CONTENT OF TERMS OF REFERENCE
Purpose of Activity/Assignment:
Provide Physiotherapy, Home-Based Rehabilitation and ADL services, Devipatan Mandal, Uttar Pradesh
Scope of Work:
The programme specifically aims to strengthen the inclusive systems, including Block Resource Centres (BRCs) as centres for therapeutic, educational, and referral support services for children with disabilities by integrating physiotherapy support within existing government systems. The engagement of physiotherapists under the programme will not only provide direct therapeutic support to approximately 120 children with moderate and severe disabilities, including children with locomotor disabilities and cerebral palsy, but will also contribute towards building sustainable community and institutional capacities for disability-inclusive education and care.
The deployment of trained physiotherapists within the intervention will strengthen the existing ecosystem of inclusive education by providing expert guidance and the rapeutic support to children, parents, caregivers, special educators, Anganwadi workers, and teachers. Physiotherapists will support the strengthening of BRCs as accessible community-linked resource centres by introducing functional assessment practices, therapy-linked educational planning, referral mechanisms, and locally adaptable
rehabilitation approaches. Their engagement will also support frontline workers and caregivers through regular home visits, demonstration-based learning, and on-call therapeutic guidance for addressing mobility, positioning, posture, communication readiness, and activities of daily living (ADLs)of children with disabilities.
At the district and community level, the technical expertise of the physiotherapist (one for each of the four districts) will be deployed largely aiming at providing support in:
- Conducting functional assessments and providing physiotherapy support to children with moderate and severe disabilities.
- Improving activities of daily living (ADLs), mobility, posture, participation, and functional readiness of children with disabilities to support regular attendance and participation in educational settings.
- Supporting transition of children from home-based education to school-based education through therapeutic and rehabilitation support.
- Strengthening convergence with special educators, teachers, Anganwadi workers, Block Resource Centre’s (BRCs), RBSK teams, and district-level stakeholders for integrated service delivery and referral mechanisms.
- Building capacities of caregivers, parents, teachers, and community-level stakeholders on basic therapy practices, positioning, mobility support, and disability-inclusive care.
- Supporting data-driven monitoring, documentation, therapy records, functional assessment tracking, and reporting on progress related to ADLs, attendance, participation, and educational inclusion.
- Supporting community awareness and Social and Behavior Change (SBC) interventions to reduce stigma and promote inclusion of children with disabilities, especially girls and children from marginalized communities.
