CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
The health system strengthening approach of the Zero dose implementation (ZIP) assures an effective and long-standing impact. The strategy to reach zero dose children and missed communities is a targeted zero dose implementation plan to reach the unreachable in a sustainable manner. UN ORGANISATION has been working in the northeast region with the National Health Mission since 2014 for overall MNCH strengthening including immunization and cold chain management. In line with the Immunization Agenda 2030, and roadmap to 90% full immunization coverage, India’s Zero dose implementation plan has been developed which plans to reduce 30% of zero dose children by 2026 against the 2019 prepandemic baseline.
The zero-dose implementation plan marks a strategic milestone to identify, reach and vaccinate who resides in the most vulnerable communities. These vulnerable population have been deprived of the protection that the vaccine provides, leaving them susceptible to potentially life-threatening diseases. Mostly, these missed communities are home to vaccine preventable disease outbreaks. The core objective of this plan is to identify and eliminate barriers that hinder access to vaccinations, including but not limited to geographic, socio-economic, and cultural factors. Under the GAVI Health System Strengthening Strategy, 11 components/interventions are strategically built which are divided within key immunization partners working in the 11 GAVI supported states across 143 identified districts with high number of zero dose children. In the Northeast states, Arunachal Pradesh, Meghalaya, Mizoram and Nagaland are GAVI supported states and will cover 21 districts for implementation of the interventions. The major interventions led by UN ORGANISATION are introduction of Mentoring and Mentorship applications to be used for data generation through field monitoring by supervisors across session sites, cold chain points, planning units, house to house visits etc., and CSO partnership for demand generation and tracking of zero dose children.
