About the Position
The State Technical Advisor provide state-level technical assistance to SACS, district/programme teams, NACP facilities and partners to strengthen HIV programme performance. The role will translate priorities into state action, strengthen decentralized and integrated service delivery, data use, quality improvement, private-sector/combination-prevention engagement, capacity building and transition to government ownership.

Roles and Responsibilities
State Technical Assistance & Government Systems Strengthening
• Provide technical inputs to SACS and programme teams for implementation of NACP guidelines, state action plans, programme innovations and quality standards.
• Support state/district review meetings, technical working groups, consultations and corrective-action planning based on programme performance and identified gaps.
• Strengthen treatment cascade performance, including timely linkage/ART initiation, retention, viral load monitoring/suppression, treatment interruption follow-up, HIV-TB and AHD management.
• Support data-driven technical assistance under accelerator initiatives such as MAS and, where applicable, Fast Track City or regional treatment-outcomes activities.
Integrated & Decentralized Service Delivery / Quality Improvement
• Support planning, readiness assessment, implementation and monitoring of HIV screening and ART refill services at selected AAMs and other feasible PHC/CHC platforms, with appropriate referral to ART centres.
• Strengthen MMD, flexible/community-supported refills and other differentiated service delivery approaches for stable PLHIV and populations facing access barriers.
• Facilitate integration of HIV services with hypertension/diabetes screening, cervical cancer screening/referral, MNCH, TB/AHD and other public-health programmes.
• Promote appropriate use of e-Sanjeevani/telemedicine for PLHIV with comorbidities and support referral/linkage pathways between services.
• Conduct joint supportive-supervision/site visits, assess adherence to national standards, identify operational gaps, agree corrective actions and follow up continuous quality improvement.
Digital Data, Programme Performance & Reporting
• Use SOCH and other approved programme data to develop/review cascade line-lists, monthly management summaries, district profiles, scorecards and facility/district action trackers.
• Analyse treatment, retention, viral suppression, HIV-TB, prevention and other relevant indicators to identify high/low-performing areas and prioritise targeted support.
• Support data-quality improvement, timely reporting and responsible data use; contribute to early-warning indicators/alerts and data-informed follow-up under approved project approaches.
• Support state-level interoperability/readiness discussions for SOCH linkages with NIKSHAY, MNCH, NCD and ABHA-linked platforms, in coordination with national/digital teams.
Private Sector & Combination Prevention
• Map and engage relevant private practitioners, hospitals, laboratories, pharmacies, corporates, professional associations and CBOs for testing, referral, treatment linkage, quality and reporting.
• Support private-provider enrolment/reporting through SOCH and use professional platforms such as IMA/FOGSI/Manyata, as relevant, for CME, standards of care and quality improvement.
• Support adaptation/implementation of approved HIVST, PrEP and PEP approaches through community/private channels and document feasibility, uptake and referral gaps.
• Contribute to development/use of referral directories or AI-assisted/open-source service repositories under approved project processes.
Capacity Building, Innovation, Transition & Cross-Project Support
• Plan and deliver capacity-building/mentoring for SACS, district/facility teams and partners on technical guidelines, data use, quality improvement, integration and project innovations.
• Support programme-approved AI/virtual learning tools for standardised continuous training and provide feedback on usability and content gaps.
• Support state participation in T-Hub/other innovation pilots, including problem definition, field testing, evidence generation and recommendations for adoption/scale-up.
• Maintain government ownership by strengthening focal-point capacity, documenting processes and transferring agreed tools/roles into routine systems.
Qualifications and Experience
Education
Required:
• MBBS or another relevant health/public health professional qualification with HIV program experience preferred.
Preferred:
• MPH or another relevant postgraduate degree.
• Strong clinical and/or programmatic experience in HIV care, treatment, prevention and health systems strengthening.
Experience
• Minimum 7 years of directly relevant professional experience.
• Additional experience supporting NACP, SACS, ART Centres, ICTCs, HIV-TB programs, quality improvement, monitoring and technical assistance is highly desirable.
Skills and Competencies
Technical Knowledge & Skills
• Strong working knowledge of NACP guidelines and HIV care, treatment, prevention and programme management, including ART, viral load, retention, HIV-TB and relevant vulnerable/key population approaches.
• Experience in supportive supervision, mentoring, quality improvement and facility/district/state review processes with SACS and NACP service delivery points.
• Knowledge of differentiated service delivery, MMD, decentralized ART refill models and feasible use of AAM/PHC/CHC platforms for screening/refill and referral.
• Understanding of HIV-NCD-MNCH integration, cervical cancer screening/referral, TB/AHD linkages and telemedicine/e-Sanjeevani opportunities for PLHIV with comorbidities.
• Ability to analyse and use SOCH/scorecard/cascade data, district/facility performance indicators and early-warning signals for corrective action and continuous quality improvement.
• Familiarity with private-provider engagement, SOCH reporting, professional-platform CME/quality approaches and combination prevention including HIVST, PrEP and PEP.
• Strong facilitation, training, documentation and stakeholder-coordination skills; ability to work project-specific requirements.
