II. Background (EpiC Project):
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DoS) with a period of performance from April 15, 2019, to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group, and Right to Care and implemented by over 250 regional, resource, and local partners.
Globally EpiC provides technical support and direct service delivery to improve outcomes in HIV, global health security, outbreak preparedness and response, malaria, nutrition, and maternal, newborn and child health.The project strengthens health systems including data systems, human resources for health and building capacity of governments and civil society for service delivery. Under HIV, EpiC supports to achieve and maintain epidemic control through strategic technical assistance to improve HIV case finding, care, and treatment programming across 35 countries supported by PEPFAR.
EpiC in India supports the National AIDS Control Organization (NACO) in enhancing youth engagement, private sector engagement and digital/AI driven interventions, and prioritizes work in the PEPFAR priority state of Maharashtra to fast track the achievement of 95-95-95 goals.
III. Job Description:
EpiC is seeking applications from highly qualified and experienced Public Health Specialist to fill position of full-time Senior Technical Advisor-Care, Support and Treatment (CST) to provide technical support to strengthen HIV care, support and treatment at national level ensuring full alignment with the National HIV/AIDS Control Program (NACP).
Reporting to the Project Director, EpiC India, the Senior Technical Advisor-CST will undertake the following roles and responsibilities:
- Actively support in planning, implementation oversight, and performance monitoring of comprehensive HIV services across the HIV care continuum under NACP.
- Support national policy development, program optimization, performance monitoring, and quality improvement initiatives as planned under NACP.
- Support NACP in implementation of quality-of-care indicators, supply chain management, and ART program monitoring to ensure uninterrupted service delivery and drug availability.
- Contribute towards epidemic control preparedness, health system coordination, and multistakeholder collaboration across government departments, development partners, and civil society.
- Actively engage in development and adaptation of modules and guidelines on ART optimization, innovative case finding, index testing, post-exposure prophylaxis (PEP), HIV counselling and testing services, STI management, differentiated service delivery, and treatment literacy, as per requirement of the national program.
- Provide HIV care and treatment related technical and management support to HIV facilities and implementing partners under NACP to strengthen case management services, ensure ART initiation and strengthen viral load suppression through innovative, evidence-based programming, including introduction of community-based ART models and facility-based models focusing on improving quality of patient-centric care.
- Remain informed on current state-of-the-art technical updates in HIV care and treatment through review of literature and articles and maintains link with other international bodies which specialize in at-risk population focused HIV treatment care and support.
- Perform other duties as assigned by the Project Director, EpiC India or requested from the leadership of the national program.
IV. Qualifications and Experience
- MBBS degree and master’s degree in public health, epidemiology and other related areas would be an added advantage.
- Minimum 15 years of progressively responsible experience in HIV program at the national level, preferably in HIV/AIDS service delivery including design and implementation of customized projects that fit within the country strategic plans and partnership frameworks.
- In-depth technical knowledge and experience of the NACP and the current gaps and challenges in meeting the 95:95:95 goals.
- Demonstrated experience in HIV case finding, in community and facility settings, including testing, counselling, linkage, treatment and care including viral load testing and innovative approaches to accelerate partner/ index testing, and care and treatment.
- Experience working collaboratively with government institutions (especially NACO and SACS), INGOs, and multilateral organizations.
- Highly proficient with MS Project, and the Microsoft suite of programs (Word, Excel, PowerPoint, Outlook, Visio). Functional knowledge of AI tools (ChatGPT, Copilot, others) is preferred.
- Excellent oral and written communication skills in English.
- Demonstrated analytical and problem-solving skills.
