Eligibility Criteria
A. Essential Educational Qualifications
Bachelor’s degree in Economics, Commerce, Social Science, Engineering, or an equivalent discipline; OR a Master’s degree in Economics, Commerce, Business Management, Technology, Engineering, Social Science, or an equivalent discipline from a recognised, accredited, and reputed institute or university.
B. Essential Work Experience
- Minimum 3 years’ experience in a lead position within a reputed startup, innovation, entrepreneurship, or incubation organisation, with hands-on exposure to managing incubation programmes and the broader innovation ecosystem.
C. Desirable Skills and Profile
- High management acumen with the ability to steer the institution towards self-sustainability.
- Demonstrated entrepreneurial skills and experience as an enabler for the startup and innovation ecosystem, or as an entrepreneur or startup founder.
- Previous experience leading an entrepreneurial and ambitious organisation with measurable success.
- Comprehensive knowledge of the startup ecosystem, including CSR, corporate partnerships, and allied domains.
- Experience working at a senior level in collaboration with government departments, agencies, private sector entities, and venture capitalists, along with a track record of fundraising for non-profit organisations.
- Strong presentation, verbal, and written communication skills in English and Hindi.
- Ability to effectively manage internal and external stakeholders.
- Clear understanding of local, national, and global startup ecosystems.
- Sound knowledge of financial management, budgeting, and government financial systems (PFMS / TSA).
- Proven experience in driving institutional self-sustainability.
Job Description and Key Responsibilities
The CEO will serve as the administrative head of AIC – Bihar Vidyapith Foundation, Patna (AIC-BVF). Working under the guidance of the Governing Board of AIC, the CEO will lead the team in executing the vision, mission, and strategic plan of the incubator.
Key responsibilities include:
- Develop the strategic plan and roadmap for AIC-BVF in accordance with the directions of the Governing Board, with well-defined deliverables, timelines, and financial projections.
- Lead operations and activities of AIC, and oversee all budgetary spending through the PFMS system.
- Provide considered direction to AIC-BVF by building and scaling incubation programmes, outreach initiatives, and achieving measurable impact.
- Create and nurture collaboration with national and international ecosystems to employ best practices.
- Drive the AIC towards becoming an independent, self-learning, and self-financing organisation.
- Develop and strengthen the mentor ecosystem for the AIC.
- Assist in recruiting an appropriately skilled team at AIC to ensure delivery of best-in-class incubator services.
- Steer early-stage startups towards growth-stage enterprises and make the incubator self-sustainable within 5 years.
- Forge partnerships with academia, R&D institutions, industry, incubators, and angel/seed funding bodies in India and abroad to build a conducive startup ecosystem.
- Enable startup access to prototyping facilities, test beds, markets, and pilot implementation for products and services.
- Arrange value-added support services such as market surveys and preparation of bankable project reports, following procedures approved by NITI Aayog and other donors.
- Organise events and programmes to attract prospective incubatees, students, the scientific community, and the general public.
- Maintain repositories of technologies, laboratory and workshop access, and contact details of technology developers and mentors.
- Provide direction and support towards the creation and maintenance of the AIC website and physical infrastructure.
- Build a strong team with the knowledge and experience to guide startups, develop business plans, facilitate investments, and create and nurture networks.
Selection Process
- All applications received by the deadline will be screened by a duly constituted Screening Committee. Candidates meeting the educational qualifications, experience, and other advertised criteria will be shortlisted.
- Shortlisted candidates will be called for a personal interview before a duly constituted Selection Committee on a scheduled date and time. The Committee may consider additional candidates who meet the advertised eligibility.
- The Selection Committee will recommend the candidate(s) in order of merit for appointment.
General Terms and Conditions
- The CEO shall report directly to the Chairman, AIC-BVF.
- Canvassing in any form will lead to immediate disqualification.
- Relevant experience will be calculated from the date of attaining the minimum essential qualification(s).
- Submission of an application does not entitle a candidate to be called for a test and/or interview.
- No hard copies of CVs or documents are required.
- If any candidate is found ineligible on any ground after appointment, their services will be liable to termination without assigning reasons.
- Submission of false, misleading, defective, or fabricated information or documents will result in rejection of candidature and may invite legal action by the Company.
- Any legal disputes will be subject to the jurisdiction of the courts of Patna.
- Screening of applications will be based on qualifications, academic record, and relevant experience in entrepreneurship and the startup ecosystem.
- No Travel Allowance (TA) or Daily Allowance (DA) will be provided for attending the interview.
