Rapid Assessment of Projects — Plan International (India Chapter)
1. Background
Plan International India Chapter, also referred to as Plan India, runs multiple sponsorship-funded and grant-funded projects across states, each governed by a donor MoU/agreement with defined activities, budgets and timelines. Plan India seeks to engage an independent agency to conduct a rapid assessment of all ongoing sponsorship and grant projects to strengthen programme quality, accountability, compliance, and organizational learning. The assessment will provide an independent review of the extent to which project implementation aligns with approved project designs, donor commitments, organizational strategies, and beneficiary expectations. The findings will help identify strengths, gaps, risks, and opportunities for improving programme design, implementation, monitoring, and donor compliance.
2. Objective
To conduct a rapid and independent assessment of selected ongoing projects implemented by Plan India to evaluate their strategic alignment with the Country Strategy, adherence to approved project plans, donor agreements and implementation timelines, quality of programme delivery, beneficiary outreach and satisfaction, financial and programme compliance, and the robustness of monitoring and documentation systems, while identifying implementation risks and opportunities to strengthen programme quality, accountability, and future project performance.
Specific objectives include:
- Assess whether project activities implemented are consistent with the approved work plans and logical framework.
- Review whether project expenditures are in line with the approved donor budget, financial guidelines, and approved budget revisions.
- Validate beneficiary outreach and confirm that project benefits have reached the intended eligible beneficiaries through sample-based field verification.
- Assess beneficiary satisfaction with project interventions, quality of services, accessibility, relevance, and responsiveness.
- Review adherence to implementation timelines and milestones agreed upon in donor MoUs and project implementation plans.
- Assess the quality and completeness of programme documentation, monitoring records, beneficiary databases, and evidence supporting reported achievements.
- Assess whether project objectives, expected outcomes, and interventions are aligned with Plan India's Country Strategy and thematic priorities.
- Identify implementation risks, operational bottlenecks, and compliance issues affecting programme performance.
- Provide practical recommendations to strengthen programme quality, compliance, monitoring systems, and future project implementation.
Proposal Submission
Interested agencies are requested to submit detailed proposal & time break up of activities and a detailed financial proposal (proposed budget) only in electronic version at
procurement@plaindia.org within 7 working days of publication of the advertisement. Please note that no application will be accepted without a proposal budget, and previous reports/write-ups on similar assignments. Only shortlisted agencies will be contacted.
