Our team works in areas of Education, Health, Economic Inclusion, Disaster Risk Reduction & Climate Change & Adaptation, Physical & Functional Rehabilitation, Emergency, and reintegrating the most marginalized and vulnerable people of the community back into society.

The proposed action “Inclusive specialized services for vulnerable persons, including persons with disabilities” aims to improve access to functional rehabilitation and MHPSS services and promote the inclusion of persons with disabilities in humanitarian response through specialized and tailored functional rehabilitation, mental health, and psychosocial and referral services. Among other needs identified, this action will also specifically address gaps in accessing immediate needs of assistive products, including prostheses and orthoses, to persons in need, including persons with disabilities, injuries, impairments, older persons, children, and women.

Senior Technical Officer – Rehabilitation - India: 1 position

About the Position:
Under the responsibility of the Country Area Manager, the Senior Technical Officer – Rehabilitation contributes to the implementation of Humanity & Inclusion's strategy. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned are optimized. He/she works closely with the Regional Rehabilitation Specialist as and the Project Rehabilitation Team.

Duration of the agreement: 01 May 2026- 31 May 2027

Terms & Conditions: Fixed Term (Renewable contract subject to funding situation)

Location: Remote - Champhai, Mizoram, India

Key Responsibilities:

Mission 1: Provides guidance and technical support to projects following the overall technical frameworks and standards within its sectoral perimeter:
• Provides appropriate technical guidance and support to project team deployed in the field.
• Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
• Adapts project documentation as required following global technical norms and standards
• Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
• Supervise data collection and it’s analysis on regular basis.

Mission 2: Management and Operational implementation:
• Operational manager: organize the operational management of his or her team, structure the work around identified
• processes, steer performance, and facilitate the resolution of problems.
• contribute to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI
• processes, steer performance, and facilitate the resolution of problem
• Communicate about the project to partners, authorities, and stakeholders when relevant
• Ensure the implementation of the project, is in line with the logical framework and allocated budget
• Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities, and/or partners
• Ensure that project implementation complies with the existing framework
• Ensure project monitoring, evaluation, accountability, and learning
• Coordinate the teams involved in the project
• Contribute to HI’s external influence by taking part in networks, when required.
• Communicate about the project to partners, authorities, and stakeholders when relevant

Mission 3: Provides technical learning from projects:

3.1 Provides the technical expertise for his/her project:
• Ensures that the activities implemented comply with international technical norms and standards
• Adapts the project documentation to international technical norms and standards, when necessary
• Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
• Collects the elements necessary for capitalization or scientific documentation exercises
• Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice
• Responsible for technical learning from projects by drawing on lessons learned and good practices
• Adjusts his/her activities to audit recommendations, if applicable
• Is in charge of the technical quality and relevance of project activities implemented
• Appropriates the norms and standards anticipates and prepares for nexus adjustments
• Proposes research & Studies Topics
• Supervise data collection for research activities
• Contributes to the terms of reference for evaluations
• Implements recommendations for improving the technical quality of projects
• Ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct a self-evaluation of his or her project and participate in evaluation cycles under the supervision of the PM

Mission 4: Contributes to the animation of its trade sector:
• Contributes to the recruitment of Rehab team
• Contributes to or leads the necessary technical training in his or her field
• Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
• Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)
• Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Runs technical training for his/her staff when relevant
• Contributes to the design and collection of operational data to ensure adequate follow-up of the activities or ad-hoc data collection activities and ensure appropriate measurement of project achievement in his area of expertise.
• Ensure that the data process is set and realized in compliance with the rules and principles set by the IM/MEAL and by technical guidance of the sector of his expertise

Mission 5: Contributes to ensuring HI's technical influence within its perimeter:
• Contributes to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners
• If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader.
• Contributes to HI’s external influence by participating in relevant networks
• Relays and contributes to advocacy messages under her/his scope
• Drafts new project contents for the continuity or expansion of the project under his or her technical scope
• Contributes to the drafting of new proposals for new opportunities under his / her technical scope

Mission 6: Emergency Preparedness and Response Responsibilities:
Contributes to the support or the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Qualification and Skills Required:

Essential:
• Bachelor's Degree in (OT/PT/P&O, SLT).
• Preferable – Master's Degree in a relevant field.

Experience:
• At least 5 years technical experience of working on the same thematic preferably in a development and humanitarian context.
• At least 5 years Project Management experience of working in a development and humanitarian context.

Skills:
• Capacity building experience
• Knowledge of disability and emergency issues in India/Northeast
• Frameworks and Mechanisms of international development cooperation and humanitarian assistance
• Strategies for fighting exclusion and discrimination
• The technical issues concerning his/her service sector, and the stakeholders and professionals in his/her service sector
• Full knowledge of at least one profession in his/her sector
• Producing written and oral institutional communication in English & MIZO.
• Producing clear, concise, and responsible communication
• Negotiating and managing problems and conflicts
• Establishing clear frameworks, rules, and limits
• Supporting and motivating a person or group
• Adapting leadership to the group to lead it toward a shared objective
• Planning the activities by setting clear, specific, and measurable objectives
• Developing new resources or adapting existing resources
• Assessing the impact/effects of the activities
• Using capacity-building techniques with
• Adults (training of adults)
• Strong teamwork approach
• Availability to travel to remote areas
• Ability to work under pressure and in a multicultural team environment
• Proper knowledge of monitoring, reporting, and Documentation.
• Computer knowledge (MS Office package- both in English and Hindi)
• Previous experience working in a remote community setting is an advantage
• Have the capacity to maintain close relationships with partners, stakeholders, and clients

• Resilience to stress and uncertainty
