Position Title: District Lead – Social and Emotional Learning (SEL) and Early Childhood Development

Location: Assigned District, Jharkhand

Reports To: Project Manager

Vikramshila Education Resource Society, a non-profit organization established in 1989, is dedicated to enhancing school education, particularly early childhood education, literacy, numeracy, and primary and secondary learning. With a focus on curricular and co-curricular areas, Vikramshila works with state systems to drive curricular reform, resource development, capacity building, and on-the-ground model creation for strategic, demonstration, and scaling initiatives. Headquartered in Kolkata, Vikramshila operates field offices in Lucknow, Guwahati, Pune and Ranchi, impacting schools, Anganwadi centres, madrasas, and community learning centres across West Bengal, Bihar, Assam, Jharkhand, Uttar Pradesh, Odisha, Madhya Pradesh, and Rajasthan.
 
About the Project
The project will work across Jharkhand to strengthen ECCE and foundational learning within government systems. It will focus on integrating Social and Emotional Learning (SEL) into ECCE through policy support, curriculum, capacity building, mentoring and evidence generation.
 
The project will also provide intensive support in Chakulia block in East Singhbhum and Churchu block in Hazaribagh, strengthening selected Anganwadi Centres and Balvatikas as demonstration sites. These sites will generate learning and evidence that can inform wider systems strengthening and scale-up across the state.
 
Position Summary
The District Lead will be responsible for coordinating and overseeing project implementation at the district level. The role involves working closely with district and block-level government officials, frontline functionaries, communities, and project teams to ensure effective implementation, quality mentoring, capacity building, and timely achievement of project outcomes.
 
Key Roles and Responsibilities
 
1. Implementation and Monitoring
  • Lead day-to-day project implementation at the district level.
  • Develop and track district-level implementation plans.
  • Monitor progress and address implementation challenges.
  • Ensure quality implementation across project sites.
2. Liaison and Collaboration
  • Coordinate with ICDS, Education, and other government stakeholders.
  • Work closely with DPOs, CDPOs, Supervisors, BRCs, CRCs, and other partners.
  • Facilitate review meetings and convergence activities.
3. Capacity Building
  • Organise and support trainings for frontline workers, teachers, mentors, and government functionaries.
  • Provide onsite mentoring and technical support.
  • Facilitate team learning and sharing of field experiences.
4. Support Visits to Anganwadi Centres and Schools
  • Conduct a minimum of 15 field visits per month.
  • Observe classroom practices, teacher facilitation, and children’s learning engagement.
  • Provide feedback and support to improve implementation quality.
5. Documentation and Reporting
  • Maintain records of project activities, field visits, and learnings.
  • Prepare monthly reports, case studies, and success stories.
  • Coordinate with the MEL team for data collection and reporting.
6. Other Responsibilities
  • Support district-level planning and team coordination.
  • Ensure timely submission of required reports and documents.
  • Take up additional tasks assigned by the line manager based on project needs.
Qualifications
  • Master's degree in Education, Early Childhood Education, Social Work, Development Studies, Social Sciences, or a related field.
Experience
  • 5–7 years of experience in education or development programmes.
  • Experience working with government systems, particularly ICDS, School Education, or ECCE programmes.
  • Experience in teacher capacity building, mentoring, or community-based programmes is desirable.
