Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

The Public Health Foundation of India (PHFI) serves as a Sub-Recipient (SR) under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for the period April 2024 to March 2027, to implement key capacity-building initiatives under the National AIDS Control Program Phase V (NACP-V). The project officially commenced on May 1, 2024.

PHFI is responsible for implementing activities under three major components:
• SR Activity Management HUB
• Capacity Building – Central Region
• Capacity Building – North Region
As the SR for the SR Activity Management HUB, PHFI will manage and coordinate sub-recipient activities and provide institutionalized oversight and technical support. This includes performance monitoring, financial management, risk mitigation, and facilitating capacity-building interventions. The HUB plays a critical role in ensuring horizontal integration at the SACS and NACO levels and acts as a central technical agency for strengthening community systems (CSS), DISHA, and community-led monitoring (CLM). In the Central and North Regions, PHFI will directly implement capacity-building activities in line with the project agreement and work plans. These include training, technical assistance, and supportive supervision aimed at enhancing service delivery in HIV prevention, care, and support. The SR ensures effective resource management, collaboration with the Principal Recipient (PR) and stakeholders, and alignment of programmatic goals across all implementation sites.

PHFI’s role across these three components emphasizes accountability, technical excellence, and a coordinated approach to achieving the goals of the HIV program under GFATM.

Job Summary:

The Coordinator – Facility Level Training, Capacity Building Unit (CBU) will be responsible for planning, coordinating, implementing, monitoring, and documenting facility-level capacity-building activities under the GFATM–NACO Capacity Building Initiative being implemented by PHFI, with a geographical scope covering Pan India. The Coordinator will work closely with PHFI, NACO, SACS, DAPCUs, State/Regional Coordinators, training institutions, technical experts, and NACP facility-level stakeholders across the country to facilitate the timely and effective implementation of approved training and orientation programmes. The assignment will include coordination of training schedules and participant nominations; liaison with states, districts, and training institutions; coordination of training logistics and resource persons; dissemination and use of standardized training modules; monitoring of participation, pre- and post-training assessments and training quality; and maintenance of accurate training records, trackers, reports, and supporting documentation. The Coordinator will support facility-level capacity-building initiatives for relevant NACP cadres across India, as approved under the programme. The position will facilitate effective coordination between the Central Capacity Building Unit, NACO, State AIDS Control Societies, and field-level teams to assess training requirements, support implementation planning, address operational bottlenecks, ensure adherence to NACO guidelines and approved plans, and facilitate appropriate follow-up and post-training actions. The Coordinator will be expected to maintain regular coordination with programme stakeholders across all States and Union Territories, as applicable, undertake field visits and provide implementation support as required, and contribute to the achievement of project deliverables and capacity-building targets through timely implementation, quality assurance, data-driven monitoring, effective stakeholder coordination, and systematic reporting of facility-level training activities at the national, state, and district levels.

Deliverables:

The major duties and responsibilities will include:

• Plan, coordinate, and facilitate facility-level capacity-building and training activities across Pan India under the GFATM–NACO Capacity Building Initiative, in accordance with approved workplans, targets, and timelines.
• Coordinate closely with NACO, SACS, DAPCUs, State/Regional Coordinators, training institutions, NACP facilities, technical experts, and other relevant stakeholders for effective planning and implementation of training activities.
• Develop and maintain national, state-wise, district-wise, and cadre-wise training plans and calendars, ensuring alignment with programme priorities and approved capacity-building targets.
• Coordinate with States/UTs and concerned programme divisions for identification and nomination of eligible participants, confirmation of training batches, venues, dates, and resource persons.
• Support the implementation of approved facility-level training and orientation programmes for NACP cadres as approved by NACO.
• Facilitate the effective rollout and utilization of standardized NACO-approved training modules, curricula, presentations, learning materials, assessment tools, and other capacity-building resources.
• Coordinate with technical experts and resource persons for technical sessions, training delivery, mentoring, and clarification of programme-related issues during training programmes.
• Ensure appropriate pre- and post-training assessments, participant feedback, attendance documentation, and training quality monitoring for all assigned capacity-building activities.
• Monitor the physical and programmatic progress of trainings against approved targets, identify gaps, delays, and implementation bottlenecks, and initiate timely follow-up with concerned stakeholders.
• Maintain and regularly update training databases, trackers, participant records, training completion status, assessment results, and other programme monitoring tools.
• Undertake data analysis and periodic review of training coverage, performance, and identified capacity gaps to support evidence-based planning and corrective actions.
• Prepare and submit periodic progress reports, training summaries, presentations, dashboards, meeting updates, and other documentation required by PHFI, NACO, GFATM, and other programme stakeholders.
• Ensure completeness and accuracy of training documentation and supporting records, including nominations, attendance sheets, agendas, photographs, assessment forms, feedback forms, training reports, and other required documents.
• Facilitate regular review and coordination meetings with NACO, SACS, field teams, and other stakeholders to review progress, resolve implementation issues, and plan subsequent capacitybuilding activities.
• Coordinate with PHFI programme, operations, finance, administration, and other support teams to facilitate the timely logistical and administrative arrangements required for training programmes.
• Undertake field visits across States/UTs, as required, to support training implementation, monitor quality, engage with stakeholders, and assess capacity-building requirements.
• Support post-training follow-up, mentoring, and identification of refresher or additional training requirements based on assessment findings, programme performance, and stakeholder feedback. • Ensure that all capacity-building activities are implemented in accordance with NACO guidelines, GFATM requirements, PHFI procedures, approved budgets/workplans, and applicable programme standards.
• Contribute to quality assurance, standardization, documentation of good practices, lessons learned, and continuous improvement of facility-level capacity-building interventions.
• Perform any other capacity-building, coordination, monitoring, reporting, or programme-related responsibilities** assigned by the Team Lead/Project Lead/competent authority in accordance with project requirements.
• Any other activities as delegated by the PI/Co-PI

Qualification:

Essential:
• Postgraduate qualification in Public Health, Medicine, Nursing, Health Administration, or related fields.

Desirable:
• Postgraduate qualification in Public Health, Medicine, Nursing, Health Administration, or related fields


Experience:

Essential:
• Experience in designing training curricula, modules, and digital learning content • Strong understanding of NACP, ART services, HIV-TB coordination, and NHM systems.

Desirable:
• Minimum 5–10 years of experience in public health programme implementation and/or training module development
• Demonstrated experience in HIV/AIDS and National Health Programmes

• Excellent writing, technical, and communication skills
