Position Title: Program Assistants

Project :Swasthya Setu – Integrated Community-Based Program for NCD (CVD & Diabetes) Prevention and Care

Job Type :Full-time

No. of Vacancies :20 (4 Program Assistants per district across the 5 project districts)

Location :Block-based posting within one of the 5 project districts of Telangana: Siddipet, Rangareddy, Khammam, Nizamabad, or Nalgonda (candidates preferably resident of / already working in the assigned block will be preferred)

About MAMTA HIMC
MAMTA HIMC is an internationally recognized Non-Governmental Organization (NGO), established in December 1990 in New Delhi. Since inception, MAMTA has promoted strategic solutions, policies, programming, research and global learning in Maternal, Newborn, Child Health and Nutrition, Young People's Sexual and Reproductive Health and Rights, HIV, TB and Non-Communicable Diseases (NCDs), with a special focus on rights, gender equality and equity. MAMTA has a presence across around 20 states in India.

About the Project
Project Swasthya Setu is an integrated, community-based program for the prevention and management of Non-Communicable Diseases (NCDs) — with a specific focus on Cardiovascular Diseases (CVD), Diabetes — being implemented by MAMTA HIMC across five districts of Telangana: Siddipet, Rangareddy, Khammam, Nizamabad, and Nalgonda. The program targets women aged 18–30 years (Special) and 30+ (General), their families, and community institutions (VHSNCs, SHGs, PRIs) to improve NCD awareness, early detection, and long-term management by strengthening nutritional awareness, caregiver capacity, and alignment with government health systems (NHM, NP-NCD, ICDS/Anganwadi, ABDM).

The program strengthens nutritional awareness and health systems by building the capacity of frontline workers (ASHA, ANM, AWW, CHO, MPW), integrating digital/AI-based screening technology, and aligning closely with government platforms and guidelines including NP-NCD, ABDM, VHSND, and State PIP processes, in coordination with District Health Societies, NHM, and ICDS/Anganwadi systems.

Job Purpose
The Program Assistants will serve as the primary field-level anchor for Project Swasthya Setu at the assigned block, working under the guidance of the District Manager. The role requires day-to-day mentoring and handholding of frontline workers, close coordination with block-level government health functionaries (BMO, PHC/CHC Medical Officers, CHOs), and direct oversight of community mobilization, NCD (CVD & Diabetes) screening, and referral activities within the block.

Roles and Responsibilities
Field-Level Program Implementation
• Lead day-to-day implementation of project activities at the block level, ensuring adherence to timelines, technical protocols, and quality standards.
• Conduct regular field visits to project villages, sub-centres, PHCs, and HWCs for ensuring screening, referral, and adherence-tracking activities.
• Mentor and provide continuous handholding support to Peer Leaders/Volunteers, ASHAs, ANMs, and other community mobilizers engaged under the project.
• Support saturation of villages within the assigned block as per the program's phased scale-up strategy (Villages ? Block ? District).
• Support field-level use of digital/AI-based screening devices, Mobile MIS, and patient-tracking systems for BP, diabetes, and related NCD indicators.
Block-Level Government Liaisoning & Coordination
• Build and maintain strong working relationships with the Block level Medical Officers (MO), CHOs, and other block/PHC-level government functionaries.
• Represent MAMTA HIMC in block-level review meetings, VHSND platforms, and NP-NCD/NHM coordination forums.
• Facilitate integration of project activities with government systems, including support for beneficiary entry into NP-NCD and ABDM digital health records at the block level.
• Obtain necessary local permissions and approvals required for facility-level and community-level project activities within the block.
• Escalate block-level implementation gaps, bottlenecks, or liaisoning challenges to the District Manager in a timely manner.

Capacity Building & Community Mobilization
• Support training and continued on-field handholding of ASHAs, ANMs, AWWs, and CHOs on NCD (CVD & Diabetes) screening, referral pathways, and adherence support.
• Strengthen referral pathways across the care continuum — Community (ASHA/ANM/AWW) ? HWC/PHC ? CHC ? Specialist Referral.
• Mobilize communities, VHSNCs, SHGs, Panchayats, and CBOs/CSOs for participation in screening camps, health days, and awareness events.
• Support Peer Leaders/Volunteers in conducting nutrition and lifestyle counselling sessions aligned with local Telangana food and dietary practices.

Monitoring, Reporting & Documentation
• Maintain accurate and updated block-level MIS data on beneficiaries, screenings, referrals, and events conducted under the project.
• Prepare timely weekly/monthly block-level progress updates, case studies, and field reports for the District Manager.
• Track and report on program indicators at the block level, flagging implementation gaps and supporting course-correction.
• Undertake any other block-level responsibilities related to the project as assigned by the District Manager/State team.

Qualification and Skills required
• Graduate- Nursing, ANM, GNM, Bsc-Nutrition or a related field.
• 3-5 years of relevant work experience, with prior experience working in Telangana state with district/block health and NHM department functionaries, preferably within one of the project districts (Siddipet, Rangareddy, Khammam, Nizamabad, or Nalgonda) or their blocks.
• Working knowledge of and prior exposure to NCD programs, specifically related to Cardiovascular Disease (CVD) and Diabetes prevention, screening, or management, related NCD initiatives is an added advantage.
• Good liaisoning skills, with an established understanding of block-level health administration, frontline worker (ASHA/ANM/AWW), CHO and NHM/NP-NCD structures.
• Fluency in Telugu (spoken and written) is mandatory; working proficiency in English is required for reporting and documentation.
• Good working knowledge of MS Office, particularly MS Word and MS Excel; Optional-familiarity with digital MIS/health data platforms preferred.
• Willingness to travel extensively within the assigned block, including to rural and remote facilities, on a regular basis.

• Commitment to gender-sensitive, rights-based, and community-participatory approaches to public health programming.
