1. Context
Established in 2015, Language and Learning Foundation (LLF) is a systems-focused, impactdriven organization dedicated to improving the Foundational Literacy and Numeracy (FLN) outcomes of children in government schools by working at scale in close collaboration with state and national governments across multiple states, including Uttar Pradesh, Haryana, Chhattisgarh, Odisha, and Rajasthan, among others.
 
As part of this mission, LLF regularly undertakes focused research, formative, and processevaluation studies to understand how its instructional materials, pedagogical strategies, and system-level support structures (such as lesson plans, teacher guides, mentoring systems, and cluster-level platforms) are being used, perceived, and adapted by teachers and functionaries on the ground. These studies directly inform the iterative improvement of LLF's programs.
 
2. Purpose and Rationale of this EoI
LLF's state teams and program divisions identify new research and evaluation studies throughout the year, aligned with specific thematic areas of ongoing program work. These studies vary in scope, method (qualitative, quantitative, or mixed-methods), duration, and state geography, and often arise at short notice as program needs evolve.
 
Rather than issuing a separate EoI for every individual study, LLF invites eligible individual consultants with relevant research and domain expertise to apply for empanelment under one or more of the thematic areas listed in this EoI. This is a generic, rolling call for empanelment, illustrated with examples of the kind of studies LLF currently anticipates, and is not restricted to only these named studies.
 
Consultants empanelled through this process will be considered for engagement as and when a specific study or assignment requiring their expertise arises. Empanelment establishes a pre-vetted roster of qualified consultants and does not, by itself, constitute an offer of assignment, guarantee of work, or any employment relationship with LLF.
 
3. Thematic Areas and Illustrative Studies
The themes below reflect the broad areas under which LLF anticipates commissioning research/evaluation assignments. Illustrative studies are listed under each theme to indicate the nature and scale of work; actual assignments taken up will be communicated at the time of engagement. These assignments are planned across states like Uttar Pradesh, Haryana,Odisha, Chhattisgarh, Rajasthan and others.
 
A. FLN Instructional Materials & Lesson Plans
  • Understanding usage of renewed and simplified version of lesson plans     
  • Examining the uptake of the structured remedial instructional plan by teachers, and the challenges they face

B. Early Childhood Care and Education (ECCE)

  •   Understanding the usage of instructional materials in ECCE classrooms

C. Multigrade Teaching (MGT)

  • An exploratory study of teachers' perceptions on MGT-integrated lesson plans in new teacher guides     
  • Understanding the effectiveness of proposed MGT strategies in relation to student engagement
D. Classroom Pedagogy & Numeracy Instruction
  • Usage of questioning technique in teaching numeracy
E. Cluster Meetings & Continuous Professional Development (CPD)
  • Are Cluster Meetings Working? A ground-level assessment of monthly cluster meetings
F. Mentoring & Feedback Systems
  • Assessing the effectiveness of automated feedback systems on the quality of mentor feedback
  • A comparative study of feedback guidance formats for strengthening support to mentors, across select states.
H. Cross-Cutting Exploratory Research & Documentation
  •  Exploring research-based project ideas in alignment with the identified themes above, in new districts.   
9. Validity of Empanelment and Process
This is a rolling, generic call for empanelment across the thematic areas above and does not correspond to a single, currently funded study. Applications will be reviewed periodically by LLF, and shortlisted consultants will be added to a thematic roster.
 
LLF will reach out to empanelled consultants only when a specific study or assignment matching their thematic expertise and availability arises i.e., consultants will be hired as and when the relevant project/study comes up at which point a detailed Terms of Reference (ToR), timeline, state/district location, and fee will be shared for that specific assignment. Empanelment does not constitute an offer of engagement.
 
Consultants may apply for empanelment under one or more thematic areas by indicating the relevant theme(s) in their application.
