Project Background
Globally, NCDs account for approximately 74% of all deaths. Each year, 15 million people die from an NCD between the ages of 30 and 69 years; Over 85% of these "premature" deaths occur in low- and middle-income countries2.

India is currently undergoing an epidemiological transition where NCDs contribute nearly two-thirds of all mortality. NCDs are estimated to account for 63% of all deaths in India of which cardiovascular diseases lead with 27% overall mortality followed by Chronic Respiratory Diseases (11%), Cancers (9%), Diabetes (3%), and Others (13%). The Government of India has strengthened the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD), formerly NPCDCS, with emphasis on Population-Based Screening, Health Promotion, Early Diagnosis, Continuum of Care, Digital NCD Portal, Strengthening Health & Wellness Centres and Universal Health Coverage.

Technical Support Units have successfully supported implementation of national and state health programmes by strengthening planning, monitoring, digital systems, and programme management. National TSUs have supported NP-NCD implementation, guideline development, state planning, and digital health initiatives, while state-level TSU models in other programmes have demonstrated improved implementation quality and evidence-based decision-making3.

Goal
To strengthen implementation of NP-NCD in Himachal Pradesh through technical assistance, programme management, data evaluation and monitoring digital platforms.

Objectives
The TSU-NCD HP comprises of a dedicated technical team and human resources at both the National and State levels, responsible for achieving following objectives:
1. Support in strengthening NP-NCD programme planning and implementation in the state
2. Improve monitoring and data analysis
3. Enhance quality of NCD screening, diagnosis, treatment, and follow-up
4. Strengthen utilization of digital health systems and NCD portal
5. Improve convergence among various NCD-related programmes

Key Responsibilities
The Technical Officer will provide technical assistance to the State NCD Cell through the Technical Support Unit (TSU) for strengthening implementation of the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) in Himachal Pradesh. The position will support programme planning, capacity building, quality improvement, supportive supervision, and programme implementation of evidence-based interventions to improve NCD service delivery.

Key Deliverables
• Assist in preparation of Programme Implementation Plans (PIPs), annual technical work plans and implementation strategies.
• Organizing capacity-building programmes and developing technical resource materials.
• Preparing technical reports, review notes, and policy implementation, review district progress reports and provide technical feedback
• Coordinate with State and District NCD Cells for effective programme implementation.
• Monitor adherence to clinical protocols, operational guidelines, and quality standards.
• Identify implementation gaps and recommend corrective actions.
• Supporting quality improvement initiatives and programme evaluations with NHM HP.
• Documenting best practices and innovations in NP-NCD implementation
• Providing technical recommendations for programme strengthening
• Promote data-driven decision-making through routine analysis and feedback.

Other Responsibilities
Undertake any additional technical assignments related to NP-NCD as assigned by the Programme Manager or State NCD Cell.

Eligibility Criteria

Education
MBBS with Masters in Public Health/Community Medicine

Experience
• Relevant field experience of 5 to 7 years in public health programs

Skills Required
• Strong communication skills in Hindi and English, familiarity with health department protocols & hierarchy of stakeholders.
• Proficiency in MS Office for documentation, data analysis and basic knowledge of digital tools for reporting.

Preferred
• Candidate with work experience preferably with govt. stakeholders/ NHM
