Identification of a Technical Organization
To support the design, development & deployment of the Safekeeper Digital Platform
The Aangan Trust is a Child Protection focused organization on a mission to make child protection everyone’s business so that even the most vulnerable child can be safe everywhere, every day.
Headquartered in Mumbai, Maharashtra, Aangan invites Expressions of Interest (EOI) from qualified and experienced Technical Organizations for the design, development, deployment, and ongoing support of the Safekeeper Platform — a technology-driven SaaS solution to track Safekeeper performance, measure child safety outcomes, and enable timely action across communities at scale.
The platform will serve over 20,000+ users across multiple geographies, with support for smartphones, multi-language interfaces, and WhatsApp-based data entry. Interested organizations are encouraged to review the detailed scope below and submit their Expression of Interest by 30th April, 2026.
- Design and development of a Progressive Web App (PWA)
- Backend API development using Node.js and PostgreSQL
- WhatsApp Business API integration and bot flows
- OTP-based authentication (SMS / WhatsApp)
- Performance scoring engine with automated alerts
- Multi-language (i18n) interface support
- Trainer and district-level real-time dashboards
- AWS cloud hosting, CI/CD pipeline, and monitoring
- Case management and child outcome tracking module
- Pilot rollout, UAT, and production launch support

- Registered entity (company, NGO-tech, or social enterprise) with minimum 5 years of operations
- Demonstrated experience building mobile-first / PWA applications at scale (10,000+ users preferred)
- Prior work with social sector, government, or development organizations is an advantage
- Capacity to deliver within a 12-week timeline with a dedicated project team
- Experience with WhatsApp Business API, multi-language support, and AWS cloud infrastructure
- Strong data privacy and security practices; familiarity with child-safe digital standards preferred
