 26 million of its population aged 15-29 years, the state has a demographic opportunity that, if harnessed through deliberate policy and investment, can accelerate social transformation across every sector. However, despite significant expansion in higher education infrastructure across the state, meaningful student engagement beyond the classroom remains limited. Colleges, as institutions, continue to operate largely in academic silos, with few structured mechanisms for students to connect with governance, public service, community development, or civic life. This gap, between the scale of Rajasthan's youth population and the depth of their engagement, represents both a challenge and an opportunity.
The Commissionerate of College Education (CCE), Government of Rajasthan, is the apex institution responsible for overseeing government and aided colleges across the state, encompassing hundreds of institutions and hundreds of thousands of enrolled students across undergraduate and postgraduate programmes. Within this institutional mandate, the CCE has conceptualized and begun to operationalize Yuva Setu — an initiative designed to build structured bridges between the youth enrolled in colleges and the wider social, civic, and governance ecosystem. Yuva Setu envisions colleges not merely as educational institutions but as platforms for youth leadership, community engagement, civic awareness, and social innovation.
