Terms of Reference – Engineer/Engineering Consultancy Services for Drinking Water Access Restoration in Bardiaha Village, Jhargram, West Bengal

A) Background
Water For People-India Trust (WFPIT), came into existence in the year 2008. Water For People - India and WFPIT have a common vision and mission to improve access to water and sanitation in rural areas and urban slums in India, under the framework of ‘Everyone Forever’.
Vision: A world where every person has access to reliable and safe water and sanitation services.
Mission: To develop high-quality drinking water and sanitation services, accessible to all, and sustained by strong communities, businesses and governments.
Aligned to the Sustainable Development Goals, WFPIT programs focus on the following areas:
(i) Universal and equitable access to safe and affordable drinking water.
(ii) Improved water quality.
(iii) access to adequate and equitable sanitation and hygiene for all and end open defecation (gender and social inclusion focus).
(iv) Support and strengthen the participation of local communities WASH.
(v) Local cooperation and capacity-building support (government).
Water For People India Trust came into existence in 2008. It is an affiliate of Water For People USA.

B) Project Description
Water For People India Trust is implementing the Drinking Water Access Restoration in Bardiaha Village, Jhargram, supported under the Hyatt-funded initiative. The project aims to restore sustainable access to safe drinking water for all households and the village primary school through scientific source identification, engineering design, development of water supply infrastructure, solar-powered pumping, distribution systems, and community-led operation and maintenance.

Following completion of the hydrogeological investigation, the project requires an Engineering Consultant to undertake the engineering planning, detailed design, preparation of the Detailed Project Report (DPR), procurement support, construction supervision, quality assurance, testing, commissioning, and handover of the proposed drinking water supply system. The assignment will also include the engineering planning and supervision of climate resilience measures, including pond desiltation and embankment strengthening, to support sustainable water resource management and enhance the long-term resilience of the proposed intervention.

C) Objectives
The Engineering Consultant shall be responsible for the planning, engineering design, preparation of the Detailed Project Report (DPR), technical supervision, and implementation of the proposed drinking water supply system. The consultant shall ensure that all infrastructure is designed and executed in accordance with applicable engineering standards, project requirements, and local site conditions.

Specific objectives include:
• Undertake the engineering planning, detailed design, and preparation of the DPR for the proposed drinking water supply system.
• Prepare engineering drawings, BOQs, technical specifications, cost estimates, and implementation methodology.
• Undertake technical activities related to procurement, construction supervision, quality assurance, testing, and commissioning.
• Plan and supervise climate resilience works, including pond desiltation and embankment strengthening.
• Facilitate completion, documentation, and handover of the water supply system.

D) Scope of work
The Engineering Consultant shall be responsible for the engineering planning, design, procurement-related technical inputs, construction supervision, quality assurance, testing, commissioning, and completion of the proposed drinking water supply system. The consultant shall undertake all engineering activities required for successful implementation of the project in accordance with approved standards, project requirements, and local site conditions.

The scope shall include, but not be limited to, the following:
1. Engineering Design and Planning
• Review hydrogeological investigation findings and water quality reports.
• Conduct site verification and engineering assessment.
• Prepare engineering design criteria.
• Prepare structural designs and drawings for:
1. Overhead water tank (5,000 - 10,000 L)
2. Tank staging and foundation
3. Pump house/protective structure
4. Community tap stands
5. School drinking water connection
• Prepare hydraulic design calculations.
• Prepare pipeline layout and distribution network drawings.
• Prepare construction drawings and General Arrangement (GA) drawings.
• Prepare the Detailed Project Report (DPR), including:
1. Engineering drawings
2. Structural calculations
3. Hydraulic calculations
4. BOQs
5. Technical specifications
6. Cost estimates
7. Construction methodology
8. Implementation plan

2. Procurement Support
• Prepare technical specifications, Bills of Quantities (BOQs), and procurement documentation for the proposed works.
• Prepare tender documents for civil works, borewell construction, equipment procurement, and infrastructure installation.
• Lead the technical evaluation of bids and provide recommendations for contractor selection.
• Review contractor submissions, drawings, and work plans to ensure compliance with the approved engineering design prior to implementation.

3. Source Development
• Interpret the hydrogeological investigation findings and finalize the engineering design for source development.
• Finalize the borewell location(s) based on the approved hydrogeological recommendations.
• Supervise borewell drilling, casing, sealing, development, and associated civil works.
• Witness and verify borewell pumping and yield tests.
• Review water quality test results and determine treatment requirements, where applicable.
• Design the iron removal/filtration system, if required based on water quality results.
• Prepare the engineering design and drawings for the pump house/protective structure.

4. Solar Pumping System
• Determine the pumping requirements based on the proposed water supply system.
• Design and size the solar PV system for the proposed pumping arrangement.
• Select and size the submersible pump, controller, wiring, and associated electrical components.
• Prepare the engineering design and technical specifications for the complete solar pumping system.
• Supervise installation of the solar pumping system.
• Supervise testing and commissioning of the solar pumping system.

5. Storage and Distribution Infrastructure
• Supervise construction and installation of:
1. Overhead tank
2. Tank staging and foundation
3. Distribution pipeline network
4. Community tap stands
5. School drinking water connection
• Ensure that all works are carried out in accordance with the approved engineering drawings, technical specifications, and applicable standards.
• Inspect and verify the quality of construction and installation works.
• Supervise pressure testing, leakage testing, and commissioning of the distribution system.

6. Pond Desiltation and Climate Resilience
• Undertake site assessment and prepare the engineering plan for pond desiltation and embankment strengthening.
• Prepare technical specifications, drawings (if required), BOQs, and cost estimates.
• Supervise implementation of pond desiltation and embankment strengthening works.
• Verify completion and quality of the works in accordance with project requirements.

7. Construction Supervision and Quality Assurance
• Supervise construction and installation activities.
• Inspect and verify the quality of materials and workmanship.
• Conduct regular site inspections to monitor progress and compliance with the approved engineering drawings and technical specifications.
• Review contractor progress and recommend corrective actions, where required.
• Verify measurements and certify completed works for payment, where applicable.
• Monitor compliance with engineering standards, safety requirements, and project specifications.
• Coordinate with the project team, contractors, and relevant stakeholders for effective implementation.
• Prepare periodic progress reports highlighting progress, observations, and recommendations.

8. Testing, Commissioning and Handover
• Supervise testing and commissioning of the complete drinking water supply system.
• Verify water quality test results and confirm compliance with applicable drinking water standards.
• Conduct functional testing of the borewell, pumping system, treatment unit (if applicable), storage, and distribution network.
• Verify the performance of the solar pumping system.
• Supervise trial operation of the complete system prior to handover.
• Prepare as-built drawings and engineering documentation.
• Prepare the Operation and Maintenance (O&M) Manual.
• Facilitate orientation/training of the Village Water and Sanitation Committee (VWSC) and designated system operators on system operation and routine maintenance.
• Facilitate final handover of the completed drinking water supply system to the designated authority/community, as applicable.

E) Deliverables
Engineering Design and DPR
• Prepare the Detailed Project Report (DPR), including engineering and structural drawings, hydraulic design, source development design, solar pumping system design, technical specifications, BOQs, cost estimates, and implementation methodology.
Procurement and Technical Support
• Prepare technical specifications and tender documents, undertake technical bid evaluation; and provide technical recommendations during contractor selection.

Construction Supervision
• Supervise implementation of borewell development, treatment systems, solar pumping infrastructure, storage and distribution infrastructure, and pond desiltation and embankment strengthening works, ensuring compliance with approved designs and quality standards.

Quality Assurance and Testing
• Monitor construction quality, verify material specifications, oversee system testing and commissioning, and ensure compliance with applicable engineering standards.

Documentation and Reporting
• Submit periodic progress reports, site inspection reports, quality control reports, and as-built drawings, together with all relevant technical documentation generated during implementation.

System Handover and Capacity Building
• Prepare the Operation and Maintenance (O&M) Manual, facilitate orientation/training of community representatives and operators, and facilitate commissioning and handover of the completed drinking water supply system.

F) Expected Outcomes
• Engineering designs, technical documentation, and the Detailed Project Report (DPR) completed to support project implementation.
• Procurement completed with the required technical specifications, BOQs, and engineering inputs.
• Drinking water source developed in accordance with the approved hydrogeological recommendations.
• Solar-powered drinking water system installed and commissioned.
• Functional overhead storage, distribution network, community tap stands, and school drinking water connection established.
• Pond desiltation and embankment strengthening works completed to enhance climate resilience and water resource management.
• Infrastructure constructed in accordance with approved engineering designs, technical specifications, and applicable engineering standards.
• Drinking water supply system successfully tested, commissioned, and handed over with as-built documentation and Operation & Maintenance (O&M) Manual.

G) Timeline and Remuneration
The assignment is expected to be completed over approximately 24 weeks (September – March), aligned with project implementation.
The remuneration shall be as per the project requirements and mutually agreed terms, linked to the agreed scope of work, deliverables, and project milestones.

The consultant will work in close coordination with the Technical Manager, Hydrogeologist/Water Source Expert, Community Mobiliser, Gram Panchayat, contractors, and other project stakeholders. Regular progress updates and technical reports shall be submitted throughout the assignment.
