Project: Integrating TB Screening, Diagnosis, Treatment & Care into Maternal Health Services for Pregnant Women (MAMTA in collaboration with JSI)

Location: State headquarters — one position each for Rajasthan, Uttar Pradesh, and Assam

Reports To: State Coordinator (with technical oversight from the National Project Lead / National M&E Lead)

Works With: District Coordinators and field teams (M&E technical oversight); State TB Cell and NHM/RCH data units

About the Project:
MAMTA, in collaboration with JSI under TIFA ( Tuberculosis Implementation Framework Agreement), is implementing a project to strengthen the integration of Tuberculosis (TB) screening, diagnosis, treatment, and care within maternal health services for pregnant women across selected districts in Rajasthan, Uttar Pradesh, and Assam. The project addresses the persistent gap in TB detection and treatment among this vulnerable population by embedding comprehensive TB services within existing antenatal care (ANC) platforms. Working closely with the Central TB Division, National Health Mission, State TB Divisions, district health authorities, frontline health workers, and private healthcare providers, the initiative strengthens systematic screening, referral mechanisms, treatment initiation, and continuity of care. Through the implementation and documentation of practical, scalable, and sustainable service-delivery models, the project generates evidence and best practices to support wider adoption and institutionalization of integrated TB–maternal health services within government health systems.

Purpose of the Role:
Data management is a central anchor of this project, alongside direct service delivery. The State Monitoring & Evaluation (M&E) Coordinator ensures that every service delivered — TB screening of pregnant women, diagnosis, treatment initiation, and continuity of care — is captured accurately, tracked against quantifiable targets, and translated into the verifiable deliverables required for milestone-based funding. The role builds and maintains the performance framework and data systems, leads data quality assurance (DQA) across districts, strengthens frontline data capacity through on-the-job coaching, aligns project data with government systems, and generates evidence to support institutionalization. The role is lean and field-oriented, and is designed to transition data capacities to government counterparts over the life of the project.

Key Responsibilities:

1. Lead Data Quality Assurance (core anchor):
• Conduct data quality assurance (DQA) visits across districts — reviewing paper records against digital records, assessing the TB–ANC cascade with facility teams, and identifying interventions to improve patient throughput.
• Verify consistency between ANC/MCP records, Nikshay, and the project MIS, and trigger corrective actions where data gaps or inconsistencies are found.

2. Develop and Maintain the Performance Framework and Quantifiable Targets:
• Develop and maintain the project performance framework and state M&E plan, with clearly defined indicators, quantifiable targets, indicator definitions, and a reporting calendar aligned to the budget and activity plan.
• Track progress against targets across the cascade — pregnant women screened, presumptive cases identified, cases diagnosed, treatment initiated, and continuity of care maintained — and flag under-performance for course correction.

3. Manage Data Systems and Digital Tools:
• Set up, manage, and maintain the project MIS and digital screening logs, ensuring timely, complete, and accurate data entry across all project sites.
• Support the customization and roll-out of digital data-collection tools (including mobile screening tools), following a logical sequence — finalize tools, orient staff, deploy, then validate data.

4. Compile Milestone-Ready Deliverables and Reporting:
• Compile state summary monitoring reports with indicator results aggregated and by district, TB cascade charts, strengths, remaining challenges, and recommendations — the verifiable products that feed the project's Milestone Deliverables to JSI/NTEP.
• Produce periodic dashboards and analyses that present results clearly for project leadership and government stakeholders.

5. Strengthen Frontline Data Capacity (on-the-job, no venue-based training):
• Provide on-site, one-on-one and group coaching to District Coordinators, ANMs, ASHAs, and facility staff on accurate data recording, screening logs, and data use — with mentors travelling to sites rather than venue-based workshops.
• Map data-capacity gaps and deliver corrective coaching, short virtual orientations, and job aids (no/low cost except staff time).

6. Align Project Data with Government Systems (active coordination):
• Align project indicators and reporting with NTEP (Nikshay) and NHM/RCH information systems, and reconcile project data against government records.
• Participate in state-level data reviews and secure validation of results with the State TB Cell and NHM/RCH data units.

7. Generate Evidence, Learning, and Documentation for Institutionalization:
• Analyze project data to generate evidence and best practices, and support documentation of the integrated TB–maternal-health service-delivery model for adoption and institutionalization within government systems.
• Promote data use for decision-making and continuous quality improvement across districts.

8. Lean Role and Transition to Government:
• Keep the M&E footprint lean and minimize above-service costs, and plan and execute the transition of data and DQA capacities to government counterparts so monitoring is sustained after the project period.

9. Additional Responsibilities:
• Undertake any other reasonable task assigned by project leadership in support of project objectives.

Indicative M&E Deliverables:
These tangible products feed the project's Milestone Deliverables submitted to JSI/NTEP. Bracketed targets are to be finalized with the approved state work plan and budget.

State-level activity:

Develop the project performance framework and state M&E plan
Customize and deploy digital data-collection tools for integrated TB–ANC screening
Conduct data quality assurance (DQA) visits across districts against the TB–ANC cascade
Consolidate monitoring results across all project districts
Provide on-site coaching to district teams and frontline staff on data recording and quality
Reconcile project data with Nikshay and NHM/RCH records
Generate evidence and visualizations to support institutionalization

Verifiable deliverable (feeds milestone deliverables):
Approved performance framework with indicators, quantifiable targets, definitions, and a reporting calendar
Final digital screening/data-collection tool in use across project sites, with a data dictionary
State DQA report: findings on data consistency/gaps, TB cascade summary, and action steps for improvement at sites
State summary monitoring report: indicator results aggregated and by district, with TB cascade charts, strengths, challenges, and recommendations
Data-mentoring log per visit with observed gaps and corrective actions
Reconciliation note confirming consistency between project, Nikshay, and ANC/MCP data
State data dashboard and evidence brief for the State TB Division/NHM

Qualifications and Experience:

Education:
• Master's degree in Statistics, Technology, Biostatistics, Demography, Epidemiology, with a strong monitoring and evaluation focus in public health initiatives.

Experience:
• Minimum 5–7 years of monitoring and evaluation experience in public-health programmes, preferably in TB and/or maternal and reproductive health (RMNCH/ANC).
• Demonstrated experience designing performance frameworks, conducting data quality assurance, and managing project MIS and digital data-collection systems.
• Experience working with government health information systems (Nikshay and/or NHM/RCH/HMIS) and reconciling project data with government records.
• Experience producing milestone-ready reports and analyses for donors or government is an advantage.

Skills and Competencies:
• Strong data management and analysis skills, including advanced MS Excel and at least one of DHIS2, Power BI/Tableau, or statistical software (SPSS/STATA/R).
• Hands-on ability to conduct data quality assurance against the TB–ANC cascade and to identify interventions that improve patient throughput.
• Ability to design and maintain performance frameworks, indicator definitions, and reporting calendars with quantifiable, milestone-based deliverables.
• Familiarity with Nikshay, ANC/MCP records, and digital data-collection tools, and the ability to reconcile project data with government systems.
• Skill in on-the-job coaching of district teams and frontline workers on data recording, quality, and use.
• Ability to produce clear dashboards, evidence briefs, and reports in plain, active-voice English to support institutionalization.
• Working knowledge of the NTEP framework, TB diagnostics and treatment, and antenatal-care/maternal-health platforms (NHM/RCH).
• Knowledge of the relevant state language is preferred (Hindi for Rajasthan/Uttar Pradesh; Assamese for Assam).

Other Requirements:
• Must own an Android smartphone; willingness to be based at the state headquarters and to travel frequently to project districts and to national reviews.

Compensation and How to Apply:
