About the Assignment:
Alliance India is implementing a focused intervention in Mumbai to strengthen HIV prevention and care outcomes in line with NACP-V (2021–2026) and national goals of achieving 95–95–95.
Reporting & Coordination
- Reports to: Team Lead - Mumbai
- Will coordinate with:
- MDACS
- ICTCs, DSRCs, CSCs, ART Centres, TI Partners
- Alliance India teams, and community-based organizations.
Purpose of the Assignment:
The Program Officer will support implementation, monitoring, and strengthening of HIV testing services with a strong focus on Index Testing Services (ITS), Assisted Partner Notification Services (aPNS), family testing, partner elicitation, and linkage to treatment in alignment with NACP guidelines and 95–95–95 goals.
Key Responsibilities
The consultant will be responsible for the following:
- Support implementation and monitoring of HIV testing services across ICTCs, DSRCs, community-based testing platforms, and outreach settings.
- Lead and strengthen implementation of Index Testing Services (ITS) across ART Centres, ICTCs, and TI sites.
- Support identification, elicitation, testing, and linkage of spouses, biological children, siblings, parents, sexual partners, and injecting drug partners as per NACO guidelines.
- Facilitate implementation of Assisted Partner Notification Services (client referral, provider referral, and dual referral approaches).
- Ensure adherence to WHO 5 Cs principles: Consent, Confidentiality, Counselling, Correct Test Result, and Connection to Treatment.
- Monitor Index Testing Coordinators and ensure proper implementation of testing and index testing indicators including elicitation, testing outcomes, positivity yield, and ART linkage.
- Support timely linkage of all newly diagnosed PLHIV to ART Centres and minimize pre-ART loss to follow-up.
- Conduct regular field visits for supportive supervision and quality improvement.
- Support training and capacity building of facility and community-level staff on HIV testing, partner notification, family testing, and linkage-to-care processes.
- Participate in review meetings, planning processes, and coordination meetings with MDACS and partner organizations.
- Prepare reports, presentations, dashboards, and documentation related to HIV testing and Index Testing Services.
- Perform other responsibilities commensurate with the role as assigned by the Team Lead or Alliance India.
Qualifications, Experience & Skills
Qualifications
- Graduate degree in social sciences, public health, health management, life sciences, or a related field.
- Postgraduate qualification desirable.
Experience
- Minimum 5 years of experience in HIV testing, HIV/AIDS programs, or public health programs.
- Experience working with ICTCs, DSRCs, TI projects, and government health systems preferred.
Skills & Competencies
- Good understanding of HIV testing strategies and national HIV testing guidelines.
- Knowledge of Index Testing Services, assisted partner notification, and family testing approaches.
- Strong coordination, communication, analytical, and stakeholder management skills.
- Ability to work effectively with community and facility-level stakeholders.
- Proficiency in MS Office, reporting, and data analysis.
- Commitment to rights-based and stigma-free HIV responses.
The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive health and civil society initiatives in India and a demonstrated interest in engaging with relevant issues.
